Regular Town Board Meeting

Wednesday, February 12, 2020
6:30 p.m.
Present: Town Supervisor Beth McGee, Town Councilperson Virginia Bryant, Town
Councilperson Robert Lynch, Town Councilperson Stephanie Redmond, Town Clerk Ellen Woods.

Call to Order: 6:35 pm
Additions and changes to the Agenda:
Adding Budget Amendment for CHIPS to Consent Agenda
Remove Minutes from Consent Agenda
Have a note for Correspondence from Historian after Privilege of the Floor.
Adding Courtney Bailey to give the ECC Report at the beginning of Committee Reports
Privilege of the Floor:
Courtney Bailey - Speaks on the issue of the Pledge of Allegiance being removed. Reads the
Original Pledge of Allegiance. States that she personally omits the part about God herself. Believes
it is wrong to start Town Business without the Pledging allegiance to the County in which our
Country resides.
Another note: Family Reading Partnership interested in an Enfield Resident to sit on the Family
Reading Partnership Committee
Dave Dimmick would like to say the Pledge of Allegiance and asks any so inclined to stand with
him.
Action item: Supervisor McGee states that Dave Dimmick has also written a letter to the Board
which she will make available to the Board.
Helen Heatherington - Asks ‘Wasn’t that beautiful?’ (referring to the Pledge of Allegiance).
States: ‘We are all here because of God. God gave us this community. Her Father believed in God
and our Country. We all belong to God.’

Herb Masser - In order to be fair to the Board, he understands that one person stood. Many
Veterans here, a lot of us are offended by this. We voted you to represent us. Objects to one person
making that change on the spur of the moment. Asks the Board to discuss it again and vote again.
Supervisor McGee states that the Board discussed this last meeting and at the original meeting.
Willing to have conversation with the whole board only when the hold Board is present . . .
Herb Masser calls for another meeting . . .
Supervisor McGee will put this topic on the Agenda at the next Special Meeting.
Supervisor McGee states that the Board will set the date for the Special Meeting tonight and that
all meetings are posted on the Town Website.
Ed Heatherington - Leads group in a recitation of the Pledge of Allegiance. States that he has
received a letter from Supervisor McGee stating that she represents 3,500 residents. He believes
that with this decision the Board was catering to the minority.
Tammy Alling - Has to give up things for their beliefs or ideas . . . Where are her rights?
Questions about posting letters online.
Teresa Guler thanked the group for all their hard work. Tradition for a very long time. Asks for
discussion & compromise. Thank’s Town Clerk . . . Asks for more discussion in the future.
Julie Schroeder would like to speak in support of the action to eliminate the Pledge
Bev Rollins to say I was shocked, young people dying of narcotics, offended all the people in the
room, the culture.
Ellen Woods I believe in Jesus. Never have I had as much aggression directed at me as since I
began to serve this community, I would ask those who believe in Jesus to follow his example of
Love and Acceptance
Councilperson Lynch believes we made a mistake. Believes everyone who makes a mistake.
Moves to revisit the pledge. Plans to submit a resolution at the next meeting. Supports Stephanie
Redmond. Would like the Board collectively to stand responsible.

County Legislator Report: - Dave McKenna – Tompkins County Legislature
Proclamation supporting Black History Month. Passed resolution for replacement of Carbon
Monoxide & Fire Alarm detector. Conference Center project. Leslyn going to run. Dave McKenna
believes we should put the flag back in . . .

February 2020
1.Prepped and facilitated two regular meetings and the annual audit meeting
2.Attended TCCOG
3.Wrote the Comprehensive Plan DGEIS Scope
4.Met with Planner Matt Johnston to begin preparing the Comp Plan DGEIS
5.Met with Sheriff Osborne and Jason Molino regarding the contract for Sheriff Satellite
6.Met with NYS DOT regarding salt storage and shared services opportunities
7.Met with Confidential Secretary to determine best practices and training with bookkeeper
8.Met with bookkeeper for end of the month/year needs
9.Attended an all-day Census 2020 training
10.Attended Community Conversations for the ICSD at the Enfield Community Building
11.Attended to Community Building needs
12.Coordinated insurance transition for retiree
13.Updated Grant Portal process to prepare contract materials for salt storage
14.Maintained and updated the town website

15.Aside from the items above, the Town Supervisor completes the following tasks throughout
each month: review all bills and prepare vouchers for board review and payment,
correspondence, payroll and abstract review, budget monitoring and modifications, deposits
and transfers, documentation for all meetings, resolves legal issues, attends and facilitates
trainings, attendance at County level meetings, communication with employees and department
heads regarding daily town operation and budget concerns, building maintenance and upgrades,
purchases, resident complaints and concerns, employment and benefits administration, all
actions dictated by the Town Board for the Supervisor, all other tasks that arise daily.

Our kids are at risk, Our kids get the best we can give.
Bus route #32 has kids smoking on the bus
Adult members in the community to look up to.
Camp prices will have to increase this year.
Exemption is gone, all members have 8 hour training.
Employing part time help who is a local person.
Eric is present for everything. Always someone there with safety training.
Eric is trying to reach students from Home school , Odessa, TBurg. Supervisor Beth Magee
suggests this.

WHEREAS, the amount billed for New York State Retirement for the Highway Fund exceeds the
amount budgeted,
RESOLVED, the Town Board authorizes the Supervisor to decrease DA9060.81- Medical Insurance
by $526.85 and increase DA9010.8- State Retirement by $526.85

County Hazard Mitigation Plan
WHEREAS, the Town of Enfield is committed to participating in the Planning Partnership for the
Tompkins County Resiliency and Recovery Plan - Hazard Mitigation Plan update, therefore be it

Councilperson McGee moves that we adopt it as Draft Environmental Impact Statement
Salt Storage Update
Workplan situated as a PDF
Supervisor MaGee met with the State DOT plan. Wood structure metal roof 6000 ton capacity.
Shared services, annual salt, 55 dollars a ton delivered from Cargill. Suggestions with
modifications that would be much less costly.
Councilperson Lynch is in favor of wood if we can find a way to afford it.
Councilperson Redmond suggests that we work with other municipalities to save!
