Special Town Board Meetfng
April 20, 2023 at 6:30 PM
In-Person and virtually via the Zoom Meetfng Platiorm
Attendance: Supervisor Stephanie Redmond, Councilpersons Robert Lynch, Cassandra Hinkle, Jude Lemke
Excused: Councilperson James Ricks.
Call to Order: Supervisor Redmond called the meetfng to order at 6:32 pm
Privilege of the Floor: Ed & Helen Hetherington led the assemblage in the Pledge of Allegiance.

Old Business:
ARPA Discussion: Councilperson Lemke asked that appropriate documentatfon be collected from any funds that were
already distributed. Councilperson Lynch read the list of suggested ARPA projects for the public’s informatfon. He read
the remaining projected balance. Councilperson Lynch reminded the Town Board that the Enfield Community Councils
requests for County Recovery grant funds is stfll under review. Councilperson Lemke asked Highway Superintendent
Rollins what the cold storage would be used for. His response was that it would be used for equipment storage, etc.
Supervisor Redmond reminded the Town Board that ARPA funds cannot be used for federal matching grants. Clerk
Cornell suggested that simpler/better priced optfons are looked into for the Town Hall camera system. Councilperson
Lynch suggested a 60/60/60 support of the three key agencies in the town (Enfield Community Council, Enfield Vol. Fire
Co., and the Enfield Food Pantry), to include $60,000 for each organizatfon. Councilperson Lynch reminded the Town
Board that the Enfield Community Council project, Enfield Vol. Fire Co, and the radios for the Enfield Highway
Department ’s County Recovery grant funds requests are stfll under review and that we should not consider funding for
these projects untfl the final determinatfon had been received by the organizatfons. Town ARPA funds need to be
encumbered by Dec 31, 2024 and fully expended by 2026. Councilperson Lynch would like to see any funds given to
community agencies have a lastfng effect (Purchase land, a new roof, a bunk house, etc.). Supervisor Redmond will work
on RFP’s for the Town Courthouse siding/paintfng, and the new roof at the Town Hall. Supervisor Redmond asked Ellen
Woods to give a breakdown of their request for APRA funds. Ellen shared that she views the request as a whole project.
Bunks Rooms and CPR equipment are the two remaining items that need to be purchased. Randy Brown and Anne
Koreman suggested that the Fire Company resubmit their request and reduce the total request to $50,000. Ellen Woods
shared that if Enfield had a bunk house it would put the town in a better positfon to be involved with the county EMS
initfatfve. Denny Hubble (Fire Co. President) shared that Legislature Randy Brown indicated to him that he is aware of the
countfes plan to put EMS personnel around the county. The town board totaled the funds that would be needed to fund
the projects discussed.
Purchase of a generator for Town Highway Dept. Councilperson Lynch moved and Councilperson Hinkle seconded to
allocate ARPA funds for the purchase of a generator for the Highway Dept. Discussion: Councilperson Lynch – It was
disappointfng that we did not win the bid for the used generator.
Vote: Councilperson Hinkle, Aye; Councilperson Lemke, Aye; Councilperson Lynch, Aye; Supervisor Redmond,
Aye; Carried.

AED Purchase: Councilperson Hinkle moved and Councilperson Lemke seconded to purchase 3 AED’s with ARPA Funds.
Two will be for the Highway Department and one for the Town Hall. Discussion: It was the consensus of the Board that
AED’s should be purchased for use in Town Buildings.
Vote: Councilperson Hinkle, Aye; Councilperson Lemke, Aye; Councilperson Lynch, Aye; Supervisor Redmond,
Aye; Carried.
RFP – Quotes to paint the Town Courthouse. Councilperson Lynch moved and Councilperson Lemke seconded for
Supervisor Redmond to request bids for the paintfng of the Town Courthouse. Discussion: Supervisor Redmond – The
conditfon of the exterior of the Town Courthouse could use a fresh coat of paint and minor repairs.
Vote: Councilperson Hinkle, Aye; Councilperson Lemke, Aye; Councilperson Lynch, Aye; Supervisor Redmond,
Aye; Carried.
New Business:
TABLED - Resolutfon ARPA Food Pantry
RESOLUTION NO. 48-2023 – Approval of April 2023 Budget Modificatfons
WHEREAS, it is necessary to modify the 2023 budget based on updated estfmates of revenues and expenditures in 2023,
and
WHEREAS, a detailed listfng and descriptfon of each budget adjustment by Fund has been provided to the Town Board
for review as presented below, be it therefore
RESOLVED, that the Enfield Town Board approves the budget modificatfons as outlined below.

Supervisor Redmond moved and Councilperson Hinkle seconded. No discussion.
Vote: Councilperson Hinkle, Aye; Councilperson Lemke, Aye; Councilperson Lynch, Aye; Supervisor Redmond,
Aye; Carried.
Announcements: Ellen Woods issued an invitatfon for up to two board members to attend an EMS board meetfng on
May 5th at 9 am. Please contact her if you are interested in attending. Supervisor Redmond asked Ellen for suggestfons
on what AED’s should be ordered.
