HomeMy WebLinkAboutJune 4, 2025 - Town of Enfield Planning Board Meeting Minutes1 Town of Enfield Planning Board Meetfng June 4, 2025 7:00 PM In-Person and Via the Zoom Meetfng Platiorm Present: Planning Board Chair Dan Walker; Planning Board Members, Ann Chaffee, Rich Teeter, Mike Carpenter (7:40 pm), Henry Hansteen; Code Officer Alan Teeter; Planning Board Clerk Mary Cornell. Call to order: Chairman Walker called the meetfng to order at 7:03 PM Review Minutes: R. Teeter moved and A. Chaffee seconded. All Aye, carried. Comprehensive Plan Review: The Board started their review in the Natural Resources sectfon. H. Hansteen asked about wind turbines and D. Walker reminded him of the local law that the Town has on them. Rosy Carpenter asked what the word discouraged meant in the text. D. Walker stated that we are discouraging the actfon. Rosy asked him why he just doesn’t say that, Walker shared we do not have zoning, therefore, you cannot state that it is not allowed, as that would be zoning. Rosy Carpenter asked if water use will be taken into consideratfon for the Cannabis farm, as there have been comments on water issues by residents near the site. Walker shared that the state views cannabis as agriculture and they would be exempt from a site plan review. The distfnctfon comes between whether it would be an agricultural use or commercial use. Hansteen asked if it was a town law or state law that oversees this, Walker shared that it is a state law. Rosy Carpenter asked if the site plan law is available online, Clerk Cornell offered to send it to her if she could not find it on the Town website. Rosy Carpenter asked the board if they knew who maintained the Fingerlakes Trail as part of it crosses her property. Ann Chaffee gave a descriptfon of the button up program that she found online, it appears to be a State offered program. NYSERDA and NYSEG may offer similar programs. Rosy Carpenter asked the Board questfons about the Water Protectfon Committee (Chairman Walker is a member of the Water Protectfon Committee). Rosy Carpenter asked where to find informatfon on these committees and who is on the committees. Clerk Cornell shared that there is a listfng at the Town Hall and these committees are set by the Town Board at the January Organizatfonal meetfng each year. Mike Carpenter asked what the purpose of reviewing these sectfons are, are we looking to make these requirements? Is the Town Board expectfng that someone was going to complete these tasks? If so, is it the Planning Board, or the Town Board’s responsibility. Walker shared that the Town Board has been completfng these tasks throughout the years. Traffic on Mecklenburg Rd was discussed with the need of a walkway between the trailer park and the Dollar General. There have been many accidents on this road with fatalitfes. Dan, Buddy and Stephanie had met with the State to look and the concerns and the speed limit on Mecklenburg Rd from Applegate to just before Black Oak Rd was decreased to 45 from 55. There has been increased police presence on this road in recent years. There was discussion on TCAT and Gadabout. Discussion contfnued.
