Special Town Board Meeting Town of Enfield, NY Call to Order: ​9:30 am Present:​ Councilperson Bryant, Councilperson Lynch, Councilperson Mehaffey, Councilperson Redmond, Confidential Secretary Alice Linton, Deputy Town Clerk Patricia Speno, Town Clerk Ellen Woods and Candidate for Town Bookkeeper Brian McIlroy Changes to the Agenda:​ Supervisor McGee requests that candidate for town bookkeeper Brian McIlroy speak 1​st​,Then the Cemetery Bids, and the status of E-checks and Credit Cards for online payments to be discussed and considered for New Business as it has not been approved by the board to date. Supervisor McGee​ calls for Privilege of the Floor and unmutes everyone in attendance. Requests changes or questions? Supervisor McGee introduces Brian McIlroy with reference to his qualifications and qualified references. Mr. McIlroy​ speaks of his town bookkeeping experience as well his anticipated workload with the Town of Enfield. He expresses his enthusiasm for Williamson Law software and answers questions from board members with thoughtful expertise. Supervisor McGee​ moves to ​resolution #2020-​ the appointment of Brian McIlroy to Town of Enfield Bookkeeper at the amount of $10,000 annually to be paid monthly. Councilperson Bryant seconds the motion. Supervisor McGee requests any further discussion? And calls for a vote. Deputy Town Clerk Patricia Speno calls the vote. Councilperson Bryant​: ​Aye Councilperson Lynch: Aye Councilperson Mehaffey: Aye Councilperson Redmond: Aye Supervisor McGee: Aye All Aye​: ​ Motion and Resolution carried. Supervisor McGee sees one bid for Cemetery Maintenance and moves to accept the bid. The monthly mowing of 4 cemeteries is $900. ​Town Clerk Ellen Woods​ confirms there is no second bid and Councilperson Lynch:​ Calls for further discussion, Sue Thompson discusses Matt Lincolns qualifications and the particular conditions of each of the 4 cemeteries. Councilperson Lynch and Councilperson Mehaffey express their confidence in Mr. Lincolns previous experience with the town cemeteries and explains how fortunate we are to have him again this year. A brief conversation regarding the mowing responsibilities in 2020. Supervisor McGee​ moves for a vote. Town Clerk Ellen Woods​ calls the vote. Councilperson Bryant: Aye Councilperson Lynch: Aye Councilperson Mehaffey: Aye Councilperson Redmond: Aye Supervisor McGee: Aye All Aye: Motion carried. Resolution #2020- carried Mr. Lincoln is the Burial Coordinator as well. There is a brief discussion of the fees for burial and the responsibilities of the coordinator. Sue Thompson, Councilperson Lynch, Councilperson Mehaffey, Councilperson Bryant and Councilperson Redmond as well Supervisor McGee address the benefits of adequate compensation for the Coordinator. Supervisor McGee ​moves for a base compensation of four hundred dollars annually for the burial coordinator and to include in the contract and increase burial coordination fees to three hundred and fifty dollars for the burial coordinator fee without changing the excavation fees. Supervisor McGee: ​ I move that we amend to authorize the Town supervisor to enter into the contract with Matt for 20202 to 2021. Upon his acceptance of these terms. Councilperson Lynch seconds. Motion and amendment carry. Supervisor McGee​ addresses credit cards and e-checks for dog licenses. She reviews the current credit card policy and inquires about the risk of accepting credit cards and e-checks for other services in general. Councilpersons Redmond, Lynch, Mehaffey and Bryant as well as Town Clerk Ellen Woods and Supervisor McGee discuss the possibilities and compatibility with software, and security. A proposal will be required to assure town policy for credit cards and e-checks. Supervisor McGee requests that Town Clerk Ellen Woods research and propose policy prior to implementation.
