Present: Planning Board Chair, D. Walker; Planning Board Members; R. Teeter, A. Chaffee, M. Carpenter, Henry Hansteen;
Code Enforcement Officer Alan Teeter; Town Clerk Mary Cornell.
Excused: Planning Board Alternate Greg Hutnik.
Call to Order: Planning Board Chair called the meetfng to order at 7:02 PM
Review of Minutes: Carpenter moved and Hansteen seconded to approve the February 7, 2024 minutes.
Vote: Teeter, Aye; Carpenter, Aye; Hansteen, Aye; Chaffee, Aye; Walker, Aye; Carried.
Discussion – NYS proposed wetland change: Chaffee asked if it was too late to comment on the proposal? Chairman
Walker the last day to submit comments was February 20, 2024. Discussion followed.
Sketch Plan Review for Tax Parcel 9.-1-23.13, 166 S. Van Dorn Rd, Adam Scholl.
Dan shared his report on open developments. There is a 2.33-acre parcel in front of where these lots are proposed. It is
approx. 1,500’ from the road to where his remaining property is. He has a long driveway, which currently meets the Fire
Department regulatfons. The road currently provides access to one house, adding three additfonal houses increases the
density and possible need for emergency services. Dan put together a report for the Town Board and presented it to
them at the last town Board Meetfng. With high density it could impact the water flow for all parcels. Dan shared their
needs to be a good road. The property owner has to build a turnaround beyond these lots and he has to maintain the
road. Adam would build another building which would have a driveway that allowed for a turn around. The main concern
in the density of the three homes. The Planning Board wants to give a conditfon that a well needs to be drilled while
monitoring the well for Adam’s house before approval is given. The whole idea is to not impact the current residents on
this road. Hansteen asked if it is the planning boards discretfon on what is required, Dan shared that there are
requirements in subdivision law that need to be met, one of those is that it should not have an impact on existfng wells.
Hansteen asked if there is a minimum that we would like to see, Dan responded not necessarily, we want to see what the
current flow is. R. Teeter expressed concern over the placement of wells, in proximity to septfc systems. A plan showing
the placement of the wells and septfc systems could be required. Walker asked A. Teeter where the Fire Company would
like to have the turn around? Alan responded that the Fire Company may not care. Dan asked the board for a consensus
of how many wells should be required, the consensus was one well would be adequate. Dan will clean-up his document
and touch base with Mr. Scholl.
Discussion of Site Plan Review Law to address land use concerns in the Town of Enfield.
The Board started with the documentatfon provided by G. Hutnik on ADU definitfons. Carpenter asked what our goal
was, the descriptfon allows for structures 800 sq’. Carpenter’s idea was not to change the law, but allow for a small unit
on the existfng property. If they want a larger structure than they could take an alternate route. Dan shared proposed
changed to the Site Plan Review Law and discussion contfnued. R. Teeter, asked about an open loop geothermal, what is
residentfal or commercial. If it is residentfal, it would be a closed loop. A pond would be considered surface water. The
board contfnued its review. A. Chaffee asked for an example for when we would not need a public hearing. Dan shared
an example: the Amici’s recent applicatfon which we waived the public hearing requirement. M. Carpenter would like an
overall opinion of what the planning board thinks of an affordable housing unit in the town of Enfield. Mike shared
affordable to him is houses for $100,000. He shared that there is a need for it, the houses would be owned by
individuals, but not necessarily the property. Ideally 5-10 homes on a 20-acre parcel. He thinks there may be some
funding available and that it is doable. As a concept it would ideally be repeatable. It is an idea that he has been looking
into.
