Town of Enfield Regular Town Board Meeting
Wednesday, January 11, 2023
6:30 pm
IN-PERSON at the Enfield Town Courthouse and Virtually via Zoom Meeting Portal
Present: Supervisor Stephanie Redmond; Town Councilpersons, Cassandra Hinkle, James Ricks, Robert Lynch; Town
Clerk Mary Cornell.
Virtual Attendance: Councilperson Jude Lemke.
Call to Order: Supervisor Redmond called the meeting to order at 6:30 pm.
Privilege of the Floor: Robert Lynch led the assemblage in the Pledge of Allegiance.
Councilperson Ricks shared he had attended the Kwanzaa Event at the Enfield Community Center. He thought they did a
great job organizing the event and had good speakers (ARE Enfield Antiracist Group). Robert Lynch wished the Town
Board well as we start 2023 in serving Enfield well. The county met to discuss the local advisory board of assessment
review on Thursday, January 5th. The government operation committee adopted a resolution 5-1 to suspend the boards
indefinitely. He asked Jay Franklin if Enfield could have its own advisory board and Jay said he would need to check with
the County attorney on this. I have not yet heard back from Mr. Franklin. Mr. Lynch gave a shout shout-out to
Legislature Randy Brown, at last Tuesday, January 3’s meeting Randy made additional comments expressing his
disapproval of the denial of Enfield and Newfield’s funding requests. He expressed that the municipalities as well as
himself feel that the County does not really represent these communities. Supervisor Redmond shared that she has
taken an aide position with Anna Kelles’ Office. As she is also the Town Supervisor for Enfield, the state has undertaken
an Conflicts of Interest/Ethics review to determine what limitations there might be on her role as Town Supervisor.
There may be many limitations in what she can now advocate for the residents of Enfield with the state. She works
strictly with Policy review with Anna Kelles’. They may make her choose which position she will keep. Councilperson
Lynch asked Supervisor Redmond to put her restrictions in writing, so that it is clear what she cannot participate in. She
should have an update by the end of January 2023.
Additions and Changes to the Agenda: Remove Justice Poole and add the new justice to Town Court Bank accounts;
Restore NY Set a Public Hearing date for the Restore New York grant; Councilperson Lynch would like to add a motion to
set a public hearing for a firefighters exemption Local Law.
Correspondence: Little Blue Cheerleading fundraiser and Stone bend farm is applying for a liquor license.
Monthly Reports:
County Legislator: Anne Koreman – Sales Tax report for October 2022. As the beginning of the first meeting of the year
they voted in a new chair Shawna Black and assistant chair Dan Klein. Regarding assessment values, would we do a
partial assessment as property values have risen extensively. They have voted to keep it at 100% Office. The assessment
office has been having assessment board reviews. They will vote at the next board meeting to not have assessment
board reviews this year. Decision Criteria was based on a lack of attendance at the reviews, individuals can always call
the County Assessment office to ask questions. Cathy Covert retired as the Clerk of the Legislature. They have a total of
three clerks at this time and are fully staffed. Councilperson Lynch - County Legislature Randy Brown opposed the CMC
grant of $1.5 Million and you voted for it. Can you please explain why you voted for it? Anne explained that it is a county
wide program and will be available to all municipalities in the county, they will offer Mental Health programs to those in
need. Ithaca is severely lacking in mental health treatment centers and this can assist addressing it. Councilperson Lynch
shared we had a mental health service here in Enfield. He expressed we need mental health county wide, but we also

need it here in Enfield. The Hospital has lucrative investments and is not lacking in funds, so it was a disappointment that
they were funded.
Town Supervisor’s Report: Stephanie Redmond – In addition to performing the normal duties of the Supervisors Offce.
Supervisor Redmond worked on gathering the necessary information for the Restore NY Grant that is due by January
27th. She has been assisting the new Town Justice Thomas Schlee and Court Clerk Heather Knutsen-King. New Court
Hours: Tuesdays at 6 pm, Court Clerk Knutsen-King will hold office hours from 4-5: 30 pm on Tuesdays. Councilperson
Lynch asked if Justice Schlee will keep Knutsen-King as his Court Clerk, he will.
Town Clerk Report: Mary Cornell – In addition to performing the normal duties of the Clerks office, they have been busy
with tax season. The enumeration will resume in early March, Clerk Cornell will provide an update at the March meeting.
Highway Superintendent Report: Buddy Rollins – They have had a quiet holiday season. They have been getting
ditching done. They have been working with the County on Enfield Center Rd E, putting in a pipe to address an issue with
a property owner’s property. The salt barn project is completed as of today. They have been doing routine maintenance.
Supervisor Redmond had been getting calls from town residents that is spreading manure and they are very upset with
the amount of manure being spread out. Superintendent Rollins shared it is not only Sage Rd, Van Dorn, Enfield Center
Rd W, Buck Hill Rd. are being affected as well. Supervisor Redmond recommended that residents reach out to the DEC
and she can provide a phone number if needed. Councilperson Ricks asked what is being spread. It is a slurry manure.
They are not allowed to spread while the ground is frozen, so they are spreading it as the ground is not currently frozen
Code Enforcement Officer: Alan Teeter – He issued 63 permits last year. 8 New structure building permits were issued.
He met with assessment on property values, he issued new house number signs. He has started his 2023 trainings. He
received an email from the county and they are looking for shared services survey that he needs to fill out, the town
board should expect to see one shortly. Councilperson Lynch explained that what has been discussed to date is the
municipalities will not be forced to accept a shared service agreement. Anne Koreman shared the purpose of the study is
see if continued education is an issue, If it is then the county could have someone on staff that may be an expert in
these issues. They are not looking to consolidate code enforcement at this time, as municipalities do not want it.
Enfield Fire Company: Alan Teeter – 22 calls for the month. 345 total calls last year. Training for the month: Truck
checks, new gas meters (a representative from NYSEG will assist with this training.). Councilperson Lynch shared that
over 50% of the calls were EMS related, which seems to be on the rise and more volunteer EMTS are needed for the
town.
Planning Board Report: Dan Walker – Continued review of a sketch plan for Breezy Meadows. Breezy Meadows will
appear again at the March meeting with additional progress made for review by the planning board. If the planning
board has any concern’s they will request the applicant modify the plot. The environmental review will start in March, if
they are completed enough then they will have a public hearing at the April Planning Board Meeting. The earliest
resolution of approval would be at the May/June Meeting. They initially had three applicants for the planning board
vacancies, but one applicant withdrew her interest. The planning board is requesting that Rich Teeter be reappointed to
the board, he represents the business community. The other applicant who is willing to accept the alternate position is
Greg Hutnik, he has extensive expertise.
Tompkins County Council of Govts: Robert Lynch – No report this month as they have not met since the December
meeting.

New Business:
Resolution #1-2023 Approval of 248 Highway Agreement
RESOLVED the Town Board approves the 248 Highway Agreement
Supervisor Redmond moved and Councilperson Hinkle seconded. Discussion: Councilperson Lynch asked
Superintendent Rollins to explain what roads/projects are included in the agreement. Superintendent Rollins shared that
Bostwick Rd is listed. Superintendent Rollins shared that the agreement is adequate with what is currently listed in the
agreement and it may be modified when we receive our proposed CHIPS funding. Councilperson Lemke asked if we had
heard back from FEMA on the Bostwick Rd work yet, Supervisor Redmond stated we had not, and Supervisor Redmond
asked Superintendent Rollins if he does improvements to the road and we are then awarded the grant would it impact
his project. He expressed that it will not as this road has significant maintenance that needs to be done.

Resolution No. 2-2023: SEQR, Town of Enfield Addendum to the Site Plan Review Law (Solar Energy Law
Addendum), Town of Enfield, NY

WHEREAS:
1. This action is Consideration of Approval the Addendum to the Site Plan Review Law (Solar Energy Law
Addendum) for the Town of Enfield.
2. This is an Unlisted Action for which the Town of Enfield Town Board is acting in an uncoordinated environmental
review with respect to the Town of Enfield Addendum to the Site Plan Review Law (Solar Energy Law
Addendum); and
3. The Town Board, on January 11, 2023, has reviewed and accepted as adequate a Short Environmental
Assessment form part 1, prepared and submitted by the Town Supervisor; and
4. The Town Board on January 11, 2023, has prepared a Short Environmental Assessment Form Parts 2 and 3;
NOW, THEREFORE BE IT RESOLVED:
That the town of Enfield Town Board hereby makes a negative determination of environmental significance in
accordance with article 8 of the Environmental Conservation Law and 6 NYCRR Part 617 New York State Environmental
Quality Review for the above referenced action as proposed, based on the information in the SEAF Part 1 and for the
reasons set forth in the SEAF Parts 2 and 3, and, therefore, an Environmental Impact Statement will not be required.

this at the last meeting and are remedying it tonight.

Resolution #3-2023 Move to Adopt LOCAL LAW # 1-2023 Town of Enfield Addendum to the Site Plan Review Law
(Solar Energy Law Addendum)
WHEREAS, upon proper notice a Public Hearing was held on the 14th day of December 2022, where all persons wishing
to speak regarding proposed Local Law #1 of 2023 were heard by the Enfield Town Board, and
WHEREAS, after consideration of all information presented and available, it is the determination of the Enfield Town
Board that the Town will be best served adopt Local Law #1 of 2023- “Town of Enfield Addendum to the Site Plan Review
Law (Solar Energy Law Addendum)”, so now therefore it be
RESOLVED: that the Town Board of the Town of Enfield hereby enacts, adopts and approves Local Law #1 of 2023 in the
form as presented to this meeting, being the same as was presented at the Public Hearing; and further be it
RESOLVED, that the Town Clerk file this Local Law with the New York Department of State.
BE IT FURTHER RESOLVED, that said Local Law shall take effect immediately upon filing with the Secretary of State.

Resolution #4-2023- Approval of New Member – Joshua Rumsey – Enfield Volunteer Fire Co.
WHEREAS, pursuant to Not-for-Profit Corporation Law §1402, and Town Law §176, only active members of a Volunteer
Fire Company are covered by the Volunteer Firefighter Benefit Law if injured or killed while performing services for the
Fire Company, and;
WHEREAS, members may only be considered active members if given final approval of the Enfield Town Board, and;
WHEREAS, the Enfield Town Board wishes to honor and approve new volunteer firefighters to serve with the Enfield
Volunteer Fire Company and to satisfy legal and insurance requirements for the benefit of our volunteers, and;
WHEREAS, Joshua Rumsey, of the Town of Enfield, has completed all requirements for Membership, and has been
approved by vote of the Enfield Volunteer Fire Company membership for a position as an active member;
WHEREAS, Joshua Rumsey is a resident of the Town of Enfield and a Volunteer, therefore be it
RESOLVED, the Enfield Town Board hereby approves the membership of Joshua Rumsey into the Enfield Volunteer Fire
Company, effective immediately.
Supervisor Redmond moved and Councilperson Hinkle seconded. Supervisor Redmond – Joshua’s membership request
was overlooked at the last meeting. No further discussion.

Resolution #5-2023 Appointment to Town of Enfield Planning Board
WHEREAS there is a vacancy on the Enfield Planning Board; and
WHEREAS Rich Teeter has interest in serving on the Enfield Planning Board, now therefore be it
RESOLVED Rich Teeter is appointed to the Enfield Planning Board for a five-year term ending December 31, 2028
Supervisor Redmond moved and Councilperson Lemke seconded. Supervisor Redmond – The planning board has
requested that Rich Teeter be re -appointed to the planning board. No further discussion.

Resolution #7-2023 Town Board Meeting Dates
RESOLVED, the regular meeting of the Enfield Town Board shall be held monthly on the 2nd Wednesday of each month,
at 6:30 pm, at the Enfield Town Courthouse, 182 Enfield Main Road, Ithaca, NY 14850

Resolution #8-2023 Department Hours
RESOLVED, the Town Board hereby establishes the work hours of the:
• Highway Department to be from 6:00 AM to 2:30 PM, Monday through Friday.
• Town Clerk to be Monday through Thursday from 11 AM to 4 PM
• Code Enforcement Office to be from 8:30 AM to 11:00 AM Monday through Thursday and Wednesday from 5
PM to 7 PM,
• Town Court to commence at 6:00 PM on Tuesdays unless it is a holiday.
• The Court Clerk is to be 4 PM to 8 PM on Tuesdays unless it is a holiday.
Supervisor Redmond moved and Councilperson Lynch seconded. Discussion: Councilperson Lynch is pleased to see that
the Town Clerks’ Office hours are ending earlier.

Resolution # 10-2023 General Rules for Procedure and Guidelines for Public Comment
RESOLVED, in an effort to foster an orderly meeting process, the following rules and guidelines will be used and
enforced at all Town Board meetings:
GENERAL GUIDE FOR PROCEDURE
The Supervisor shall preside at meetings. In the Supervisor’s absence the Deputy Supervisor shall preside. The presiding
officer may debate, move and take other action that may be taken by other members of the Board. Board members are
not required to rise but must be recognized by the presiding officer before making motions. A member, once
recognized, shall not be interrupted when speaking unless it is to call him/her to order. If a member, while speaking, be
called to order, according to the agreed upon purposes set forth in this resolution, they shall cease speaking until the
question of order is determined by vote of the entire board. If determined to be in order, they shall be permitted to
proceed.
The board commits to adhere to Resolution #2017-50, Town of Enfield Chooses Civility Resolution, in all discussions to
achieve the purpose of fairness and reasonable discourse. For purposes of process, organization, and legal
requirements, parliamentary procedure will guide the Town Board in its work. There is no limit to the number of times a
member may speak on a question. Motions to close or limit debate may be entertained but shall require a two-thirds
vote.
GUIDELINES FOR PUBLIC COMMENT
The public shall be allowed to speak only during the Public Comment / Privilege of the Floor period of the meeting or at
such other time as a majority of the Board shall allow.
Speakers may stand at their seats if they are able.
Speakers must give their name, address and organization, if any.
Speakers must be recognized by the presiding officer.
Speakers must limit their remarks to 3 minutes on a given topic.
Speakers may not yield any remaining time they may have to another speaker.
Board members may, with the permission of the Supervisor, interrupt a speaker during their remarks, but only for the
purpose of clarification or information.
All remarks shall be addressed to the Board as a body and not to any member thereof.
Speakers shall observe the commonly accepted rules of courtesy, decorum, dignity, and good taste. Interested parties or
their representatives may address the Board by written communication at any time.
AMENDMENTS TO THE RULES OF PROCEDURE:
The foregoing procedures may be amended from time to time by a majority vote of the Board.

Resolution # 13-2023 Town E-Mail Accounts
RESOLVED, the Town Board has official e-mail accounts for all Town employees and elected officials for use in their
official capacities. These e-mail accounts will be connected to our official website domain, townofenfield.org. Ownership
of and access to these communications will be with the Town of Enfield. All employees and elected officials will set up
accounts and use their account for Town business after it is set up for as long as they work for or serve the Town of
Enfield.

Resolution # 15-2023 Code of Ethics
RESOLVED, all Public Officials, appointees, and employees for the Town of Enfield are subject to the Code of Ethics as
adopted by the Town which is written in the Policies and Procedures Manual in the Employee Handbook.

RESOLVED, the following salaries and pay schedule for all Town Officials and employees is approved for 2021:
• Town Supervisor - $25,500.00/year; paid monthly

• Town Councilpersons - $3672.00 each/year; paid quarterly
• Town Clerk - $35,000.00/year; paid biweekly
• Town Justice - $17,340.00/year; paid monthly
• Highway Superintendent - $71,680.00/year; paid monthly
• Motor Equipment Operator – Hiring rate - $23.00/ hour; after 60 days, rate will be increased to the working rate
$24.00/hour. Pay rate may increase yearly with Town Board approval as requested by the Highway Superintendent.
• Part time and seasonal Highway employees will have a hire rate of $20.00/hr. or as determined by the Highway
Superintendent.
• Merit Increases – An employee may receive a pay increase based upon the employee’s past performance. The merit
increase will be granted at the discretion of the Town Board.

WHEREAS the Town of Enfield purchases and manages a hosting service for website and email management and
hosting, and;
RESOLVED, these tasks will be managed and delegated under the office of Town Board.
