Present: Town Supervisor Beth McGee, Town Councilperson Robert Lynch, Town Councilperson Stephanie Redmond, Town Clerk Ellen Woods, Town Councilperson Mimi Mehaffey Excused: Town Councilperson Virginia Bryant Call to Order​: Supervisor McGee called the meeting to order at 6:33 p.m. Privilege of the Floor​- Limited to 3 minutes per speaker-Including the Pledge of Allegiance if you so choose (Privilege guidance on the back of the page) Sheila Robideau​: Invites all to stand for Pledge of Allegiance and reads a passage regarding ‘Under God’ ‘​And I just have a short comment. From February of 2015, Judge Feldman in the New Jersey Superior Court dismissing a law case that ruled that the Pledge of Allegiance does not violate the rights of those who don't believe in God. It does not have to be removed from the patriarch’s message. The message he noted and I quote, ‘As a matter of historical tradition, the words Under God can no more be expunged from the national conscience than the words in God we trust from every point in the land than the words. So help me God from every presidential oath since 1789, or than the prayer that has opened every congressional session of business since 1787. Thank you.​’ Old Business: Solar RFP* Councilperson Redmond discusses changes to the RFP Changed #5 on Page 2. Changed #9 on Page 3. Highlighted page 6 regarding 120 day deadline. Councilperson Mehaffey asks why we strayed so far away from Guy Krough’s proposed RFP 2 DRAFT MINUTES Town of Enfield - Special Town Board Meeting March 5, 2020 Supervisor McGee discusses the work that has taken place previously Councilperson Lynch seconds Councilperson’s Mehaffey’s comments. Councilperson Lynch preference for previous RFP. Worries that current RFP is intimidating to smaller contractors. Board discusses Generator issue. Board would like the bids mailed. Councilperson Mehaffey would like to go with the original RFP with Attorney Guy Krough’s additions. Board would like to set a proposal submission deadline . . . ​Agrees on May 8, 2020​. Councilperson Lynch expresses concern about the siting of the Solar Array. Supervisor McGee expresses the need to discuss the issue in the present. Board agrees to expand the proposed area to expand options for placement. Board agrees to send revised documents around and vote on the RFP at the March 11, 2020 meeting. Draft Generic Environmental Impact Statement – Comprehensive Plan Environmental impact statement is not finished. New Business​: Alarm Systems Alarm Tech came in and did annual inspection Cost $400 year for alarm system Supervisor McGee discusses cost to the Town of Highway Break-in. Insurance went up 1012.XX cents based on that claim over 4 year. Supervisor McGee discusses the mechanism of the Alarm System. Supervisor discusses advantages of utilizing the existing alarm system. 3 DRAFT MINUTES Town of Enfield - Special Town Board Meeting March 5, 2020 Action Item:​ Town Clerk suggests March 31, 2020 set at target date to train those who access Town Hall. Board to have all Town personnel trained on and using the Alarm System. Councilperson Lynch Website/Email Supervisor McGee has donated time to build and maintain the Town Website. Discusses compliance needs regarding FOIL. Digital Topa captures all emails. Sends them all to one account. FOIL officer has access to one account. Cost $1045 year also includes off-site back up. Supervisor McGee looked into GoDaddy for WordPress support. Bluehost does not offer any management. Current cost BlueHost $320 for 3 years. They would migrate to the site for $100. Faster. SSL certificate. Provide automatic back up. Cost $899.28/3 years. $50 per ticket issue. Discussion of shared services and cyber security. Migration is expected to take 7 days. Will they be able to migrate Email? Supervisor McGee makes a motion to migrate the website to GoDaddy and the email to Digital Topa. Councilperson Redmond seconds VOTE: Councilperson Lynch, Aye, Councilperson Mehaffey, Aye, Counciperson Redmond, Aye, Supervisor McGee, Aye. Action Item:​ Supervisor McGee will have a goal to do this by the end of April. Councilperson Redmond discusses salary issue. Councilperson Redmond discusses minimum wage for Town Clerk and Supervisor. Councilperson Mehaffey notes that it is not legal to change the salary for the Supervisor or Clekr mid-year. 4 DRAFT MINUTES Town of Enfield - Special Town Board Meeting March 5, 2020 Councilperson Redmond and Mehaffey agree that Budget Officer can be addressed immediately. Supervisor McGee states that she will not do the Budget Officer position going forward. Supervisor McGee notes that hours of Supervisor or Clerk cannot be reduced. The workload does not change. Minutes discussion: Councilperson Mehaffey notes that all that is legally required. Motions, resolutions, proposals, and votes. Supervisor McGee notes that minutes must indicate how a vote happened. Supervisor McGee notes that transcription software can be purchased. Recordings cannot be substituted for paper minutes. Town Board does not have to authorize the minutes Expectations 2 weeks after regular meeting 1 week after executive discussion involving Supervisor McGee moves to authorize training in Municipal Minutes for Town Clerk Councilperson Lynch seconds VOTE: Councilperson Lynch Aye, Councilperson Mehaffey, Aye, Councilperson Redmond, Aye, Supervisor McGee, Aye Action item: ​Councilperson Redmond will look into Transcription Software. Board discusses logistics of Tax Collector position. Discussion of Budget Officer position Councilperson Lynch suggests he is willing to consider Budget Officer line item for the 2021 budget. Supervisor McGee stresses that the Town will have to find another Budget Officer. Councilperson Redmond asks about the timing of the Budget Officer position . . . 5 DRAFT MINUTES Town of Enfield - Special Town Board Meeting March 5, 2020 Supervisor McGee states that the Board will have more information at the next meeting.
