HomeMy WebLinkAboutNovember 6, 2024 - Town of Enfield Planning Board Meeting Minutes -Town of Enfield Planning Board Meetfng Wednesday, November 6, 2024 7 pm In-Person and Via the Zoom Meetfng Platiorm Present: Planning Board Chair Dan Walker; Planning Board Members, Rich Teeter, Ann Chaffee, Henry Hansteen; Code Officer Alan Teeter; Town Clerk Mary Cornell Excused: Mike Carpenter, Greg Hutnik Call to Order: Dan Walker called the meetfng to order at 7:05 pm Review Minutes: R. Teeter moved and H. Hansteen seconded to approve the October 2, 2024 minutes. No discussion. Vote: Dan Walker, Aye; Ann Chaffee, Aye; Henry Hansteen, Aye; Rich Teeter, Aye; Carried. Site Plan Review 211 E, Enfield Center Road Patrick Head – 4 Tiny homes with a shared main driveway, with access to each property. Three wells have been drilled. The first at over 100 gal a minute and the additfonal two at 30 gal each at ~60’. Dan confirmed the health department has been out and approved the design. There might be a small modificatfon with a sand filter. Patrick will update Alan when a final decision has been made. A. Chaffee asked where the well would be and Patrick responded with by the roadway. Dan made a conditfon before building permits. The lot where the septfc system will be needs to be consolidated first. Patrick asked why, Dan responded replied that the Planning Board wants the property consolidated before proceeding as we do not want to create landlocked parcels in the Town. Dan asked if board members had any questfons, the board did not. This is an unlisted actfon. The board is in concurrence and Dan will sign all needed forms, including the SEQR. PB resolution No. 2024-02 : Site Plan Approval, Patrick Head 4 Rental Unit Site Plan, 211 E. Enfield Center Road, Tax Parcels No 10.-1-5.292 and 10.-1-5.294 Moved By- R. Teeter Second By – H. Hansteen WHEREAS: 1. This action is Consideration of Final Site Plan Approval for building four residential units on a parcel located at 211 E. Enfield Center Road in the Town of Enfield. The Project involves the construction of four 2 bedroom approximately 720 Square Foot homes on a 1-acre site. The buildings will be supplied water from a common well and will utilize a shared onsite wastewater treatment system located on an adjacent 1-acre lot that has been approved by the Tompkins County Health Department. The adjacent lot will be consolidated with the building lot. Patrick Head, Owner; and 2. This is an Unlisted Action for which the Town of Enfield Planning Board, acting in an uncoordinated environmental review with respect to the four residential unit proposal, made a negative determination of environmental significance after having reviewed and accepted as adequate a Short Environmental Assessment form part 1, prepared and submitted by the Applicant; and prepared a Short Environmental Assessment Form Parts 2 and 3; and 3. The Planning Board, on November 6, 2024, has reviewed and accepted the site plan application and sketch prepared by the Applicant dated October 28, 2024 and other application materials; NOW, THEREFORE BE IT RESOLVED: That the town of Enfield Planning Board hereby grants site plan approval for the above referenced action as proposed, with the condition that Tax Parcel 10.-1-5.294 is to be consolidated with tax parcel 10.-1-5.292 prior to issuance of building permits. VOTE Ayes; Walker, Chaffee, Hansteen, Teeter Nays: None Carried. Site Plan Review Law He made the changes that were reported in the minutes and he has the solar addendum which he has not yet sent out to planning board members. There was a small discussion on the 239 review and it can be found on the county website if board members would like to review it. This project isn’t within 500’ of a County road, which did not trigger an automatfc review. Dan will meet with the county and sign any forms as needed. Dan asked if there are any projects forthcoming that Alan is aware of. Alan said no. R. Teeter asked if the old Kumas building has sold yet. It is stfll for sale at this tfme as far as Alan knows.
