#8: The Town Supervisor has suggested the Board select a Vice-Chair, and Bryant has agreed to serve in this capacity. However, this position is not stated in the by-laws. The following
is recommended for addition after run the meetings , a Vice Chairperson to act on behalf of the Chair in his or her absence,.
#9: Discussion ensued about whether or not there should be a privilege of the floor. Some members suggested Public Hearings were the appropriate time for public comment on Planning
Board activities and that privilege of the floor could be abused or hold up the work of the board. Others wondered if public comment might not be useful in certain instances. Suggestions
were made to place a time limit on individual speakers during privilege of the floor and to eliminate it from the by-laws altogether. There was a question about whether or not privilege
of the floor was a requirement of the Public Meetings Law. Chase will find out and the Board can make a decision about this at the next meeting.
#10: Members indicated a belief that specific tasks did not belong in the by-laws, and that item E provides an appropriate description of what the boards work should be. It was recommended
that items A through D be removed, the colon at the end of the first sentence be removed, the word other be removed from item E, and item E then be connected the first sentence.
#11: This item seems a little vague; rather than say every effort, it might be better to be specific, i.e. say agendas will be posted at the Town Hall and on the Town web site, minutes
will be available from Town Clerk and the Town web site. Then there is no speculation that the board should have done something else or more to inform residents. Suggested re-wording
for the first sentence: The Planning Board shall inform the residents of Enfield of their deliberations and actions by posting agendas at the Town Hall and on the Town web site and
making minutes available from the Town Clerk and the Town web site.
