Town of Enfield Planning Board Meetfng

Present: Chairman Dan Walker; Planning Board members; Henry Hansteen, Ann Chaffee; Planning Board Alternate Greg
Hutnik; Town Clerk Mary Cornell; Code Officer Alan Teeter; Town Councilperson Robert Lynch.
Absent: Richard Teeter.
Virtual Attendance: Planning Board Member Michael Carpenter.
Call to order: Chairman Walker called the meetfng to order at 7:05 pm.
Review of Minutes: March 6, 2024. A. Chaffee moved and H. Hansteen seconded. All Aye; Carried.
Status of subdivision: Review for Tax Parcel 9.-1-23.13, 166 S Van. Dorn Road – Adam Scholl
Adam would like to proceed with the stfpulatfons that the planning board has requested. He will be contactfng the
Health Department to start the process of drilling the well. He will also be working on the required driveway
specificatfons. Dan asked board members if they had reviewed the email from Greg, who had received input from an
attorney on what a town can impose in regards to water requirements. There are some requirements that the planning
board requires for large lots/projects, that would not pertain to small lots or less dense building lots. Adam Scholl will
complete the requirements before Dan brings it to the Town Board for the approval of a special district.
Discussion of Site Plan Review Law to address land use concerns in the Town of Enfield
Chairman Walker asked A. Teeter how many storage units are going up on Teeter Rd and if he knew how many total units
there would be. A concern was shared about the additfonal traffic that would be added to the road by people accessing
the storage units. Dan asked board members if they want to add requirements of storage units of certain sizes (over
5,000 sq’ is already being reviewed for commercial use). Greg H. added that projects over 4,000 sq’ are already subject to
SEQR review. There are 21 building classes that require review as of now. In the review consideratfons we only had minor
additfons/changes to Item 5 on page 6. The planning board needs to address the impacts of water resources, which is
the recommendatfon from the Towns drinking water protectfon plan. There was discussion of adding ADU’s to the V1
exemptfon, or if it is even necessary to have this sectfon as it may be redundant. It is already stated, should it be
removed from here? Dan they are exempt unless they are it a wet land or they have already exceeded the three units per
property. Chairman Walker shared that Item #11 already covers it and to take the exemptfon out for two-family homes,
as this would simplify any confusion. Chairman Walker took it out, there is only one exemptfon which is agricultural
related. Dan W. shared that we have all the actfvitfes that need site plan reviews or have exemptfons. The definitfon of an
ADU is 800sq’ or less, Dan will add this. General standards of review were not changed. G. Hutnik asked if dark sky
requirements should be included. M. Carpenter - if someone else has already created these requirements than those
could be used. Is there a dark sky lightfng requirement like the school has already created? Chairman Walker shared
there is language for designing the lightfng so that it has a cutoff, for stadium lights, etc., which directs all of the lightfng
down to the surface, which reduces glare to area propertfes. Road standards needs to be defined; we do have outdated
road standards. Chairman Walker will sit down with Highway Superintendent Rollins to go over the definitfons at a later
date. The questfon here is the process of the sketch plan or preapplicatfon conference may be held is optfonal and
cannot be required, however, this can be helpful to the applicant.

Comprehensive Plan Review Process
Chairman Walker handed out copies of the Towns Comprehensive plan, which was last modified in 2019, and he has
asked the Planning Board members to review it and give recommendatfons at the next planning board meetfng. The plan
was based on the 2010 Census and there was an extensive survey sent out to Enfield Residents. Survey’s take resources
and tfme to complete. Chairman Walker asked Councilperson Lynch if the Town Board wants another survey sent out to
Town Residents. Councilperson Lynch shared that Supervisor Redmond and Councilperson Hinkle have been the leaders
of this project review and it might be best to ask them what they are looking for at the Town Board meetfng. Chairman
Walker does not necessarily think the plan needs much updatfng, but it is tfme to review it for suggestfons/comments,
and to see what has been completed.
