HomeMy WebLinkAbout2013 02 06 minutes planning board.pdfTown of Enfield Planning Board Meeting Minutes - February 6, 2013 Enfield Community Building 1 PRESENT: Virginia Bryant, Ann Chaffee, Dawn George, Steve Givin, Calvin Rothermich, Marie Vandemark, Dan Walker STAFF: Vera Howe-Strait, Enfield Town Board Representative Sue Thompson/Planning Board Recording Secretary Virginia Bryant called the meeting to order at 7:05 p.m. Stephen Givin made a motion to accept the minutes of the January 2, 2013, meeting. Ann Chaffee seconded the motion. Minutes passed unanimously. Virginia Bryant asked for Comprehensive Plan Group Reports: Sue Thompson reported the History and Town Overview, Demographics (census) was completed just waiting for changes from the Board. Ann Chaffee reported that the Agriculture, Land Use group met with approximately 20 Enfield farmers to collect their opinions on the future of agriculture in Enfield. The Committee met a second time to discuss collected public input for the Comprehensive Plan. There will be a 3 rd meeting with additional Enfield farmers on February 20, 7 pm, Enfield Community building. Calvin Rothermich reported a lot of the concerns farmers have the Town of Enfield has no say on – state and federal regulations. A suggestion was made to perhaps put a link on the Town’s web site to the Right-To-Farm Law. It was also suggested to incorporate the Right-To-Farm law in the Comprehensive Plan. Marie Vandemark reported that the Economic Development, Community Facilities & Programs group is working on a draft report. It was pointed out that most residents wanted rural agriculture areas for the town instead of large industry. There was discussion regarding community members wanting certain items to occur in the town, example bike trails. The problem was then that they may not want to give up their own piece of land to help develop the trail. The Town of Dryden tried using the old railroad bed to create trails but land owners did not cooperate with the development. Virginia Bryant reported that the Environment, Natural Resources group would still like to hear any comments/additional regarding the report handed out in December. Stephen Givin reported that the Built Environment/Infrastructure (includes Housing, Utilities, Planning, Transportation) Group met and put together a rough draft report. They are going to try to get one more meeting together. They need to get more information from Buddy Rollins, Enfield Highway Supervisor. Judy Hyman will not be able to submit a report until possibly May. Virginia Bryant urged the groups to submit their reports soon so the Planning Board can submit a report to the Town Board regarding the Comprehensive Plan.
