Town of Enfield Planning Board
Wednesday, February 1, 2023

In-person at the Enfield Town Courthouse and Via the Zoom Platform
Present: Dan Walker; Ann Chaffee, Rich Teeter, Michael Carpenter, Henry Hansteen, Greg Hutnick; Town Supervisor
Stephanie Redmond; Town Clerk Mary Cornell.
Virtual Attendance: Planning Board Alternate Aaron Abb.
Call to order: Dan Walker called the meeting to order at 7:00 pm
Approval of Minutes:
December 7, 2022
Hansteen motioned and Teeter seconded to approve the minutes.

Carried.
January 4, 2023
Teeter motioned and Chaffee seconded to approve the minutes with the modification of Swift to WSIPP and removal of
the sentence containing the numerical value of $5,500.
Vote: Dan Walker, Aye; Ann Chaffee, Aye; Rich Teeter, Aye; Michael Carpenter, Aye; Henry Hansteen, Aye;
Carried.
Discussion of Site Plan Review Law and Subdivision Regulation modifications to address land use concerns in the
Town of Enfield:
Dan shared the road use document. He had spoken to Superintendent Rollins for his input, the briefly chatted about
Enfield Center Rd.
Supervisor Redmond asked if there is a possibility of a use charge to companies that heavily use specific town roads to
reclaim some maintenance costs. Dan shared that would apply only if the Town has a road use law.
Mike asked what constitutes a driveway? Dan answered that the Town can create a district where you don’t have road
frontage then you can have a shared driveway, by having the Town create an open development area, based on
recommendation by the Planning Board. On page 14 of the subdivision regulations it defines a minor verses a major
subdivision.
Mike asked what is the definition between a driveway and a street. Mike shared the street definitions in the subdivision
regulations and it does not give a definition of a private street. Ann explained that her drive is not for everyone only the
property owners, when she steps onto the road that is for everyone. Mike asked what the legal terminology is to explain
the difference as we should have a clearer definition. He is concerned if we are going to do this then we need to have
clear terminology. He wants to make it easier to build houses in Enfield. Mike asked what the difference is between a
street and a road. Mike asked Greg his opinion and Greg answered that we should be clear on our definitions. Discussion
continued.
