HomeMy WebLinkAboutMarch 5, 2025 - Town of Planning Board Meeting MinutesTown of Enfield Planning Board MeeƟng March 5, 2025 7 PM In-person at the Enfield Town Courthouse and via the Zoom MeeƟng Plaƞorm Present: Planning Board Chair Dan Walker; Planning Board Members Rich Teeter, Henry Hansteen, Mike Carpenter, Ann Chaffee; Planning Board Alternate Greg Hutnik; Town Clerk Mary Cornell Call to order: Dan Walker called the meeƟng to order at 7 PM Review Minutes: Mike Carpenter moved and Rich Teeter seconded. All AYE, carried. NaƟonal Flood Insurance Program: Enfield resident Rosy Carpenter is concerned about the proposed law as she lives next to the creek and she has to go in every five years to clean it up. She has put in over $40,000 over the last 30 years. She is concerned that she would need to pay the Town of Enfield to enter the creek. Dan explained that the Town Board has the proposed local law in front of them and this law will allow for federal flood insurance coverage. Dan shared that this regulaƟon does not impact if you can work on the creek, that is through the DEC and the Army Core of Engineers. This map is discouraging building in the flood plain or to build to certain standards. If you double the size of your house, it could change what is required. She has to keep on top of the creek and debris or it will damage her bridge. Councilperson Lynch encouraged her to aƩend the Town Board meeƟng next week to discuss her concerns. She thanked the Planning Board for answering her quesƟons tonight. The NYSDEC is changing their regulaƟons and they will be regulaƟng wetlands over ~7.4 acres and classificaƟons, however, they do not go into effect unƟl 2028. The maps are guides. The Town does not have any liabiliƟes and will go through the SEQR process and if it is a large project then they will require further steps to be completed if the Planning Board deems that there is a wetland. Dan does not think that it will impact the Planning Board significantly it will affect builders more. Comprehensive Plan Review: The Board started review just aŌer shared services. The Board conƟnued its review. Dan asked Clerk Cornell if there were any resources from CCE at the Town Hall. He will work with Crystal Buck to get some materials. Discussion conƟnued.
