Discussion sites Town of Enfield Solar Law parts 3.1 , 4 & 6-b
Each of the four arrays will be fenced separately and border fences will be over 20’ feet from
the road. Agricultural fencing is the preferred application over chain link fencing. The
suggestion was well received by Dan Huntington of Norbut Solar Farms.
Concern was raised re: chemical influence (toxicity) from the solar panels themselves per
decommissioning of the solar arrays.
Decommissioning Bond Policy and an assurance bond.
Decommissioning with or without salvage value? (re: Town of Enfield Solar Law)

A Glare Analysis Study was considered and may be waived by the Enfield Planning Board with a
conditional reference for future consideration.
Grazing sheep rather than mowing is a recommended practice by Norbut Solar Farms to
maintain the grass growth. Property operation maintenance.
NYSEG connections
Local Labor
Complaint Portal (Norbut Solar Farms) and/or Town of Enfield Code Enforcement Officer
Liability Insurance, Tompkins County IDA PILOT Agreement and Community Host Agreement
were discussed.
A pre-construction agreement with the Enfield Volunteer Fire Company and Norbut Solar
Farms to review and train for procedures for the solar farm.
SEQR, FEAF, EAF, SWIP, NYS DEC (NYS Department of Conservation) qualifying processes were
mentioned.

to entry to property on Hayts Road prior to purchase and construction of home.

❖NYS Fire Law: turn out and turn around required. (Fire Chief “may” waive 30’ x 40’
turnout.)
❖Town Law #280-a (NY Consolidated Law) A town board made by resolution to establish
an open area within a town for permits for structures as long as there is a right of way or
easement.
❖Planning Board recommendation to the Town Board.
❖Requirement of draft signed to Lot 3.41, written easement required.

Appointment of Town of Enfield Planning Board Chair
“Whereas The Position of Planning Board Chair is Open as of December 31, 2020 per
completion of Term of Planning Board Chair Daniel Walker.”
“Be it resolved the position will be fulfilled by the qualified individual per application of Daniel
Walker on this day Wednesday January 6, 2021 per unanimous vote of the Town of Enfield
Planning Board with all qualified and present to vote.”
All Voted Aye - Resolution Carried
