Dear Board Members:
My name is Rich Teeter and I own the property at 738 Black Oak Rd. I have 150 acres of land
that I leased to John Rancich for the wind farm.
I have read Enfield's proposed law for the windmills. I'm glad Enfield is adopting a law about
the wind farm. However,parts of this law will keep me from using my property as I want.
Some people complain that a wind farm will block their view shed. One of these views (across
from Clifford Newhart's land) is seen by looking over my property. The people complaining
about this view being lost need to understand they are looking over my property. That view is
available only because 1 have kept it mowed for years and I have not built anything in that spot.
If I choose to let it grow,this view will be gone in a few years. If I decide to put up a fence or
build a two-story home in that spot, as the landowner, it is my right and they cannot stop me
from doing so.
The second problem is with the setbacks. Again,this is my property and as landowner should be
able to put up anything I want. A set back from property lines restricts my rights as a landowner
and taxpayer. A set back from homes is understandable and can be fixed by an easement signed
by the person owning that particular home. The language regarding easements signed by
affected landowners is confusing and must be made clear. Someone has said this part of the law
means all landowner's adjacent to my property must sign the easement.
For example, let's say a wind turbine is set for construction on my land and it is closer than 1.5
times the height of the turbine to the power lines. NYSEG has agreed to sign an easement
allowing the construction of the tower. No other person or entity is an affected landowner.
Opponents of the wind farm say this law is to protect the landowners. You must also protect my
right, as a landowner,to use my land as I see fit.
