HomeMy WebLinkAboutSeptember 4, 2024 - Town of Enfield Planning Board Meeting MinutesTown of Enfield Planning Board Meetfng Wednesday, September 4, 2024 7 PM - In-Person at the Enfield Town Courthouse and Via the Zoom Meetfng Platiorm Present: Planning Board Chair Dan Walker; Planning Board Members, Rich Teeter, Ann Chaffee, Henry Hansteen; Planning Board Alternate Greg Hutnik, Town Clerk Mary Cornell. Virtual Attendance: Planning Board Member Mike Carpenter. Call to Order: Chair Walker called the meetfng to order at 7:05 PM. Review of Minutes: R. Teeter moved and H. Hansteen seconded. All, Aye, Carried. Sketch Plan submission from Patrick Head that was presented at the last meetfng has been withdrawn as the property is going to potentfally be sold. Sketch Plan Review – 198 Black Oak Road, request for approval of third unit on lot Chris Willis is proposing to add a unit on his property that corners Fish Road. He would like to put in a singlewide trailer. A. Chaffee asked where the septfc would be. It is going to be between the house and Fish Road. D. Walker shared his screen of the property locatfon and the proposed placement of the additfonal unit. The are three existfng wells. The first well is 180’ deep at a rate of 5 gal a minute. The doublewide well is at 160’ and is at 5 gal a minute. There is a separate well at the barn at 140’ at ~5 gal a minute. A new well and a new septfc system will be put in. This would be a rental unit. The old farmhouse driveway would be used, just extended. This home will be 130-140’ from the road. D. Walker this is not a high-density proposal, it will not affect local traffic. Tonight was the pre-approval conference (optfonal); we received a descriptfon and a rough map. We do not need a public hearing for this proposal. There is a waiver of site plan requirements, which is appropriate in this case. The applicant has made a verbal request to waive site plan review. The planning board is waiving the requirements for a detailed survey as the sketch plan and the size of the lot leave no questfon that we are not encroaching on any other propertfes. The special circumstances is that this a simple process and we see no arguments as the applicant wants to move ahead. The applicant was not aware of all of the steps that were required per the site plan review law. This is tfme sensitfve and the planning board sees no reason to delay the approval. D. Walker we in the matter of 198 Black Oak Rd. This actfon is a request of approval for a third living unit on a multfple dwelling property tax map 7.-5-2.2 for the additional of a third living unit on this parcel, Resolution #2024-01 Tax Map#7.-5-2.2 Willis Property. WHEREAS, this is a type two action under SEQR and no further environmental review is required. We were provided a sketch map with the health department showing it is an adequate development and the planning board deems a public hearing is not required. Therefore be it, RESOLVED, the planning board approves of a third unit on the tax map# 7.-5-2.2 parcel. Rich Teeter moved and Ann Chaffee seconded. Vote: Walker, Aye; Chaffee, Aye; Teeter, Aye; Hansteen, Aye; Carpenter, Aye; Carried. Site Plan Review Law: Dan will send the final draft version to the planning board when it is ready. The subdivision regulatfons are currently with the Town Board. G. Hutnik will send the spreadsheet that he is creatfng to the Planning Board when it is ready. D. Walker asked Planning Board members to work on getting their 4 hours of training completed soon. There are poles and wires up on Applegate Rd that look like they are almost ready to be connected to the grid. Adjournment: R. Teeter motfoned and A.
