Present: Supervisor Stephanie Redmond; Councilpersons Cassandra Hinkle, Robert Lynch, James Ricks (6:02 pm)
Excused: Councilperson Jude Lemke
Public Hearing
Supervisor Redmond opened the Public Hearing at 6:30 pm.
Supervisor Redmond -Restore NY Grants – Municipalities can put in a grant request for property owners. They are a 90%
grant match. Both properties may have asbestos
Ann Rider – She thanked Supervisor Redmond and Alan Teeter for being involved in this program, as it helps the town
and our residents so much.
Supervisor Redmond asked those in attendance and online if they know of Town of Enfield Homeowners who may
qualify for this program to let her know. This program covers condemned houses, that will be torn down. The max
amount allowed for a home demolition is $30,000, there are separate funds that cover asbestos abatement.
Ann Rider – There are two trailers and a vacant house in the “Honey Pot” ~700 block of Enfield Falls Road that should be
considered in the future.
Buddy Rollins – He had a question about the proposed properties if the home is taken down is it then assessed as a
vacant property? He asked if the goal for the town is to create vacant properties. Supervisor Redmond answered that
the goal of the Town is to remove blighted properties. Properties can be sold after the home has been demolished.
Buddy has a problem with the Town paying $500 for the application and the homeowner potentially selling the
property. He asked if it would be possible for the property owner to payback part or all of the application fee. Supervisor
Redmond said they cannot stipulate this as the fee needs to be paid by the municipality.
Supervisor Redmond closed the Public Hearing at 6:45 pm

Additions and Changes to the Agenda: Supervisor Redmond will make a motion to pay the $500 application fee.

New Business:
Supervisor Redmond motioned to pay the $500 application fee for the Restore NY grant and Councilperson Hinkle
seconded.
Vote: Councilperson Hinkle, Aye; Councilperson Lemke, Aye; Councilperson Lynch, Aye; Councilperson Ricks,
Aye; Supervisor Redmond, Aye; Carried.
Resolution # 33 -2023 Restore NY
WHEREAS, upon proper notice a Public Hearing was held on the 23rd day of January 2023, where all persons wishing to
speak regarding the Restore NY application were heard by the Enfield Town Board, and
WHEREAS, after consideration of all information presented and available, it is the determination of the Enfield Town
Board that the Town will be best served to submit the application to the Restore NY program to secure funding for the
demolition of the properties located at 329 Connecticut Hill Rd and 198 Black Oak Rd; Ithaca, NY
RESOLVED: that the Town Board of the Town of Enfield hereby authorizes the Town Supervisor to submit the Restore NY
application.
Councilperson Lynch moved and Councilperson Hinkle seconded. No further discussion.
Vote: Councilperson Hinkle, Aye; Councilperson Lemke, Aye; Councilperson Lynch, Aye; Councilperson Ricks,
Aye; Supervisor Redmond, Aye; Carried.
Adjournment: Councilperson Ricks Motioned to adjourn and Councilperson Hinkle seconded. Adjourned at 6:50 pm
