September 6th,2023
Enfield Community Center
Meeting called to order at 19:21 hours by J.Mathews,Chair of Commissioners.
Opening Remarks:
Public Floor (3 minutes for each public member):
Reading of Last Meeting’s Minutes:
Tabled until next month until everything can get organized and sent out.Motion made by R.
Wishna,2nd G.Hollister.All in favor,none opposed.Carried.
Treasurer’s Report:
Read by Cortney Bailey,Treasurer
No report.We have no funds currently due to the new start-up of the Board of Commissioners.
Old Business:
G.Hollister is currently working on the budget and is working on configuring how the dividing
of items is going to happen with the fire company and BOC.
R.Wishna has found a candidate for Secretary:Alexis Comparetta,who is a town resident with 6
years of interior firefighting experience,as well as several years recording minutes and working
as a secretary for former first responder agencies.Discussion held.
-Motion was made by R.Wishna to accept Alexis Comparetta as new recording secretary
for Board of Commissioners.1st Motion:R.Wishna,2nd Motion:B.Rollins.All in favor;
none opposed or abstained.Carried.
Banking:J.Mathews has been working out options for BOC banking.So far,Tompkins Trust
Company has seemed to be the most versatile bank as far as branch availability and extended
hours,C.Bailey remarks that Tompkins Trust is the most flexible,and believes they are the best
option.Other options were looked into and J.Mathews will have a more definitive decision for
vote for next month after conferring with the lawyer.
J.Mathews has set up a Facebook page for the Board of Commissioners titled “Enfield NY Fire
District”.It currently has 2 followers.It will be used to keep the public informed about meetings,
elections,etc.
Special election for a proposal to raise the statutory spending limit is next week,September 12th.
-We currently do not have tellers.C.Bailey and R.Lynch (councilman)have offered to
volunteer.Discussion held,and it was determined by the lawyer that regardless of
affiliation to the BOC,anyone can be a teller that is not running and is a Town of Enfield
resident.
-It was made clear that absentee ballots are unable to be used due to the limited amount of
time between announcement and special election.
-Hours for voting were extended;the hours of voting will now be September 12th from
3pm-9pm.
-Following the special election the Board of Commisioners will have another meeting -
schedule is on the website.
Enfield Fire Chief ’s Report:
Presented by Greg Stevenson,EFVC Chief
Report of Alarms:Total calls for the month of August:35.Total calls on the year-to-date:190.
Discussion was held about the presentation of reporting;G.Stevenson will present a report of
alarms at every meeting to keep BOC informed.
G.Stevenson remarks on the long list of people that are members of EVFC that have been
helping both the fire department and the community out on a regular basis.
Enfield Fire President’s Report:
Presented by Denny Hubble,EVFC President of Board of Directors
D.Hubble remarks on hopes for financial clarity in the near future,and also remarks on the
positive relationships between the Board of Commissioners,Town of Enfield,and Enfield Fire
Company.
D.Hubble states that the fire company is working through expenditures with the BOC,as well as
looking at the options for spending and reallocating.
D.Hubble reports that he has secured state bid prices with the fuel company.This will reduce
costs of fuel.Discussion was held on the fuel tank capacities and usages.Propane and fuel oil is
included in state bid pricing.Fuel items will be further discussed at the next meeting when more
information is gathered.
Insurance policies for the fire company are from July-July.D.Hubble reports things will need to
be organized for January.J .Mathews and D.Hubble discussed that some insurance items cannot
be calculated yet.D.Hubble reports the Fire District is 2nd insured on insurance policies.
Liaison Report:

New Business:
DoER issues:Chief Stevenson reports that there is a tentative meeting on Monday with the
Department of Emergency Response representatives on dispatch issues.Director of DoER,
Director of training for Tompkins dispatch,Chief Stevenson and possibly a representative from
the Fire District will be meeting to discuss certain incidents under call review on August 30th.
Chief Stevenson discussed the details of a property damage accident (initially)that resulted in a
patient being transported to a regional trauma center,and fire department response was never
requested when details of the incident clearly indicated potential hazards requiring fire
department response.Chief Stevenson reports anyone seeking additional information on this
incident is welcomed to reach out to him directly.
Discussion was held on where meetings will be held starting next meeting.Motion was made by
R.Wishna to have meetings held on Mondays at 6:30pm at the town court from here on out
unless a special meeting is called.1st motion:R.Wishna,2nd B.Rollins.All in favor;none
opposed or abstained.Carried.
Further discussion was held on the special election for statutory spending limit proposal;polls
can open early,however cannot close until 9pm.A voter list will be provided by the Board of
Elections.
Enfield Fire Company will be having their 75th Celebration this Saturday September 9th from
1pm-4pm.
Closing Remarks:
J.Mathews thanks the public and the members of the BOC from coming out and continued
support.
