Special Town Board Meeting
Enfield Town Hall
Wednesday, December 26, 2018
6:00 p.m.
Present: Town Supervisor Beth McGee, Town Councilperson Mike Carpenter, Town Councilperson Mimi
Mehaffey, Town Highway Superintendent Buddy Rollins, Town Clerk Alice Linton. Excused: Town
Councilperson Virginia Bryant, Town Councilperson Becky Sims.
Call to Order: Supervisor McGee called the meeting to order at 6:05 p.m.
Privilege of the Floor: No one wished to speak.
New Business:
Highway Purchase of 10-Wheeler:
Discussion: Highway Superintendent Rollins stated the Town of Enfield won the bid placed through Auction
International for a 7-year old International 10-Wheeler from the Town of Dix. The Town of Dix works on a
7-year rotation for equipment. This truck has approximately 70,000 miles and comes with a plow, stainless
steel dump box and salt spreader. He expects at least 5 years of use for the Town of Enfield.
Consent Agenda:
Supervisor McGee moved, with a second by Councilperson Mehaffey to adopt the Consent Agenda as
follows:
Budget Amendments:
Budget Amendment #2018-28 Move Highway Funds for 10-Wheeler Purchase
WHEREAS the Highway Superintendent has purchased a 10-Wheeler at auction, and
WHEREAS funds are needed from the Highway Equipment Reserve to complete this purchase, therefore be
it
RESOLVED, the Town Board authorizes the Supervisor to decrease “Highway Equipment Reserve”, line
DA231 by $2,550.00, and increase “Machinery – Equipment”, line DA5130.2 by $2,550.00.
Budget Amendment #2018-29 Move Funds for Clean Earth Septic
WHEREAS funds are needed for pumping at the highway facility, therefore be it
RESOLVED, the Town Board authorizes the Supervisor to decrease the Contingent Account line A1990.4
by $200.00 and increase Garage Contractual line A5132.4 by $200.00.
Budget Amendment #2018-30 Move Funds for Highway Bond Filing Fees
WHEREAS funds are needed for SEC filing fees for the highway bond, therefore be it
RESOLVED, the Town Board authorizes the Supervisor to decrease the Contingent Account line A1990.4
by

$200.00, and increase Municipal dues line A1920.4 by $200.00.
Budget Amendment #2018-31 Employee Retiree Health Insurance
WHEREAS funds are needed for retiree health insurance, therefore be it
RESOLVED, the Town Board authorizes the Supervisor to decrease the Contingent Account line A1990.4
by $91.40 and increase Employee Benefits – Medical Insurance line A9060.81 by $91.40.
Budget Amendment #2018-32 Employee Retiree Health Insurance
WHEREAS funds are needed for retiree health insurance, therefore be it
RESOLVED, the Town Board authorizes the Supervisor to decrease line DA5140.4 Brush and Weed
Removal by $155.00 and increase line DA9060.81 Employee Benefits – Medical Insurance by $155.00.
Vote on Consent Agenda: Councilperson Carpenter aye, Councilperson Mehaffey aye, Supervisor
McGee aye, Councilperson Bryant excused, Councilperson Sims excused. Carried.
Audit Claims:
Supervisor McGee moved, with a second by Councilperson Mehaffey to authorize the Supervisor to pay:
General Fund vouchers #299 to 310 dated December 26, 2018 in the amount of $8,087.09 and
Highway Fund vouchers #269 to 272 dated December 26, 2018 in the amount of $78,018.42.
Vote: Councilperson Carpenter aye, Councilperson Mehaffey aye, Supervisor McGee aye,
Councilperson Bryant excused, Councilperson Sims excused. Carried.
Announcements: Supervisor McGee announced the Town of Enfield was awarded a grant for a salt storage
building in the amount of $340,700. This is a 50/50 grant. The grant was submitted for a wood building. She
will obtain further information on what is required to implement this grant and report back to the Town
Board in January.
Adjournment: Supervisor McGee adjourned the meeting at 6:25 p.m.
