HomeMy WebLinkAboutOctober 2, 2024 - Town of Enfield Planning Board Meeting MinutesTown of Enfield Planning Board Meetfng Wednesday, October 2, 2024 7 PM in-person at the Enfield Town Courthouse and virtually via the Zoom meetfng Platiorm Present: Planning Board Members, Ann Chaffee; Rich Teeter, Henry Hansteen; Planning Board Alternate Greg Hutnik; Town Clerk Mary Cornell Virtual Attendance: Planning Board Chair Dan Walker; Planning Board Member Mike Carpenter. Call to order: Chairman Walker called the meetfng to order at 7 PM. Review of Minutes: Approval of September 4, 2024 Planning Board Meetfng. Subdivision Applicatfon and fee structure: Dan explained that we do not have a subdivision applicatfon and he provided a single applicatfon which is in the packet before you. He explained why we should have these specific costs. Dan asked the board to consider what appropriate costs should be. Discussion followed. Dan will work with Alan and they will come up with some numbers and bring it back to the planning board before it goes before the Town Board for approval. The Town Board needs to approve the fee schedules. Site Plan Review Law. Dan asked the board for their input on the final draft version of the law. M. Carpenter asked for a more definitfve definitfon of ADU sq’ allowable size. Should it be 800 sq’ or 50% of the size of the main dwelling unit. The conclusion is that it should be under 800 sq’. The unit should be a small additfon that is not the same as another house. M. Carpenter - should we get rid of the primary dwelling unit part II. Yes, it will be removed. M. Carpenter is there any restrictfons of an applicant coming in the next year and applying for a permit to add an additfon to the ADU. If it is larger than the 800 sq’ then it would no longer be considered an ADU. G. Hutnik asked about an appendix. Dan shared that the solar law will be included in the appendix and we will also need a table of contents. G. Hutnik, brought up a discussion on what projects would trigger an environmental quality review. Constructfon or expansion of a primary or an accessory non-residence less than 4,000 sq’ would not trigger an environmental quality review and Greg H. suggested lowering the 5,000 sq’ currently listed to 4,000 sq’. Carpenter has a 5,000 sq’ barn on his property that is full of tools, if he is in there building cabinets and wants to change the walls around, would he trigger this law? On the surface it appears that he would. Dan’s response was not necessarily. M. Carpenter what would Alan need to do when presented with this scenario. It should say the exemptfon less than 4,000 sq’. Non-residentfal units under 10,000 sq’ do not require review. Anything 4,000 sq’ or more would require a SEQR review. Dan made the two changes suggested. 2025 Budget request – Greg presented to the planning Board that there were funds listed in the budget that included a stfpend for the Planning Board Clerk and the Planning Board members. The planning board would like their proposed stfpend be added to the Planning Board Clerk line. Comprehensive Plan spreadsheet discussion – Greg Hutnik. Greg will email out as a spreadsheet instead of the pdf. Clerk Cornell will mail the document to planning board members if requested. Adjournment: R. Teeter motfoned to adjourn and H.
