Present: Planning Board Chair Dan Walker; Planning Board Members, Henry Hansteen, Mike Carpenter, and
Ann Chaffee; Code Officer Alan Teeter; Town Clerk Mary Cornell; Planning Board Alternate Greg Hutnik
Absent: Planning Board Member Rich Teeter.
Call to order: 7:04 PM
Minutes: Approval of April 2, 2025 Minutes – M. Carpenter moved and H. Hansteen seconded.

Sketch Plan Review: 1044 Teeter Road, Tax Parcel 15.-2-5.5 Self Storage units. David Irish and Allie Irish gave a
brief overview of their proposed expansion. They are currently fully rented out for both buildings. They are
aware of the complaints from the lights and are hoping to be a friendly neighbor. They have put a shroud up,
with a light reductfon of ~62%. When they expand, they will use a different type of light to address this issue
going forward. The expansion plan will keep them under the 10,000 sq’. The amount of traffic is less than a car
a day. People bring stuff in and rarely come back. They have a couple of contractors that come in a few tfmes a
month. Shady Tree Auto seems to have more traffic. It is not climate controlled and they are very low
maintenance. They maintain the site year-round. Hansteen asked why they do not have motfon-controlled
lights. David responded that the lights are a deterrent, because it is lite up and anyone who enters the
driveway/locatfon is recorded. The motfon sensor lights prove to be more of an issue as people could work
around the lights, so they are not set off. They looked at other businesses and then all have lights. Greg shared
that the lights were horrid and the lights are stfll pretty bright, David asked Greg his thoughts on the
modificatfons that were made to the lights. Greg said they should be dark sky compliant and he asks the board
to consider making this a requirement moving forward. Greg the environmental impact of the lights is
detrimental. Greg stated that this request is an unlisted actfon which triggers a site plan review. It is a building
that is over 4,000 sq foot that is not residentfal, which triggers a review. It is part of a type 2 review, which is
why it is a part of the site plan review regulatfons that we are reviewing. Dan asked if no approval is required
who then does the SEQR? The board as a whole was pleased that he was able to modify the lights. In the
future they want the light to go sideways down the building and go down the building. If they disturb more
than an acre of land then it would trigger a site plan review. David shared that they are going to modify the
lights, so that they are going down and down the sides of the building. Mike Carpenter asked what legal
requirements would be required moving forward with regards to dark lights and what the tfme frame for the
new building(s) is. They hope to commence this month and hope for completfon by September; he will be
using the same building contractors as they used last year. Dan asked if they are going to expand further.
Carpenter asked how much space they have. They have a total of 1.99 acres. They may be able to put a total of
8 units on the parcel. Carpenters understanding of the DEC ’s requirements is that their rule is that if your
eventual plan is to purchase more than an acre in the end then you would need to complete the SWIPP now
instead of when you are ready to expand.

Sketch Plan Review: Podunk Road Tax Parcel 2.-1-8.4, Jordan Bonafede
Current owner is NY Land and Lakes. Before he makes a formal offer on the property he wanted to come to the
planning board meetfng. He has developed propertfes in Ulysses and Covert and Western NY. Dan asked if he
had toured the buildings/property, Jordan responded that he had. They are considered developing one of the
buildings and separatfng it into four (4) residentfal units. Essentfally four (4) Town houses that would be under
4,000’ they would not be adding any buildings. The property needs quite a bit of work, to put in the
apartments. This would require a site plan as it would be multfple residences here. It would require a lot of
work; they would start with only a couple of units at a tfme. The ultfmate plan would be to convert one of the
buildings into a total of 24 units in 6 individual buildings all from one of the buildings. They would not be using
the other building at this tfme. If they keep it under 4,000’ then they would not need to have sprinkler units,
which he does not think they would be work anyways due to low water pressure. If they leave in the 12’
sectfon then it would trigger the sprinkler system requirement. Worst case scenario they would need to cut the
concrete out. There are two exceptfons in with the lots, this parcel and one other parcel. This lot was
specifically excluded from the covenants. Carpenter asked where the covenants stated the exceptfon. Hutnik
shared where it was stated in the Covenant. The potentfal buyer stated conversatfons have happe ned between
multfple lawyers and it has been deemed acceptable to use under commercial use. Walker, when he has more
confirmed plans come back to the board to move forward, there will be several steps to go through. Jordan
asked if anything jumped out to the board that would pose a problem going forward, the board only
reaffirmed that the covenants could pose a possible issue in the future.
IQ Cannabis- LOT33 Breezy Meadows
Clerk Cornell read the original email to the Town regarding the micro-business license they applied for with the
Office of Cannabis NYS. Hutnik asked if this is just agricultural use , Clerk Cornell shared that she did a quick
search and it showed that the Governor ’s Office approved a bill in December of 2024 that defines Cannabis
productfon as Agricultural. Extensive discussion contfnued. Councilperson Lynch, when this first came to view
on April 15th. IQ Cannabis set a hurried deadline for a letter of no objectfon or a certfficate of occupancy. The
questfon of whether there would be a letter of no objectfon. Supervisor Redmond and two other
councilpersons had no issue with it and sent out a letter of no objectfon to IQ Cannabis. He clarified with the
vendor and the Cannabis Office. At the next Town Board Meetfng they Town Board may formalize a vote of no
objectfon presuming that not opinions have changed from the informal vote, that stated the Town had no
objectfon. He believed the Cannabis NYS is waitfng for final confirmatfon from the Town before proceeding.
Alan thought it was off that they had asked for a certfficate of occupancy when there is not building. Alan
shared that he would not make a determinatfon if a site plan review is needed, he would defer to the Planning
Board. Hutnik recommended that the Town Board does not state directly one way or another what is required.
He would like to see more informatfon before making a determinatfon. Walker, we can’t make a determinatfon
if we do not know what they are going to do.
