Planning Board Meeting Minutes
December 7, 2011
Enfield Community Building
PRESENT: Mike Carpenter, Ann Chaffee, Calvin Rothermich, Dan Walker
EXCUSED: Stephen Givin, Virginia Bryant,
VISITORS: Julie Carpenter, Dawn George

Meeting called to order at 7:05 p.m.
1. Ann Chaffee made a motion to accept the minutes of the November 2
meeting. Dan Walker seconded the motion. Minutes passed unanimously
2. Dawn George expressed interest in membership for the Planning Board. The
Committee had ballots to vote for a new member – Julie Carpenter or Marie
VandeMark. It was decided to wait because of the interest of Dawn George
to join the Committee. It was suggested that the three candidates should
submit up statement on why they would like to join the committee and send a
copy to Virginia. Mike Carpenter will contact Virginia Bryant regarding the
decision on voting for a new member.
3. Site Plan Review Law – there was discussion on why the committee was not
addressing the document Guy Krogh, town lawyer, sent regarding the new
version of the Site Plan Review Law. It was suggested that the Plan should
be put on the next agenda.
4. There was discussion on the Comprehensive Plan and a review of what was
discussed at the November meeting. There was concern that the Town Board
will give the Comprehensive Plan to the town lawyer and he will rewrite the
Plan. The Committee will recommend to the Town Board that the Town
Lawyer should only comment on what they have written and not rewrite the
Plan. It was suggested that the Committee members look at other local town
Comprehensive Plans, such as the Town of Caroline for an example of what
a Comprehensive Plan can look like. The Towns Comprehensive Plan should
be approved first before the Site Plan Review Law. Dan Walker will talk to
Roy Barrier regarding the approval.
5. The Committee received a USGS booklet from Marcie Finlay, a local Ithaca
Lawyer. Marcie is interested in helping the Committee with an Aquifer Study
for the town. She will help apply for grants for the study. Dan Walker will talk
with Calvin Rothermich regarding his knowledge of the aquifers in Enfield in
regard to the Comprehensive Plan. Six Mile Creek Aquifer study was done
but it did not include Enfield.
6. Sue Thompson will look into historic preservation of areas in the town and
contact Historic Ithaca for any help with this area.

7. Sue handed out copies of the Municipal Guide: for Energy Impacted
Communities and Municipal Tools for Addressing Potential Gas Drilling
Impacts.
8. Ann Chaffee made a motion to adjourn the meeting. Mike Carpenter
seconded the motion. Meeting adjourned at 8:15 p.m.
