PRESENT: Virginia Bryant, Mike Carpenter, Ann Chaffee, Stephen Givin, Calvin Rothermich,

Meeting called to order at 7:05 p.m.
Virginia Bryant stated that the Planning Board had been operating against Planning Board By-
Laws. By-Law No. 8 – the Planning board shall have a chairperson to run the meetings, Vice
Chairperson to act on behalf of the Chairs in his or her absence, and a Secretary to keep record
of proceedings. The Committee has been running with two Co-Chairpersons. Nominations
were needed for a Chairperson and a Vice Chairperson. Marie Vandemark nominated Virginia
Bryant as Chairperson. Mike Carpenter seconded the motion. Motion passed unanimously.
Ann Chaffee nominated Marie Vandemark for Vice Chairperson. Steve Givin seconded the
motion. Motion passed unanimously.
Virginia Bryant stated that the Planning Board needs to hold public meetings to collect input
from the community regarding their ideas for the Comprehensive Plan.
A survey placed on the web might help collect comments from the community.
Another idea would be to have Planning Board members attend local community
meetings/events such as PTA, Community Council, Food Pantry, Fire Dept., Grange,
Senior Citizens, and Harvest Festival to present the Comprehensive Plan and collect
input from the community.
An article in the Enfield Community Newsletter. Article for the next newsletter will be mid -
September.
Planning Board needs to decide actual committees/names for the work on the
Comprehensive Plan.
Virginia Bryant went over the committees which were formed at the July 18 meeting. She asked
for additional suggestions for committees.
Beautification was discussed. Question of where the money would come from for the
“Beautification”. A reminder was stated that the Comprehensive Plan should not place a burden
on future generations.
Ann Chaffee suggested that the Planning Board needs to figure out what is important to the
community members before making decisions on committees.
Virginia Bryant went over the Environmental and Natural Resources section of the
Comprehensive Plan (page 11). She stated this was an important section of the
Comprehensive Plan.

Dan Walker was asked about addressing public participation for the Comprehensive Plan. He
answered that it was important and needs to be focused on sepa rate sections.
Debbie Teeter stated that Nancy Potter facilitated the meetings in 2001 regarding the
Comprehensive Plan. Perhaps she could provide training for the Planning Board to conduct the
public meetings to collect input for the Comprehensive Plan. Virginia Bryant will call Nancy
Potter to ask if she is available to facilitate a public meeting and training. August 14th will be the
first date she will check on.
The meetings dates will be placed on the Enfield Web site. The goal is to hold 2-3 general
meetings. Speakers will be limited to 3 minutes. There was discussion on how to handle
comments/questions regarding banning and fracking of oil in the community.
Virginia Bryant will draft a meeting notice for the public meetings regarding the Comprehensive
Plan. Advertising will be: Haefle TV, Community Notice in local newspaper, Enfield Website,
poster at the Valley Korners, Community Building, Fire Company, and Town Hall.
Debbie Teeter will send Virginia Bryant a list of local community organization contacts.
June 6, 2012 minutes will be viewed at the next meeting. Copies of the minutes will be resent
to the members.
July 18, 2012 minutes: corrections:
o page 1 last paragraph change board to Planning Board;
o page 2. quite to quiet;
o page 3 bullets should be separated – Town Square Park in Enfield Center.
Rewrite the Comprehensive Plan…asset center of activity.
o page 3 Housing to improve the quality of the life of the resident
o page 3 Senior Housing program – renovation of homes so they are more
accessible
Ann Chaffee made a motion to accept the minutes with the above changes. Calvin Rothermich
seconded the motion. The motion passed unanimously.
Discussion on Beautification concerns specifically lawns/fields not mowed. Discussion on if
your house is not “finished” does it keep your taxes lower or does it fall under neglect of the
home. Some of the matters fall under the category of Code Enforcement for the Town.
Calvin Rothermich made a motion to adjourn the meeting. Virginia Bryant seconded the
motion. Meeting adjourned at 8:10 p.m.
