In-Person at the Town of Enfield Courthouse and on Zoom
Present: Planning Board Chair Dan Walker; Planning Board Members, Rich Teeter, Ann Chaffee, Henry Hansteen;
Planning Board Alternate Greg Hutnik; Code Officer Alan Teeter; Town Clerk Mary Cornell
Virtual Attendance: Planning Board Member Mike Carpenter.
Review of Minutes: H. Hansteen moved and R. Teeter seconded; All Aye, Carried.
Presentation on water need survey – Becky Sims
Becky gave an overview of what RCAP offers. Becky shared the water maps that were created for lot sizes in the town. In
2021 close to 200 surveys were completed for the Rural Water Study. R. Teeter asked Becky what the average town size is
that would need a public water supply. Her response was it may not be the size of the community, but a need due to
municipalitfes if water pollutfon becomes an issue. There is no average town size to compare to as there are many
variables that affect the need. These systems are very expensive in comparison to the areas that would be impacted.
Greg Hutnik asked how long it would take to have a system in place if the municipality completed grant funding, etc.
Becky responded a minimum of 5 years. Chairman Walker shared that this can be looked into further while we are
reviewing the comprehensive plan.
Enfield Center Road Sketch Plan Review – Multiple residence units, Patrick Head.
D. Walker shared that Patrick Head has provided a sketch plan, but no maps have been completed at this tfme. D. Walker
asked Patrick what he was going to put on the parcels. He is looking to build 4 - 500 sq’ tfny homes. They would each be
1-bedroom homes for rent. Patrick is working on having a CAD drawing completed to see where he would like to put the
homes on the property. It would be one well and one septfc with a main shared driveway. D. Walker asked planning
board members for comments. G. Hutnik asked if a public hearing would be required, D. Walker will confirm and let the
board know. D. Walker asked Patrick to send all documents 14 days before the planning board meetfng that he would like
to ask for approval at. Patrick will get documents together and send to the board for the September meetfng.
Comprehensive plan review process: D. Walker shared that he had sent a checklist to the planning board members and
presented the informatfon to the Town Board at the June meetfng. G. Hutnik will go ahead and prepare the spreadsheet
as he has offered to do. Councilperson Lynch asked Chairman Walker to resend his memo to the town board and he will
ask that it be included on next week’s town board meetfng agenda.
Discussion of Site plan review law to address land use concerns in the Town of Enfield. D. Walker commented that he
needs to clean up the document and send it on to the Planning Board for review before sending to the town board for
review/approval.
D. Walker asked M. Carpenter how he is doing. Mike shared that he is struggling stfll and may have another illness that
he needs to overcome.
