HomeMy WebLinkAbout10-3-18 Special Meeting Town of Enfield Special Town Board Meeting Enfield Town Hall Wednesday, October 3, 2018 6:30 p.m. Present: Town Supervisor Beth McGee, Town Councilperson Virginia Bryant, Town Councilperson Mike Carpenter, Town Councilperson Mimi Mehaffey, Town Councilperson Becky Sims, Town Highway Superintendent Buddy Rollins, Town Clerk Alice Linton. Supervisor McGee lead the assemblage in the Pledge of Allegiance to the Flag at 6:35 p.m. Privilege of the Floor: No one wished to speak New Business: Supervisor McGee moved, with a second by Councilperson Bryant to adopt Resolution #2018-43. Resolution #2018-43 Amend Burial Coordinator Compensation WHEREAS the Enfield Town Board created the position of Burial Coordinator for Town of Enfield cemeteries via Resolution #2018-33 - Creation of a Contract Position for a Burial Coordinator on May 8, 2018, and WHEREAS, the Town Board resolved it will receive payment of $300.00 for services from the family and subsequently pay the Burial Coordinator the contracted fee of $300.00, and; WHEREAS a Burial Coordinator has been found who requires additional compensation for weekend burials, therefore be it RESOLVED the Town of Enfield will charge a fee of $300.00 for Burial Coordinator services to the family of the deceased, with an additional fee of $50.00 for weekend burials, and will compensate the Burial Coordinator the contracted fee of $300.00, with additional compensation of $50.00 for weekend burials, and further RESOLVED, the Burial Coordinator job description and Cemetery Policy, #510.1, will be amended to reflect the changes in this Resolution. Vote: Councilperson Bryant aye, Councilperson Carpenter aye, Councilperson Mehaffey aye, Councilperson Sims aye, Supervisor McGee aye. Carried Supervisor McGee moved, with a second by Councilperson Sims to adopt Budget Amendment #2018-11. Budget Amendment #2018-11 Move Funds to Amend CHIPS WHEREAS the State provides Consolidated Local Street and Highway Improvement Program (CHIPS) funds for the Town of Enfield to complete road upgrades, and; WHEREAS the amount of CHIPS funds received in 2018 exceeded the amount provided in previous years, therefore be it RESOLVED that the Town Board authorizes the Supervisor to decrease line DA5110.4, “General Repairs - Contractual” by $51.09 and increase DA5112.2, “Improvements- CHIPS” by $51.09. Carried Volunteer Fire Fighter Cancer Benefit Information: Supervisor McGee related to the Board that this is a new required benefit for interior firefighters. Enfield has 8 interior firefighters so this benefit will be added for them, in addition to Worker’s Compensation. The additional estimated amount is added in the Tentative Budget under Fire Protection and will be paid for by an increase in the tax levy. Old Business: Budget: Supervisor McGee provided copies of the Tentative Budget and explained that over the past several years the fund balance has been depleted significantly. She also shared that New York Department of State information shows that when property value of one property is low due to lack of property maintenance, property values of an entire block can be reduced by up to 46%. This impacts the total assessed value of the Town and therefore the levy. Councilperson Mefaffey stated she would like to see a tax increase of no more than 3.5% for 2019. The proposed budget would need to have a reduction of $25,000 to get to that rate. Supervisor McGee agreed that the contingency line could be reduced from $17,000 to $15,000. She mentioned that if there was an emergency expense, this line would need to cover that. Currently the furnace at town hall is not working. Councilperson Carpenter suggested that installation of a heat pump at town hall would save money and energy. He will make some calls and report to the Town Board on October 10 on whether he can find someone to install a heat pump this fall and what the cost would be. Supervisor McGee stated the deputy town clerk has been paid hourly in the past, but all other appointed employees are paid a salary. In the Tentative Budget, the line has been increased. This increase will include $500 for the deputy clerk to be the recording secretary for the Planning Board. The Planning Board line has been reduced by $500. A backup plan for the website, at a cost of about $40 per year, is being explored. This isn’t very expensive and could be a great value, and is included in the Tentative Budget. The web domain name is cheaper if purchased 3 years at a time, so that will be the plan for the future. Supervisor McGee also stated the Town could see a reduction in insurance of about $850 this year if the plan is changed as recommended by our insurance provider. Councilperson Mehaffey asked if the budget line for an auditor could be eliminated. After discussion it was agreed that if the Confidential Secretary to the Supervisor, who has many years of experience in municipal accounting, was willing to spend more time looking over the books, and if the Town Board is willing to resolve issues based upon her recommendations, they would be willing to wait until 2020 for an audit. The Board agreed to make the commitment to add funds in next year’s budget to be sure an audit is done, as it has been many years since a full audit of the financial records has taken place. It was agreed to increase the line for Confidential Secretary to the Supervisor from $1,200 to $2,000 to cover additional hours of work. Highway Superintendent Rollins was asked if he would be willing to have his road maintenance - contractual budget line decreased by $3,000 less than originally proposed. He felt that would be acceptable. With the proposed changes, the increase would be 3.64%. Supervisor McGee moved, with a second by Councilperson Carpenter to adopt Resolution #2018-44. Resolution #2018-44 Move 2019 Tentative Budget to 2019 Preliminary Budget Enfield Town Board Special Meeting, October 3, 2018 3 WHEREAS, the 2019 Tentative Budget has been discussed at a public meeting, and WHEREAS, changes can be made to this budget until the Board passes this Budget, now therefore, be it RESOLVED, that the 2019 Tentative Budget be moved to the 2019 Preliminary Budget. Vote: Councilperson Bryant aye, Councilperson Carpenter aye, Councilperson Mehaffey aye, Councilperson Sims aye, Supervisor McGee aye. Carried Supervisor McGee moved, with a second by Councilperson Carpenter to schedule October 15, 2018 at 7:00 p.m. at the Enfield Community Building as the date and time for a public hearing on a local law for a tax cap override and for a public hearing on the 2019 Preliminary Budget. Vote: Councilperson Bryant aye, Councilperson Carpenter aye, Councilperson Mehaffey aye, Councilperson Sims aye, Supervisor McGee aye. Carried Supervisor McGee moved, with a second by Councilperson Sims to accept all recommendations for changes in insurance for equipment as recommended by Sprague Insurance. Discussion: Supervisor McGee reported she had a long discussion with Sprague Insurance, which included Highway Superintendent Rollins, and felt these were good recommendations. Vote: Councilperson Bryant aye, Councilperson Carpenter aye, Councilperson Mehaffey aye, Councilperson Sims aye, Supervisor McGee aye.
