●Town Clerk Ellen Woods The Enfield Town Board authorizes Acting Supervisor
Stephanie to pay general fund vouchers #217 to #235 dated 10-14-2020 in the
amount
$60, 057.54. Highway Fund vouchers, #147 to #160. Dated 10/14/2020 in the amount of
$55,064.89. Also T A Fund vouchers #1 - #2 dated 10/14/2020 in the amount of $291.89.
Town Clerk Ellen Woods #2020-20 is the budget amendment.
Discussion:
Acting Supervisor Stephanie Redmond Budget Amendment # 2020-20 transfer funds to the
highway department
The supervisor contract will be Policy # 3.
Resolution #2020-21.

Greater Tompkins County Municipal Health Insurance Consortium # 2020-69
Acting Supervisor Stephanie Redmond moved to adopt the Consent Agenda and called for a 2nd
Councilperson Robert Lynch 2nds motion

●Discussion Of Appointment Of Councilperson
Acting Supervisor Stephanie Redmond called for discussion and read Councilperson
Mehaffey’s resignation letter.
Discussion: Acting Supervisor Stephanie Redmond, Councilperson Virginia Bryant,
Councilperson Robert Lynch
The possibilities of expediting the appointment of an interim council person included a
request for transparency as well as an extensive search including PSA’s and Website
postings, networking with the County and local party committee’s.
Councilperson Mimi Mehaffey’s resignation presented challenges filling two committee
member positions. There are openings with the Health Consortium and the Tompkins
County Recreation Partnership.
Candidates for the Councilperson opening will want to consider taking on at least one of

these responsibilities when appointed.
A Town Councilperson receives a stipend of $3,500.00 per year paid quarterly.
●Stepahnie Redmond moves to discuss commitment to Over Target Request for a
Tompkins County Broadband Study
Discussion:
Acting Supervisor Stepahnie Redmond, Councilperson Virginia Bryant, Councilperson
Robert Lynch
Discussion concluded increasing use of and need for internet service in remote areas. A
broadband study would benefit our community. The amount of $5000.00 is an
appropriate contribution to the study. The formation of a county partnership with suppliers,
establishing the growing need we have in our community for dependable broadband
infrastructure and internet is a necessary precursor to a sustainable service.

County to undertake a Broadband Planning Study
