Virtual Attendance: Planning Board Member Mike Carpenter; Planning Board Alternate Greg Hutnik.
Call to order: Chairman Walker called the meetfng to order at 7:04 PM
Review Minutes: Hansteen motfoned and Teeter seconded to approve the January 3, 2024 minutes.

Sketch Plan Review for Tax Parcel 9.-1-23.13, 165 S. Van Dorn Rd. – Adam School: Adam gave an overview of his plans
for the property. He is looking to seek permission to subdivide three 1-acre parcels off of his current property. However,
his property only has a total of 30’ of road frontage. He would like to build a house on each of the 1-acre parcels. He is
aware of the requirements for pull-off space and the turnout requirements. Dan stated at least one conditfon imposed
would be that each lot would have to have an approved septfc design and Adam may want to start with drilling
wells/finding water. 3-lots on 3 acres can have a huge impact on the availability of consistent well water. Adam shared
that there was water and springs 15-20’ after going through the shale. He has never had a problem with running out of
water. Adam asked the board to explain what an open development is and if it would be the landowner’s responsibility
to build and maintain the road, Dan stated that, yes it would be. Adam - the long-term plan is to sell the homes on each
of the lots. Dan asked the Board’s opinion. Teeter thinks it is doable as long as some requirements are in place with
adequate placement of wells, septfc systems, and driveway planning. Dan shared that the Town Board may require that
the wells be drilled and water testfng take place. Mike asked where this request would fit into the site plan and
subdivision laws and where does this project fit within the Towns local laws. This project fits into a minor subdivision
definitfon. Mike asked what the applicant would need to do, is a SWPPP required? Alan asked if this would be subdivided
into 4 separate lots and Adam confirmed that they would be subdivided and build over the next ~15 years. Each home
would be under 2,500 sq’. Dan will look into requirements for the open development and will discuss further with Adam.
Wetland Seminar that Dan attended Last month. Dan received an hour and a half of training credit as a planning board
member for attending this seminar. State wetland law currently requires wetlands 12.4 acres (4 hectares?) or greater be
regulated, and they are limited in their review to mapped wetlands. The current acreage requirement is under review
and they want to reduce the threshold to 7.4 acres (3 hectares?) Ann asked what Ag & Markets thoughts were? The new
regulatfons will have 4 wetland classificatfons and they recommend that the buffer area per project be extended to 300’
adjacent to wetland. Discussion contfnued.
