Planning Board Meeting Minutes
September 7, 2011

PRESENT: Virginia Bryant, Mike Carpenter, Ann Chaffee, Stephen Given, Dan Walker

Meeting called to order at 7:05 p.m.
1. The committee was introduced to Sue Thompson, new secretary for the
Planning board.
2. Virginia Bryant opened the meeting with discussion on the Site Plan Review
Law of Enfield. Roy Barriere advised the committee to submit the edited Law
to Guy Krogh. There is no Flood Zone mapping in Enfield. Virginia Bryant
will e-mail a copy of the Law to Guy Krogh and Dan Walker. Dan Walker will
check over the Town of Caroline Site Law and then work with Guy Krogh on
the Enfield law.
3. The Planning Board needs to identify “Critical Areas” for DEC in regard to
possible gas drilling in the town of Enfield. There was discussion by Stephen
Given regarding the August 25 - Mapping Potential Drilling Activity in
Tompkins County meeting held at the Enfield Community Building. The
Marcellus Shell is only 3,000 feet deep in the Town of Enfield. The Gas
companies need or want 5,000 feet for drilling. This means that Enfield is low
on the list for gas drilling.
Critical Area concerns identified were agriculture, clean water, aquifers, high
density housing, sewage and water usage.
There was discussion on laws passed by other towns in Tompkins County in
regard to gas drilling. These laws are based on Zoning Laws. Road issues
for towns with heavy truck usage, drilling, windmills, etc. are been worked on.
Dan Walker has been involved in this road issue process.
Tompkins County is looking at water issues in the Town of Enfield. This
involves looking at possible aquifers and stream bank overflow management.
Information on aquifers needs to be gathered for the Town of Enfield. Mike
Carpenter spoke of the Artesian W ells on Bostwick Road and their usage
already for a housing complex on Bostwick Road.

4. The comprehensive Plan for the Town of Enfield needs to be revised.
Committee members will be able to pick up copies next week at the Enfield
Town Hall. Call Sue Thompson at the Town Hall if you are not able to pick up
your copy and she will mail you a copy.
5. Ann Chaffee made a motion to adjourn the meeting. Mike Carpenter
seconded the motion. Meeting adjourned at 8:15 p.m.
