HomeMy WebLinkAboutFebruary 5, 2025 - Town of Enfield Planning Board Meeting MinutesTown of Enfield Planning Board Meetfng Minutes Wednesday, February 5, 2025 7 PM – In-Person and Via the Zoom Meetfng Platiorm Present: Planning Board Chair Dan Walker; Planning Board Member, Henry Hansteen, Michael Carpenter, Rich Teeter, Ann Chaffee; Building Code Officer Alan Teeter; Town Clerk Mary Cornell. Excused: Planning Board Alternate, Greg Hutnik. Call to Order: Planning Board Chair Dan Walker called the meetfng to order at 7:02 PM Review Minutes: Rich Teeter motfoned to approve the December 4, 2024 Planning Board Meetfng Minutes and Henry Hansteen seconded. All AYE, Carried. Flood Plan Map Adoptfon/Law Discussion – Dan shared that he received the informatfon that is before the Planning Board Members tonight from the Town Supervisor this morning. The DEC has requested that the Board has a draft of the local law returned to them for review by March 20th and that a final law be passed by the Town Board by Mid-May. They DEC included a sample law and provided instructfons for completfon. This local law will allow the Town to partfcipate in Flood Insurance and would allow residents to purchase Flood Insurance. The State and FEMA will oversee the program. Discussion followed. Mike Carpenter asked what is expected of the Planning Board and what Dan thinks of this. Dan stated that we need the law. Chaffee asked Councilperson Lynch is opinion on this. Lynch shared that it was explained to the Town Board that it is mandatory that the Town adopt this local law to partfcipate in the program, he asked the DEC if our planning board should start looking at this mid-last year and he was told by them that there was no rush untfl the maps were out. Then we get an email that provided a very limited window to opt in and approve a local law. He personally did not want to weigh in on this untfl the Planning Board had a chance to review and share their opinion with the Town Board. Mike Carpenter. To really delve into this research is needed, which takes tfme. What happens if we don’t pass it now? R. Teeter shared that this law would allow individuals in the flood zone can get flood insurance through FEMA. If we don’t partfcipate in the program then they would be unable to get the FEMA Flood insurance. Dan shared that he has experience with this and thinks that we should proceed and approve it. Discussion contfnued. Dan shared that the formatting is appropriate and the Town Board should move ahead with it and he will be attending the webinar tomorrow and he will make the recommendatfon to the Town Board after tomorrows webinar. Comprehensive Plan Review: - Postponed untfl next Month. Dan read the three comments that he received on the comprehensive plan.
