This year 132 youths registered and attended summer camp! The Community Council with members of the community and parent participants interviewed over 30 individuals who responded to an ad applying for various positions with the Community Council. The hiring committees were delighted with the caliber of candidates. Margaret McCasland who has a Masters Degree in education and is an experienced teacher was selected to direct the Afterschool Program. The program currently has 13 regular part time and 29 "full" time students. The program staff consists of Marty Schrieber, Bernice Ross, Debbie Morey; Kaye Wollney and Carol Barriere have been subing for • Suzanne Monroe who is on temporary leave. If you are interested in part time or sub work call Marnie Kirchgessner for an application. The Summer Program activities were highlighted by our annual summer production that occurred 8/7/92. The production entitled "Enfield Goes .... Back to the Beach" was a cooperative effort of the teen program and the summer camp with the teens designing and creating the scenery. Over 70 of the children participated in the production that was "rehearsed" earlier the same day for the senior citizens. Special thanks to Jessica Connors; our production director! The Summer Program is performing arts component proved so popular we intend to duplicate it in our Enrichment Program this year. An application and specific program information follows. Private music lessons may be offered if we can obtain a commitment from a sufficient number of parents to pay in advance for this service. It is funded by United Way, the Town of Enfield and the Enfield Community Council. We gladly ac- cept donations. Children must be registered to participate. They may enroll in one, two, three or all four components. If your child is in the building but not participating in the enrichment activity, s/he will be put in Afterschool and you will be charged the $7 per day fee. After lots of planning and change of plans, the group headed to Darian Lake after school was out. The day was beautiful - we had a great time at the park, the light show was fantastic, there was lots and lots of fooc and everyone snuggled into the "nine -men" tents for a great nights sleep. In the morning, everyone helped pack things up and we headed off to our next adventure - the mall in Rochester. The bargains were great! Everyone had lots of fun and laughs and we learned alot, too. I think the main thing we learned was that - Enfield youth are great kids! Thanks to: Gretchen, Heather, Laura, Mary, Brandie, Shayla, Shawnna, Bambie, Aaron, Terry, Hatt, Scott, Jimmy, Wendy and Jessica. Also, thanks to Ithaca Youth Bureau, Karen and Sylvia for their help and use of the van. Special thanks go to the parents who drove and helped chaperone - Thonda, Debbie, Sonja and Marty. I think the parents may have had more fun than the youths: The Enfield Youth Group will be starting up again, but'on a new day. We will be meeting on Wednesday after school, instead of Tuesday. Come to our first meeting on Wednesday, September 30th, to discuss plans on how you want the youth group set-up (drop -in center, planned activities, etc.). The Youth Group is open to youth grades 6 and up. We meet after school until 6:30 at the Enfield Community Building. Come with your ideas. PRESCHOOL PROGRAM, • The Enfield Community Council Preschool Program needs preschoolers: • The Enfield Community Council expanded hours 9:05 to 12:00 Monday, Wednesday and Fridays in an efort to better meet the needs of the community. The program site is the Enfield Community Building. Parents of preschoolers are encouraged to visit or call Cathy Delsignore at 387-6756. The current fee is only $40/30 Family rates are available and a registration form is include TO: The Community FROM: The Town of Fairfield Public Safety Committee We would like to make the Enfield Community aware of the "computer aided dispatch" (CAD) system will soon be put into use countywide. This system is a prelude to the 11911" system. (The emergency number 273-8000 will ramin in effect). To most effectively use the CAD system, the Committee would like to ask the community to help out, by properly numbering their mail boxes, and or hones, and common drives. In some cases, unofficial roads and commn drives will need to be unofficially named. Having taken these steps it would better enable emergency vehicles, fire trucks, etc. to serve you the community! If you have any questions please call Linda van Nederymen, Chairman at 277-3096. #4 FIRST BAPTIST CHURCH OF ENFIELD CENTER • 175th ANNIVERSARY CELEBRATION — SEPTEMBER 12, 1992 The weather was as good at it gets around here for the festivities. The celebration was a wonderful success with about 250-300 people participating on Saturday. The country cooks were at their best with the Sampler Luncheon. chicken and buscuit dinner, and all the pies and home preserves entered for 3udging. There were a number of Enfielders who participated by demonstrating their crafts as well as selling some of their work. It was a treat to have authentic costumes worn by quite a few on both Saturday and Sunday Worship to help us remember the past times the church has endured. It was a pleasure to listen to the beautiful music provided by local groups as well as watching the square dancing later in the evening. The greased pig chase was such a success that rest periods had to be provided for the pigs who seemed to enjoy the squealing as much as everyone else. Special mention needs to be made that there were 2 occasions on which a pig escaped with an ensuing chase that produced an all out race. Amanda Kirchgessner in both cases out did all others in bringing home the bacon and earned the Greased Pig Catcher of 1992 title. If we haven't received your quilt block yet, please finish it and get it to any of us at the church. The quilt is quite a treasure. Thanks to all that helped made the celebration so much fun! ENFIELD FOOD DISTRIBUTION • Located at the Enfield Community Building serves baked goods and produce the first Mondays of each month with a regular distribution on the third Monday with product from the food bank. All Enfield residents in need are welcome. If you are out of food, come to the Enfield Community Building on Saturdays 9:00 - 3:00, for emergency service. TOWN OF ENFIELD - SUPERVISOR Here are some updates that might interest you:: This year a Town Board member has been appointed on a quarterly basis as a liaison to the Enfield Fire Department and has been attending their monthly meetings. Councilman Pat Dougherty recently reported seeing an air bag demonstrated by the fire company that can lift 12 tons off a person or object replacing a jack in mud, uneven ground, etc. The Town Board held a special town board meeting inviting the Enfield Town Planning Board to increase camunication between the two boards. A Cemetery Committee has been created and has met concerning care and usage of cemetaries the town is responsible for maintaining. The Public Safety Committee has also been established and is chaired by Linda • VanNederynen. This committee is dealing with issues such as road naming in order for the towns residents to be hooked into an emergency Phone system. The County is going to implement a computer aided dispatch system. I am happy to report that the tentative budget for 1993 that I am submitting to the Tam Board calls for no tax increase for Town taxes. YEAH:: MOM #5 A wonderful group of people enjoying friendship, sharing information and participating in various activities and entertainment. Lots of encouraging comments from the parade officials and the viewing public. Our last bake sale netted over $133.00 for the benefit of Willowood Resort. Our election of officers is in September, with the installation of officers and banquet in October. We wish to thank the community and our firemen for all their support with our bake sales. E Tiu.n FIRE • October is Fire Prevention month and we ask all of our residents to take a careful look around your home to check for fire hazards. Remember to clean chimneys and check the batteries in your smoke detectors. We plan to be in Enfield School to discuss fire and personal safety with the children and staff. Check your local paper for the sites. ENFIELD COMMEMORATIVE CONVVE=E UPDATE..... The Committee is still look for people to help out with researching the Town of Enfield. Researchers are needed for information on our Cross Road Communities, Applegate, Bostwick, etc.; Businesses, current and past. Schools; Military - involvement with the individual and community; Social - Fraternal Organizations - Girl Scouts, Boy Scouts, 4-H, Home Bureau Units, Teen Groups, Baseball; Agricultural - Farms; Transportation. We need a lot of everything. Contact Sue Thompson if you would like to help us out in this research. We are still in need of a LOGO to represent the Commemorative Committee, all ideas are welcome. Some of the major events that the Committee has planned for the 1996 Celebration are: 1. To publish Town of Enfield History book in 1995, to sell in 1996. 2. Commemorative Ceremony to the Town - Thursday, March 16, 1996. This will also involve the possible dedication of two Commemorative Plaques - one for the early settlers of the town and one for the military veterans. We hope to make the town come alive on this day with the ringing of church bells, fire alarm and any other loud noise you can think of. We invite song writers to write us a song to be used during the ceremony and through the year. There are many details yet to come. 3. Enfield Town Parade and Family Picnic. 4. Two historic quilts - one for raffle and one for display. This project is underway and making great progress. 5. Enfield Musicians Day - anyone who lives in Enfield and loves to sing, dance, play and listen to music is in invited to participate. 6. Skills Day - Pioneer vs. Modem - for all you crafters from wood cutting to sewing 7. Town History Exhibits 8. Reapportionment, Enfield will continue to have the two representatives that it currently has. There are no changes in the borders Enfield experienced the greatest growth in the county; 28.6 % The average growth was 8.05%. 1 expect that the next reapportionment will make severe changes in the district lines and I fully expect the number of representatives will decrease, a positive in my opinion. But that is ten years off Youth Services; Enfield was very fortunate in that it used its total allocation from the County for Youth Services (about $7400) The Enfield program is very well thougth of by the county as it has a tremendous program thanks to the many that volunteer their time to the program Enfield enjoyed receiving "rollover funds" from those communities that did • not use their avocations, TMS rP;tnrPra the P�rly tilt„aCk_, in the county's reduction in the budget overall. We all must thank those involved in the youth program ; of which there are to many to name. You know who they are! To refresh your memory the successful programs included but were not limited to the After School Program, the Summer Camp, the Swim Program, and the Ithaca Youth Hookup program which purchased services from Ithaca. Believe me a dollar spent in youth recreation and services saves ten fold dollars spent for youth whom have gone afoul of the law. All residents of Enfield owe these volunteers a big THANK -YOU!! Mandatory Recycling; as many of you are aware of the NYS Mandatory Recycling Law went in effect on September 1, 1992. Because of your response and abilities, we in this county are ahead of many other counties as we started early with a minimum program and increased as time went by. We in the county have surpassed our original goal in this program. We will continue to improve because, quite frankly, many are are asking us to improve our program, a very nice position for the county to be in. With very large "tipping fees" people realize that the best way save is to recycle. In 1991 alone, more than 794 Enfield residents directly benefited from the help of local human service organizations who , day-to-day, strive to improve the quality of life in Tompkins Co�nty. United Way and C�mmunify Councils Working Together... 221 residents directly benefited from the following programs funded by United Way through the Enfield Community Council. It brin2S out the best in all of us The back of Christian Cemetery has been cleared this summer and the fill dirt on hand distributed. More levelling and tombstone repair are the needs at present. Presbyterian has been completely cleared and some repairs done. One large tree was removed from Budd which was crowding some graves and a hazard in case of a strong wind. Fill dirt is on hand ready for the Community Service Volunteers who will be working here September 25, 26 6 27. An Enfield Cemetery Advisory Committee has been formed and approved by the Town Board. This Committee has met and begun a study of the overall cemetery need- and will meet again later in September for more discussion and recommendations. we are pleased to report that there are a good number of burial spaces avail- able in three of the cemeteries. Gifts for perpetual care are being accepted from anyone whose family or friends are buried here. These monies will go into the trust • fund. Questions? call 273-1689 John T. & Helen Smith Co-ordinators #11 40 Enfield Planniing Board Notes the Enfield Planning Board is working on three ntujor protect.: • A revision of the life Plan Review Lsw which wul mmany eel maof the objections to the original drasft and give Enfield control over major projects happening in the town • A set of subdivision regulations which will give a fixed procedure that developers wishing to subdivide large tracts into five or more lots will follow to insure that the town is developed in an orderly fashion • A set of regulations, probably contained within the Site Plan Review procedure, to give some measure of control over large numbers of mobile homes, so that both owners and residents will be assured of a clean, healthy and enjoyable living area and understandable operating rules. Obviously, these are major tasks, and the Planning Board carmotconic up with a whole picture of what the Town of Enfield should be like on its own. The Planning Board would like, and strongly encourages residents of Enfield to attend its meetings, where they can be of great help in adding ideas and forming opinions of Planning Board members. Planning Board Meetings: The Enfield Planning Board will meet at the Community Building (the old Fire Hall) at 7:30 P.M. on the following dates for the rest of this year: • Tuesday, September 15 Tuesday, October 20 Tuesday, November 17 and Tuesday, December 15,1"2. Mark these dates on your calendar, make a list of things you would like the Planning Board to consider, and be there! Community Survey: The Planning Board has worked hard over the past two and half years to fulfill the tasks given it by the Town Board In more than forty meetings, we have discussed all manner of items, yet we still do not have any standing laws to show for our work. True, we have overseen one major mobile home park project (Deer Park Manor) and have guided the establishment of one subdivision (Miller's Crossing -- in the area formed by Weatherby Road, Busk Hill Road and Harvey Hill Road), and have met with the Town Board several times, and with the people of the town when a Draft Site Plan Review Law was proposed. We have learned a great deal, but there is much more to learn. Most important, what we need to know is What sort of planning do the people of Enfield want' Obviously, this isn't a question that can be answered in a snap of your finger. If we don't know exactly what should be done (or = be done) after all these meetings, surely the ordinary resident of the town, with many greater worries and concerns wouldn't know. But we do know you are all thinking about the place where you live. For many of us, Enfield is a beautiful place, with few of the cans and troubles of more urbanized places, and we might like to keep it that way. Even so, we also know that the world is changing. Despite a time of • economic difficulty, there will be growth. More people are looking to live in a place as #12 • nice a:, Fntield. t )ther, are !ooking to expand their opportunities to make a living in the tov, t: P- , 'tan -Ile tie<e !tiug:::' D we just sit back and trust that larger governor, bodies will take Care of us.' Has this worked on the national level. with ever more federal niles and hnrenucracies:' Does it work on the state, or even the county level! The whole idea of a Planning Hoard is to give its, the people who live right here, a say in what rules, if any, we have for our towns growth. This is a plea for' you to get to touch with the Planning, to write down your ideas for what needs doing, planning, managing, and what needs to he left alone. Part of planning is the old ntle, It u ain't broke, don't fix it. But equally important is the idea of looking ahead and having spay, to deai with problems before they demand our attention. All of which is a long way of saying: GIVE CS YOUR IDEAS! Write w the Enfield Planning Board, care of Town of Enfield, Enfield Main Roa(, Ithaca, New York 14850, and give us lists, thoughts, great schemes and even Lonsolaints about Enfield's growth and environment. Or attend the meetings tSee above). Planning Board Members: the Enfield Planning Board is a volunteer, municipal group of people, appointed by the Town Board, working to make Enfield a better place. We are in need of more people willing to serve on the Board, to replace some members who will either f"mish terms or who have to leave the Board for other reasons. Send a letter to Planning Board Chair, Caroline Bingham, stating your willingness to serve and telling something about yourself -- your skills, work, and planning ideas. The Board will then be in touch with you so you can he considered by the Town Board for service. We need all the help, advice and ideas we can get from the community and will be seeking them actively in the months to come. The future of Enfield is in the hands of all of us, and we can shape our community to be as we want it, or just let it drift to turn into something we may not like at all. Tompkins County Adopts Mandatory Recycling Law g13 0 • L� As required by the New York State Solid Waste Management Act of 1988, Tompkins County has adopted a Mandatory Recycling Law that will go into effect September 1, 1992. I would also like to take this opportunity to express my graditude to the organization for their many programs I have participated in since my early childhood. These programs such as the Stunner Camp, the Afterschool Program, Gymnastics and Dance Classes have enhanced my childhood and helped to create the confidence and determination I have now. These programs are vital to our small community and I would like to stress their importance. The newly founded Youth Group (H.Y.P.E.) has came a long way since its beginning last fall. I am deeply concerned with the welfare of this program and I feel it deserves special attention. The group has a lot of potential but it needs community support and strong dedicated leadership to ensure its future.
