She was born in the Town of Enfield NY, daughter of Harry d Dora Horton Warren. S e lived in Trumansburg where she and her hu - band owned a farm. Th took great pride in e barn they built and e land they owned. Upo moving, they had reside - ces in Ithaca NY, New Po Richey FL. Horseheads. Ruth - was a precio wife, mom, sister, gran mother and mother.- la She had been a bookkee er for many years, sever being at Cornell Univers ty. She was an avid reade . and enjoyed knitting an needle point. Two gre passions of hers wer crossword puzzles an playing Scrabble with he granddaughter an daughter-in-law. She wa excellent at both. Ruth was predeceased b her beloved husban Edwin, and her dear brother Donald. She is survived by her son and daughter-in-law: Edwin & Michele Lokken of Horseheads, NY ; grand- daughter : Karen Lokken of New York City ; her brothers and sisters-in- law: Charles & Janet War- ren of Mecklenburg , NY : Lyman & Elizabeth McFall Warren of Enfleld . NY and Elnora (Mrs. Donald) Warren of Mecklenburg . NY : and dear friend of many years, Betty Traxler of New Port Richey , Flori- da. She is also survived by many nieces and nephews whom she loved so much. The family is most ap- preciative of the loving as- sistance provided by the staff at Bethany Manor and Bethany Courtyards; for the excellent service provided by Link -To -Life: and for the caring manner in which arrangements for Ruth are being made by the Van Buskirk -Lynch Funeral Home in Horseheads. Owens Sr., 75, of Ithaca, NY, passed away on Fri- day, May 7, 2004, at his home. He is survived by his wife of 50 years, Judy Owens; his children and their spouses. Brenda and Rod Rugaber, Middlesex, NY, David and Jean Owens, Mark and Debbie Owens, Chet Jr., and Amy Owens, Brian Owens, all of Ithaca, NY; his 10 grandchildren, Joshua, Kevin, Paul, Laura; Mary, Ann, Ashley, Dylan, Miranda, Chad, Kristin; and his great-grandson, Micah. Chet is also sur- vived by his sisters and brother, Lena, Lula, Madaline, Jeanne, Fred; several nieces and neph- ews and many goods friends. He was prede- ceased by his sister, Theresa Oltz and his brothers, Delbert Owens, Clarence Owens. Chet was born in Ithaca on July 22, 1928, the son of the late Luther and Mary (Sherwood). He served in the United States Army and lat i• retired from Ceraachel Cable Company. Chet was an avid sports- man and enjoyed hunting and fishing. He was a fan of NASCAR and especially loved bowling. Chet was also a member of the West Hill Co unity Church. A funeril service will be held at Herson Funeral Home, 110 S. The Ithaca Journal Thursday, April 8, 2004 #29-2004 Legislature doles out tourism funds E t By KEW 8, GRANT Journal Staff IIHACA — After a brief debate, Tompkins County legit lators voted Wednesday to not support extending an additional $5,000 in tourism development grants to the Ithaca Festival. During its regular meeting the Legislature was scheduled to vote on a resolution to award a total of $37,900 in tourism development grants to 12 county organizations. That resolution passed 11-1, but the amendment to add Ithaca Festival funds received only three votes in favor. Dooley Kiefer, D-Cayuga Heights, had asked that the resolution be amended to sup- port what she called the area's "premiere festival." But other legislators said giving money to a festival that did not fit current grant guide- lines would be unfair to other organizations that had applied through the process. We need to be really con- scious stewards of this process and this money," said Kathy Luz Herrera, D-City of Ithaca Uslyn. McBean�Clairbome, D{5ty of Ithaca, said the grant guidelines need to be reworked to support sustaining existing festivals and programs as well as new initiatives. "We need to make sure that everyone starts on the same playing field" she said. The Legislature also award- ` mansburg. In other news, County Administrator Stephen Whicher gave an early esti- mate of the ZOOS Tompkins County budget. He indicated there is the potential for a 10 percent tax levy increase due to a $34 mil- lion budget gap. Early estimates of assessed value in the county show an increase in assessments due to increased property values. The increased assessments could yield 10 percent more in the tax levy, Whicher said.
