Enfield Elementary
School has recieved a grant
for it's proposal Growing
into the Future:
Technology -Rich Garden
Research. Enfield was
selected by the natikonal
foundation for the
improvement of Education
as one of twenty-two schools
from across the country to
participate in the 1995-97
Road Ahead Program
funded by the Microsoft
Corporation The $30,000
grant will be used to develop
technology -rich afterschool
and summer programs to
support life science -related,
student -selected research
studies. Working in
partnership with the Cayuga
Nature Center, Cornell
University and others,
teachers and students will
learn technology through a
combination of staff
development programs and
mini -courses.
Enfield
Harvest
Festival
1995
The Enfield Harvest Festival
will take place the last weekend
in October. The celebration will
start off on Friday night with a
silent auction, we are trying
somthing a little different this
year. All items being auctioned
will be new or almost new.
Some of the items this year
include a Pleasant Co. Doll
"Addy", a Lenox horse, gift
certificates, for dining, retail -
stores, and services. Saturday the
Harvest Festival will kick off at
10:00 am with something for the
entire family!! For more details

Afterschool Program
There are still openings
for children in the afterschool
daycare program at Enfield
School. The program runs
from 2-5:30pm M-F. For

Enfield Youth Program
The Community Council is
once again working with The Ithaca
Youth Bureau to provide students
at Dewitt middle school with the
outing program, known to the
students as the Enfield Adventure
Club. Our first unit this year is
canoeing. We will be going on a
camping trip to the Catskills
October 13th-15th. The group has
ten youth in 6th and 7th grade.
Due to a lack of funds for the
fall, the ECC will not be able to
sponsor any other teen programs
for the fall . We are looking into
providing more programming for
Jr. and Sr. high students in the
spring. We would apprieiate any
input from the community
especially the youths. If you have

NOTES FROM THE TOWN SUPERVISOR
HUD - housing rehabilitation to low income Enfield home owners is continuing.
HOMEOWNERSHIP PROGRAM - Please take a look at the information included in
this newsletter. This is a program for eligible low and moderate income
residents to become first time homeowners. If you are interested and want
to be considered for the program, please fill out the attached pre -application
and get it to me at the town hall.
RECORDS MANAGEMENT is still in process of being developed. The town records
are getting in really good order thanks to John Gary. John's services are being
paid for by the State Archives and Records Administration through a grant the
Town was awarded.
COURT AUTOMATION - The courts are presently purchasing equipment to directly
hook them into Albany for reporting and directly receiving information. The
funds for this project are from a grant awarded by the State Justice
Department.
TELECOMMUNICATIONS INITIATIVE PROJECT is beginning with a training
session for the Town Clerk and myself. The intention is for the town to be
hooked into the Internet.
BUDGET 1996 The town board is in the process of budget discussions. The final
budget is due to be approved in November.

We had elections of officers September 1lth. The

The county auxiliary meeting was held in Enfield on
September 27th. We played bingo and enjoyed a feast
afterwards. Saturday, September 30th we will be putting on a
luncheon for the Firemen's Driver Training Course.

TOWN OF ENFIELD HOMEOWNERSHIP PROGRAM,
INFORMATION SHEET FOR PARTICIPANTS AND USERS
The Town of Enfield is currently considering applying for funds from the U.S. Department of
Housing and Urban Development (HUD) to assist eligible low and moderate income households
become first-time homeowners. This survey is designed to determine what level of interest exists
for this program proposal, and whether any housing constructed will be in a subdivision or on
scattered sites throughout the Town. The surveys will be used to develop a waiting list which will
be used to show HUD the level of demand for this program in the Town of Enfield. The proposed
rerms of the assistance are as follows:
TERMS OF ASSISTANCE: The Homeownership Program will provide basic assistance of
20% of the purchase price plus up to $3,500 in closing costs to eligible participants, with
maximum assistance of $25,000. Homeownership Program assistance will be provided as low -
interest, deferred -payment second mortgages.
Participants in the Homeownership Program must provide a minimum of $1,500 or 2% of
the purchase price (whichever is greater) in their own funds for the home purchase. Land will be
considered equity, based on an impartial evaluation of the property in question. All homes
purchased will be single-family new construction approved by the Program; no refinancing or
other purchases will be perrniued.
• All participants must be able to obtain a mortgage for the remainder of the purchase price
from a private financial institution serving Tompkins County. Several mortgage lenders currently
participate in the Tompkins County Homeownership Program, providing enhanced terms and
conditions for program participants. Sindlar terms would be encouraged for the Town of Enfield
Homeownership Program.
HOMES TO BE PURCHASED: All homes to be purchased will be constructed to program
specifications and must be single-family houses (not doublewides or other forms of modular
housing). All homes purchased must be constructed in the Town of Enfield, and will be either in a
subdivision in the Town or constructed on scattered sites throughout Town.
FINANCING: Program assistance will pay for 20% of the cost of the house plus up to $3,500
for applicable closing costs. Program assistance will be in the form of deferred payment loans for
the first five years, with future repayments of Program funds based on a I5-year repayment cycle
at 3% interesi. Program funds will be granted in the form of a second mortgage between the
participants and Tompkins County. Participants will be required to pay their mortgage, taxes,
insurance and other expenses based on their financial institution's policies.
COUNSELING: There is a requirement that participants receive counseling and education
about home ownership before purchasing a home through this Program. All required counseling
and education sessions are free to Program participants.
INFORMATION: To be considered for this Program, please return the attached Preapplicauon
to the Town Office, 168 Enfield Main Road, Ithaca, NY 14850 before October 15. The Town
Board will then determine whether the level of interest is sufficient to warrant an application to
HUD.

News From The Enfield Town Historian

I've been busy working on the Town of Enfield History book with the
Enfield commemorative Committee. Many members of the community
have contributed written information regarding our town - it's
great. we have not been able to get every detail we wanted for the
book and its too late for printing purposes to add more so, our
answer is it will be in the next book!
The Committee is planning a birthday celebration on our actual Town
birthday of March 16, 1996 - 175 years. We are hoping to schedule
the Enfield Elementary School for that date. Speakers are being
scheduled for the event. Ellie Hobbie has arranged through M.
Hinchey's office to have the U.S. flag flown over the Capital
Building, Washington D.C. on March 16, 1996 in honor of Enfield's
Birthday. A certificate and the flag will be sent to the Town.
Would anyone in the community like to donate a rather "large"
birthday cake (s) for this celebration give me a call.

As you can see there is a lot of work to do and we will gladly
accept any and all help and donations for the above projects.
Committee meetings are,held every 4th Wednesday of each month -
Town Hall Enfield - 7:30 pm - everyone is welcome.
As Town Historian I have been also busy in learning what is in the
Historian's Collection. Jack Hubbell collected a lot of wonderful
Enfield items for the Historian's Collection. I'm in the process
of entering the collection on the computer and making lists and
card files to make it easier to locate information in the
Collection.
One of my goals is to have a card file of references to all family
data information we have in the collection. Mary Travis started
the project this summer by recording family names from the
Historian's Family Data Sheets on to 3 x 5 cards. I have had
requests for help in researching family information in Tompkins
County. The Department of Health provided an information sheet
answering these questions as to where books, files, etc. are
located in the County. I will gladly share this information with
• you.
Information is also requested by Clarence Purdy of Houston, Texas
on the Purdy Family - Charles Purdy, William Hopkins Purdy,
Christine. If anyone has information on this family I would
appreciate hearing from them.
I will be setting up a display at the Enfield Harvest Festival in
October. The Display will be information on the Pennsylvania Sodus
Bay Railroad which, in part, went through the Town of Enfield.

I have also been attending the Enfield Historical Society Meetings.
At the last meeting we had a wonderful tour of the Enfield Grist
Mill - Treman State Park. Our tour guide was Paula Erickson - I
think the group made her nervous because we were a history group.
Paula made the mill come back to life with her informational
details and stories. They give tours at the park all summer, if
you haven't taken one lately you should. Wilma Fisher has taken
the responsibility of publishing an Enfield Historical Society
Newsletter. If you would like to receive a copy why not join the

The church continues to grow in numbers and in spirit. Everyone is invited to join us.
The youth have been visiting at Lakeside Nursing Home once a week and have developed many
important friendships as a result of their visits.
The Adult Choir, Youth Choir, and Praise Band are beginning to gear up to begin practice for our
Christmas Celebrations. Everyone with a love for music is invited to join us.
The men of the church have begun meeting together on Tuesday nights which we are all very happy to
see. There are so many changing roles and demands made on each of us these days it is great to have an
opportunity to support each other in prayer, bible study and fellowship.

ENFIELD FOOD DISTRIBUTION
182 Enfield Main Rd.
Located at the Enfield Community Building in Enfield Center, the food distribution
serves baked goods and produce at Sandy Creek Mobile Home Park on Thursday
aftemnoons from 3:00 p.m. til evening.
On the third Monday of each month the distribution of food received from the Food
Bank of The Southern Tier takes place from 3:30 p.m. to 5:00 p.m.
All Enfield residents in need are welcome.
The Food Distribution is naming out of funds this year in October.It costs
around $300. per distribution.
Donations are accepted with gratitude and are tax deductible. We will mail a
return receipt gladly. Please mail any donation to the First Baptist Church Of Enfield, 174
Enfield Main Rd., Ithaca, 14850. Please note that the donation is to go to the food
distribution.
The pantry is composed entirely of volunteers and no money goes towards
administration or overhead. Each dollar donated purchases 7 pounds of food from the
Food Bank of The Southern Tier for d;stribution to Enfield residents.

Enfield Community Council,
Just a note of "thanks" for putting on out
luncheon in August along with the childrens program. As
usual everything was wonderful. We all enjoyed it very
much. We are still talking about it Again, thank you for
every luncheon and program that you have done for us.
