Recreation Partnership:
Councilperson Mehaffey: At this point, we've canceled spring sport programs for lessons,
theater and arts programs. Essentially, any program that would have started prior to June 1st.
We may try to run some mini sessions of sports into the summer. Currently we're planning for
summer camp, summer registration is open on the community pass, letting families know if for
some reason that we have to cancel, they will be refunded for any money that they've signed up
for. The staff are conducting interviews online and trying to pull together information for the
camp permit application. We made the decision to not try to meet the O.C.F.S. Regulations that
would make us eligible to receive funding from DSS for qualifying families. I submitted a grant
for $5000 that would assist families in this situation. In addition, we will look to the Echo Fund
for additional support as needed. We plan to do our best to make camp accessible to all families

and especially the families that have relied on DSS support. And they have a Web site that could
go to more information, which I'll put on to the town site.
The other correspondence I got this week was recommending that we go by last year's numbers
in terms of figuring out our Enfield share for the community rec partnership.
Consent Agenda:
Supervisor McGee moves that we adopt a consent agenda and that includes the approval of the
abstract. This is the second abstract of April.
2nd Councilperson Lynch
Town Clerk Ellen Woods: The town board authorizes a supervisor to pay general fund vouchers
#105 to #107 dated April 22nd, 2020 in the amount of $4376.65. Highway fund vouchers #69 -
#69, one voucher dated April 22nd, 2020 in the amount of $5559.90.
Discussion: Councilpersons Redmond and Mehaffey

CoVid 19 Updates:
Mask availability per email request to Supervisor McGee.
Payroll reimbursement not available from FEMA per legislation
re: Jason Molino comment stating there is a possibility the State of NY may consider payroll
reimbursement in the future. However not at this time. (See Councilperson Lynch for reference
to legislation dialogue.)
Discussion: Councilpersons Bryant, Lynch, Mehaffey and Supervisor McGee.
Town Clerk Ellen Woods: references Collection Box for masks at the Town Hall beginning
Thursday 04-23-2020 per request of Jay Franklin of the EOC.

▪Call 211 for United Way food Delivery in addition to delivery by our local Food Pantry
Councilperson Lynch notes 123 CoVid 19 cases total in our county to date.
Highway Department Update: Superintendent Buddy Rollins email, liaison Councilperson
Lynch opens discussion. Highway Personnel will return to work April 26, 202 subsequent to
layoff. Essential work will proceed according to limited funding, purchasing freeze and
CoVid 19 restrictions.

Discussion: Councilpersons Bryant, Lynch, Mehaffey, Town Clerk Ellen Woods, and
Supervisor McGee.
Resolution #2020-44
Supervisor McGee moves to resolution: Therefore, be it resolved, the Enfield town board
appoints Patricia Speno. To fill this position with an annual salary of ten thousand dollars to be
paid monthly.
2nd Councilperson Bryant
Town Clerk Ellen Woods calls the vote:
All Aye.
Resolution #2020-44 carried.
Therefore, be it resolved, the town board authorizes Supervisor McGee to decrease line A 201
general fund savings by five hundred dollars, an increase line A 1410.12 Personnel services
deputy clerk by five hundred dollars.
Budget Concerns: Bookkeeper resignation, payroll services, signatory on accounts,
relinquishing responsibilities.
Discussion: Supervisor McGee, Councilpersons Bryant, Lynch. Mehaffey, Redmond.
