Marie Vandemark called the meeting to order at 7:05 p.m.
Dan Walker made a motion to accept the minutes of the November 7 meeting. Dawn George
seconded the motion. Minutes passed unanimously.
Marie Vandemark stated that each Comprehensive Plan (CP) group should report on any progress
they have made.
Judy Hyman reported that results from the CP survey were e-mailed to the Planning Board by Virginia
Bryant. The Survey committee will meet to go over survey and how it can be used in the CP. There
were 182 surveys returned. Beth McGee entered all the data from surveys returned thru the U.S.
mail. She combined the on-line and paper survey results together. Sue Thompson was given the
paper results to file in the Town Hall. The front page with the names will be separated from the
surveys. Sue Thompson will add the e-mails of survey participants requesting additional town
information. Dave Bock was asked to analyze the results of the survey. Judy Hyman took these
results and converted them into a report form. Each question percentage was based on how many
people actually answered the question not on all 182 Reponses. The Free Form comments at the
end of the survey will be useful. Personally directed comments will be left out of the survey results
released to the public. Judy Hyman stated that the group will use the Town of Ulysses CP survey
results report as an example for Enfield’s report.
There was discussion on the percentage of survey responses. Dan Walker reported that 8 to 10% is
good. This based on at least one person per household. The group figured that there was at least
5% response it depends on how the percentage is based. The biggest age group response was that
of 35 to 64 years of age.
Group Reports:
Ann Chaffee reported that the Agriculture, Land Use, recreational Assets group is working on a new
write up but they are not ready to release it. Art Godin has been keeping the communication going
with the group through e-mails.
Virginia Bryant reported that the Environment, Natural Resources, Land Use, Aquifer group are
working on their part. She reported that the Tompkins County Planning Department made
recommendations for this section. They will consult these recommendations. Virginia Bryant also

reported that the Agricultural group asked to have the recreation area removed and put into the
Environment section. The group agreed to this change. Virginia Bryant handed out a draft report from
the group to Planning Board members. She asked that they e -mail comments regarding the draft to
her by December 15. Nancy Spero asked that the Planning Board approve the addition to
Recreational Assets section: Goal 1 Objective 3: Pursue additional opportunities for public open
space and recreational amenities.
Dan Walker reported that the Built Environment/Infrastructure (includes Housing, Utilities, Planning,
Transportation) Group met. He reported that the Road Use Protection law is being worked on with
Caroline and Enfield. He reported that Tompkins County passed road laws which were too high for
the towns in usage of the roads. There are issues they are trying to address: when agriculture
becomes industrial; school bus traffic; municipality maintence concerning work trucks. Judy Hyman
asked if there was an over-use fee on the roads. Dan Walker answered that in Enfield’s W ind law the
issue of road usage is addressed where over-use of the roads the company has to fix the roads. Dan
Walker reported that the Built Environmental group will meet on December 19 and continue to
communicate via e-mail.
Sue Thompson reported that the History (preservation) and Town Overview, Demographics (census),
Inventory (for example, lists of assets, i.e. cottage industry/business, etc.) group met but are not
ready to submit a report.
Marie Vandemark reported that the Economic Development, Community Facilities & Programs group
are not ready to submit a report.
There was discussion regarding community facilities and programs and building a new town building.
Judy Hyman asked Dan Walker if there was progress on the program to update the maps for the CP.
Dan Walker answered yes he had the program on his computer and was working on it.
Dan Walker made a motion to adjourn the meeting. Marie Vandemark seconded the motion.
Meeting adjourned at 8:10 p.m.
