Discussion:Acting Town Supervisor Stepahnie Redmond,Highway Superintendent Buddy Rollins, Town clerk Ellen Woods, Councilperson Robert Lynch Contract adjustments in cybersecurity and vehicle replacement “Be it resolved whereas it is necessary to continue insurance coverage for the town and we have a 5%decrease in our premiums with NYMIR,our policy revised with Scroggs Ins. Be it resolved continuance of insurance coverage for two years at a 5%discount annually for the years 2021 and 2022.” 2nd​ Councilperson Virginia Bryant Vote:​Councilperson Virginia Bryant,Aye,Councilperson Robert Lynch,Aye,Acting Town Supervisor Stephanie Redmond, Aye All Aye Resolution # 2020 - 76 carried ●TCAT Seeking Input​ - Jean McPheeters Transit Development Plan 2020 is a periodical survey of T-CAT’s service to riders and Non-riders current and future public transit needs. Jean McPheeters introduced the Public Engagement Portal,​tcat.mysocialpinpoint.com and familiarized us with the map option. Discussion:​ Ellen Woods, Robert Lynch Gadabout is the ADA Paratransit for our area.TCAT is investigating the potential of “last mile transit”such as UBER or vans to provide transport from the bus stop to a passengers home and larger parking lots for Park n Ride. Details will be posted at ​www.townofenfield.org ●TCPL (Tompkins County Public Library): ​Presentation by Annette Budsall Enfield Library service will be available as early as December 6 &7,2020.Customers can pick up a “Bag of Books”,“Book Bundles”and “Binge Bundles”for children or adults when they are shopping at the Food Pantry.The loan can be returned at the Food Pantry as well if not at a local library.Beginning in December library services can be secured online via email or by calling the service desk at TCPL for library card holders. DRAFT MINUTES TCPL/FLLS has received funding for the service to Caroline,Danby and Enfield.Telephone calls to the library are an option when email is not an option. Phone number 607-272-4557. Details will be posted at ​www.townofenfield.org ●Discussion with Highway Superintendent Acting Supervisor Stephanie Redmond,Councilperson Robert Lynch,Councilperson Virginia Bryant, Superintendent Buddy Rollins Reconsider funding the 5th person to the Highway Department.Superintendent Rollins would be willing to restructure his funding and keep the 5th man employed.The Town Board members were in agreement with Superintendent Rollins request to draw from the materials account to cover cost effective expenses. The Town Board was in agreement with this option. ●Councilperson Appointment​: Candidate James Ricks and Candidate Michael Miles Discussion:Acting Supervisor Stephanie Redmond,Concilperson Robert Lynch,Councilperson Virginia Bryant,Town Clerk Ellen Woods,Beth McGee,Anne Koreman,Nancy Spero,Michael Boggs Either candidate was qualified for the interim and much of the support was in Ricks favor.An appeal for representation vs.qualification was a tone of the debate.The discussion leaned toward Miles' diverse experience and qualifications to “hit the ground running”. Vote:​Councilperson Virginia Bryant -Michael Miles,Councilperson Robert Lynch -Michael Miles, Acting Town Supervisor Stephanie Redmond - James Ricks Councilperson Robert Lynch ​moved to appoint Michael Miles as interim Councilperson for the duration until December 31. 2021. 2nd ​Acting Town Supervisor Stephanie Redmond Vote:​Councilperson Virginia Bryant -Aye​,Councilperson Robert Lynch -Aye,Acting Town Supervisor Stephanie Redmond - Aye All Aye Resolution # 2020 - 77 carried ●Hazard Mitigation Plan:NFIP/FEMA requirements in case of severe storms,draught, floods, wildfire, disease outbreak, invasive species, severe winter storms critical facilities (shelter, food) and back-up power, roads assessment, communications Discussion:Acting Town Supervisor Stephanie Redmond,Councilperson Robert Lynch,Town Clerk Ellen Woods,Code Enforcement Officer Alan Teeter,Councilperson Virginia Bryant,Town of Ulysses Councilperson Michael Boggs, Nancy Spero Existing facilities and upgrades,grant funding,timelines,road improvements (elevations,snow fencing,culvert modification),accommodations for displaced persons,electric line modifications (Enfield Creek thru Gorge).Two projects were implicated,power supply and upgrade of potential shelters The EEC building and The Community Building.The grange was considered with its DRAFT MINUTES large kitchen. However accessibility issues are considered for critical facilities. ●Little Free Library Location:located at ​Bus Stop by the Highway Department,foot traffic and maintenance are feasible for drop off and pick up. Details will be posted at ​www.townofenfield.org ●AOT (Association of Towns) Delegates and Funding Acting Supervisor Stepahnie Redmond ​moved to approve funding for appointed delegate and alternate delegate to represent Town of Enfield at AOT Meeting in February 2021 2nd​ Virginia Bryant Vote:Councilperson Virginia Bryant,Aye,Councilperson Robert Lynch,Aye,Acting Town Supervisor Stephanie Redmond, Aye All Aye Resolution #2020 - 78 carried Resolution #2020 -78 Association of Towns Annual Meeting attendance authorization and funding ●Enfield Volunteer Fire Company Contract The Fire Company contract assures a 2%increase,$333,025.00 in 2021 from $326,495.00 in 2020,with allocation of $35,000.00 for Turnout Gear in 2021.In 2023,the third and final year of the contract,a 2%increase to $339,685.00 is assured to the Fire Company as well as allocation of $10,000.00 for Turnout Gear.The Fire Department Contract is subject to Public Hearing charted for December 9, 2020 prior to the Regular Town Meeting. Discussion:Councilperson Robert Lynch,Acting Town Supervisor Stephanie Redmond, Town Clerk ellen Woods Approval of the EVFC contract was the Town Boards general consensus.Review and consultation with the town attorney was advised prior to public hearing,resolution and closure. Announcements: ●Gadabout has lowered its clients age limit to 55 ●211 can be contacted for CoVid 19 test transportation,requirements include symptoms and/or 1st hand exposure to someone with positive test results.
