No one, other than close political allies had any input into the town's finances. It was who you knew! Solution: An open budget process that involves the entire Board and all recipient agencies. Received Commendt)fipn for Completing an audit: Response: These are essentially thank you letters. I'd suggest that you read some of the audit recommendations that were completely ignored. (Like allowing the bookkeeper to issue checks.) Solution: I reviewed all of the past audit reports and have instituted suggested changes and numerous checks and balances - especially for paying bills. Controlled Government Snending Response: This was all done with funny money and funds that did not exist. As a result, funds such as the highway equipment reserve fund were left underfunded. Any numeric wizardry that could be used to make the supervisor look good was routinely employed. In '95, the Town Board finally saw through this trickery! Solution: We provide fund balance on a monthly basis and provide them to the board members. This precludes any possibility of creating illusions! Housine Rehabilitation Grant Response: Sadly, to date, we have recovered approximately $5,500 in misappropriated funds from the HUD program. Additionally, we are having the eligibility of some recipients closely reexamined. While most of the recipients were quite deserving and unquestionably qualified, for some others there are questions. Political party and relationship seemed to have had some influence in who act what! Rescued Town Records Response: This was a worthwhile accomplishment. We have taken it through completion and have even had the town minutes indexed so we can actually find things! Monev ... Monev ... Who's got what money??? Another surprise to me was that of budgeted income from sales tax. The town receives four sales tax payments per year as its revenue. At budget time the supervisor estimates the sales tax income for the coming year and uses it to offset the funds to be raised by property taxes. As actual sales tax payments come in, this estimated income should be adjusted. My opponents' administration used her origianl forecast all year long even though the first three quarters were in and the estimated revenue should have been decreased. This over -estimated amount ("funny money" if you will) is called a receivable which converts to an asset, even though it was money we were not getting. Another major distortion of the fund balances was created by the failure of the previous administration to fund the highway equipment reserve fund, as budgeted and directed by the Board. Accordingly, in January of '96, we had to place in that fund $24,000 that should have been placed in the fund in '95. Highway equipment is very expensive to repair and is a requirement to keep a town going. A responsible Board and Supervisor must protect the town and its budget. If money is to be set aside to cover problems we know we will be incurring, then it should be there. When I became supervisor, the highway fund balance was way below where it should have been as directed by the Board. All of these numbers can be substantiated by reviewing the town's records. Add them up and you will see that at least $63,000 of the stated "$100,000" is really not there! When part of it is my tax money, I don't think it is very funny. It has been a lot of work but during the past two years we have taken major steps to prevent this nonsense from ever happening again. First and foremost, the Town's books are now kept in the Town Hall where anyone can stop in and look at them. (My opponent has publically indicated that she plans on using the former bookkeeper again, thus removing the records from the Town Hall and back to a private residence. Sorry. This would take approval of the Board and they are dead set against it!) The Town board members as well as the Town citizens must be guaranteed the ability to check out what they want, when they want. It's the Lawl You might inquire of our Town Clerk about the directions she was given by the previous supervisor when someone did want to see something. Then, unless a person completed a freedom of information act request form and waited three days, even board members were not to be given access to, or copies of, Town records. I've been a resident of the Town since 1992, when I built a home on Stevenson family land on Harvey Hill Road. I am a nine-year veteran career Firefighter with the City of Ithaca Fire Department. I am proud to be a part of the Enfield community, and look forward to the opportunity to serve the town as a member of the Town Council. • Over the past couple of years, I have watched our town board in action, and with few exceptions. I wasn't impressed. There are real issues that face Enfield, but they don't seem to get the attention they deserve. I'm open-minded and work well with others, and will do so as your representative on the Town Board. I'm concerned as well about how our tax money is spent. I don't believe that we have gotten the most for our money. I'll advocate responsible spending of our tax dollars. Our town government and it's operation shouldn't be an afterthought. Linda Linton VanNederynen 0 The Ithaca Journal Thursday, September 11, 1997 Town supervisor mystifies Enfield board members Mather secretly withholds financial report "As Bookkeeper for the Town of Enfield during Mr. Mather's first six months in office and for the three previous Supervisors of the Town of Enfield before Mr. Mather took over, 1 feel I have to comment on the recent editorial endorsing Mr. Mather. I prepared the Annual Reports of the Town finances that are required by the State Comptroller for all of the Supervisor's that I served under as well as the report due during Mr. Mather's first year in office. Not only were none of these reports ever filed late, but during all of the regularly scheduled audits of these reports, there never was any question of improper handling of the funds of the Town of Enfield. There were comments on bookkeeping techniques, or lack of them, that were immediately changed or added to come into compliance with State mandates or suggestions. Also during the tenures of all the Supervisors previous to Mr. Mather that I served under, there was always a Monthly Report of the Supervisor presented to the board at each monthly meeting which detailed, to the penny, all of the previous month's expenses and income and where, exactly, all of the Town's funds were at the end of the month. One needs only to read the Ithaca Journal accounts of Town Board • business to realize that these reports were not being done by Mr. Mather. In fact, one of the reasons I resigned from the Town Bookkeeper's position was that I found out that the reports that I had completed and giving to Mr. Mather during the first six months of his term of office, as I had done for every Supervisor before him, he had failed to present to the Board at the meetings or put on file in the Town Clerk's office as required by State law. Mr. Mather has been doing the job of supervisor and Bookkeeper since I resigned as far as I know. This means that there are no "checks and balances" on his handling of the Town funds except for the Town Board. Again, you only have to read the Ithaca Journal's own articles on the Town Board meetings to realize that at least some of the Board members feel they are not getting the timely information they need to do this job." Tired of seeing so little accomplished by your elected board members? I am. Ever wonder what your elected board members do for the community between sessions (aside from forgetting what they talked about the month previous?) I do. Weary of more attention given to typographical errors in meeting minutes than on the problems of the community? I sure am. Concerned enough to get to know the candidate who is willing to contribute his time and talents to make things happen in Enfield? Hi. My name is BRYON MITCHELL, and I am looking for your vote on November 4 for a seat on the Enfield Council. Chances are, if you are reading this, we shook hands today, or at I least dropped by but missed you. My aspiration is to serve and improve the quality of life here in Enfield. It starts with a Council where board members work together. It is my belief that an important advantage •of having several members on a board is so that each individual can express his or her ideas, contribute to the assembly of team -built legislature, and be proud of the finished product. However, if only one or two board members contribute to an idea, chances are that it will be more subject to debate, more likely to waste time, and more likely to get shuffled to the bottom of the pile. You just paid tax dollars for that time. What can I possibly do to change all that? 1) I will evaluate the needs of the community of Enfield. 2) I will express my feelings to my fellow Council members based on those needs. 3) I will refuse to be squelched by small-minded thinking as I have the interests of the community backing me. 4) I will openly encourage others on the board and in the community to actively participate in the construction of legislature - regardless of its originating author. 5) I will always keep the big picture in mind when calculating budgets and assembling legislature; always bearing in mind the goals and potential benefit and/or impact on the community. "A Council that constructively, intelligently and expeditiously reaches agreements is a Council that builds a better community" 0 Bryon Mitchell - 1997 A few Enfield issues as viewed by Bryon Mitchell: • Renovation/Relocation of Enfield Town Court - Since this is required by the State, I feel it best to obtain approval from the State to relocate the Court to another building (i.e. Community Building) temporarily while plans can be better thought out for a permanent location. Junk Car Law Enforcement - Many don't know the Enfield Junk Car Law exists. It does, and I support it. Enfield Fire Department - I am told that some feel that the Enfield Fire Department has received a generous budget in the past. The Enfield Fire Department puts their lives on the line for ours and neighboring communities. Many, including myself are indebted to them for their services. We should be proud to have them housed in our community. I fully support of our Enfield Fire Department. Enfield Community Planning Board - A waste of exceptional talents. The Enfield Council has grossly failed to take advantage of a golden opportunity to use valuable information gathered by these commendable individuals to finish assembly of legislature that could benefit the entire community. Should it exist? - Absolutely. Site Review Plan - In its current state, no. The draft needs to be rewritten with much more care and planning. It needs contributions from ALL members of the Council. It has gone stale. After the election, a fresh poll should be taken to calculate the desires of the community. Immediately following • the poll, hearty action should be taken to compose, review, scrutinize and finally assemble the finished product. I will contribute my best efforts in assembling this document. I challenge my future constituents to voice their participation of lack thereof NOW, before the election. Highway Equipment Spending - Nothing lasts forever. Superintendent Updike heroically continues to squeeze every ounce of life possible from his rapidly aging equipment. Following the construction of a temporary court facility, I am behind allocation of moneys for new equipment. Bill Mather vs. Jean Owens - Tactics vs. Integrity. I do not agree with the methodology used by Mr. Mather in his withholding of the financial report to the State. However, I cannot endorse another candidate known for questionable spending practices. Bill Mather works as harder than anyone currently sitting on the board researching community issues. His methods may be questionable at times, but he gets the job done.
