HomeMy WebLinkAboutMay 25 2023 Special Town Board Meeting Minutes 1 Town of Enfield Special Town Board Meetfng Thursday, May 25, 2023 6:30 pm In Person at the Enfield Town Courthouse and Via the Zoom Meetfng Platiorm Present: Supervisor Stephanie Redmond, Councilpersons; Robert Lynch, Jude Lemke, and Cassandra Hinkle; Highway Superintendent Buddy Rollins; Town Clerk Mary Cornell. Excused: Councilperson James Ricks Call to Order: Supervisor Redmond called the meetfng to order at 6:30 pm Privilege of the Floor: Buddy Rollins – When he asked for an excavator to replace the grade, he went and looked back at the capital plan and he has been shorted $50,000 the last two years. He spoke on an email that he had been copied on regarding a quote to pave the highway driveway and a statement was made that was incorrect. Several years ago he was accused of paving the driveway and it wasn’t paved it was oil and stoned. He agrees that code storage should be looked at instead of blacktopping the yard. If he can save some funds then he would be able to pave the driveway. He wanted to offer his comments and thanked the board for going to the county to get the grant for the radios and authorizing the purchase of a generator. The highway department has not asked for any items with the ARPA funds, so he appreciates what the board has done. Councilperson Lynch shared an update on James Ricks from correspondence that the board had received from Tom Joyce. James intends to serve out the remainder of his term and will not seek re-electfon. He Councilperson Lynch said he checked with the Board of Electfons today and they stated that the primary will stfll need to take place, as it is too late for James to be taken off of the ballot. At this tfme it is too late for his vacancy committee to select a candidate. Councilperson Lynch, in reportfng Councilperson Ricks’ statement, said James has asked that individuals not support him as he does not intend to serve as Councilperson next term if reelected. Buddy updated the Town Board that the excavator has arrived and the new plow truck arrived today. Additfons and Changes to the Agenda: Councilperson Lynch asked if we should vote on these items individually. Councilperson Lemke does not think that it would matter. We would need to have documentatfon for the expended funds. Correspondence: None. New Business: Resolution #60-2023 Expenditure of American Rescue Plan Act Funds Whereas, the Town of Enfield received $ 349639.97 in funds from the American Rescue Plan Act, and Whereas, the Town has already expended $31,459 on bonuses for the Town of Enfield Highway crew and turnout gear for the Enfield Volunteer Fire Company, now therefore be it Resolved, the Town Board of the Town of Enfield designates the remaining American Rescue Plan Act funds to be dispersed as follows (subject to appropriate documentation) with any remaining funds not expended allocated at a later date: New Town Hall roof $70,000.00 Upgrade Courthouse Exterior $30,000.00 Highway Backup Generator $50,000.00 2 2 AEDs $4,000.00 Remodel of Town Clerks office, cameras, furniture $31,000.00 Enfield Volunteer Fire Co - Equipment $20,000.00 Enfield Community Council – Youth Programming $45,000.00 Enfield Food Pantry – Land Purchase for new building $45,000.00 Supervisor Redmond moved and Councilperson Lemke seconded. Discussion: ARPA Funds. Board members recommended keeping the allocatfons to the three public agencies equal. Councilperson Lynch recommended giving the Fire Company an additfonal allocatfon of $45,000 and consider the $25,000 previously assigned for turnout gear, funding that they had already received, as serving a separate need within the Fire Company. The consensus of the Board was to give a max allocatfon of $45,000 to the Fire Company, as they had already received $25,000 of APRA funds they will receive an additfonal allocatfon of $20,000 with appropriate documentatfon documentfng the purpose submitted with their request. Discussion of allocatfon of funds for the matching grant for the basketball court, these funds will be taken out of the Contfngency line. Councilperson Lemke commented that the Republicans may change the requirements that were initfally given and that allocated monies may not be safe even when allocated. Supervisor Redmond asked Superintendent Rollins if he had looked at any backup generators and he has been looking at portable generators. Highway Superintendent Rollins suggested looking at paving the Town Hall parking lot. Councilperson Lynch shared that constftuents have requested broadband extensions in the town. Haefele TV had given a large quote to add service for 41 additfonal households (Excess of $200,000). That amount, Lynch acknowledged, exceeds ARPA funds available. Vote: Councilperson Hinkle, Aye; Councilperson Lemke, Aye; Councilperson Lynch, Aye; Supervisor Redmond, Aye; Carried. Adjournment: Councilperson Hinkle motfoned to adjourn, adjourned at 7:21 pm.
