Suggestions were made to place a time limit on individual speakers during “privilege of the floor” and to eliminate it from the by-laws altogether. There was a question about whether or not “privilege of the floor” was a requirement of the Public Meetings Law. Chase will find out and the Board can make a decision about this at the next meeting. #10: Members indicated a belief that specific tasks did not belong in the by-laws, and that item E provides an appropriate description of what the board’s work should be. It was recommended that items A through D be removed, the colon at the end of the first sentence be removed, the word “other” be removed from item E, and item E then be connected the first sentence. #11: This item seems a little vague; rather than say “every effort”, it might be better to be specific, i.e. say agendas will be posted at the Town Hall and on the Town web site, minutes will be available from Town Clerk and the Town web site. Then there is no speculation that the board should have done something else or more “to inform residents”. Suggested re-wording for the first sentence: “The Planning Board shall inform the residents of Enfield of their deliberations and actions by posting agendas at the Town Hall and on the Town web site and making minutes available from the Town Clerk and the Town web site.” Motion to adjourn at 8:20 p.m. by Rothermich, seconded Willis, approved unanimously.
