HomeMy WebLinkAbout2011 10 05 minutes planning board.pdf 1 Town of Enfield Planning Board Meeting Minutes October 5, 2011 Enfield Community Building PRESENT: Mike Carpenter, Ann Chaffee, Calvin Rothermich EXCUSED: Virginia Bryant ABSENT: Steve Given, Dan Walker VISITORS: Julie Carpenter, Ed Thompson, Marie VandeMark STAFF: Alan Teeter/Building code Enforcement Officer Sue Thompson/Planning Board Recording Secretary Ron Clark, Town Board Representative Meeting called to order at 7:00 p.m. 1. Visitors were introduced Julie Carpenter and Marie VandeMark told a little bit about themselves and stated they were interested in joining the Planning Board. 2. Mike Carpenter opened the meeting with discussion on the Comprehensive Plan for the Town of Enfield i. Agriculture – Page 10 – Calvin Rothermich voiced concern about Goal 2 Objective 2 for GMO genetically modified produce and dairy products. ii. Discussion on if the committee goes over all the sections together or divide the sections individually. A suggested list of divisions and committee members was created: 1. Introduction 2. History – Sue Thompson 3. Population 4. Description of Existing conditions 5. Community Vision Statement 6. Historic Preservation – Sue Thompson 7. Town Beautification (suggestion of Environmental/Recreation and Town Beautification could be combined) 8. Agriculture – Ann Chaffee and Calvin Rothermich 9. Environmental and Natural Resources – Dan Walker. Mike Carpenter suggested the Town Board be asked to review this section. 10. Recreational Assets – Ann Chaffee 11. Public Utilities, Infrastructure and Transportation – 12. Community Facilities and Programs 2 13. Housing – Mike Carpenter and Alan Teeter 14. Economic Development – 15. Land Use iii. Suggestion to narrow the plan down. Make an important/focus listing. iv. Hydrofracking/gas drilling should be placed on the focus list. Calvin Rothermich recommended the committee does not get involved in laws for drilling. The Town is not on the top list for drilling because of the depth of the shale in the town. v. Calvin Rothermich informed the committee that Jim McConkey was writer of the original Comprehensive Plan. vi. Recommendation was made to append the 2001 Comprehensive Plan to the new one (2011 – 12). vii. Introduction – General discussion on why we need a Comprehensive Plan and what residents wanted. 3. General discussion on: history of the Planning Board and membership. 4. Mike Carpenter made a motion to adjourn the meeting. Ann Chaffee seconded the motion.
