HomeMy WebLinkAbout08-22-18-Special-Meeting Town of Enfield Special Town Board Meeting Enfield Community Building Wednesday, August 22, 2018 6:00 p.m. Present: Town Supervisor Beth McGee, Town Councilperson Mike Carpenter, Town Councilperson Mimi Mehaffey, Town Councilperson Becky Sims, Town Clerk Alice Linton. Town Councilperson Virginia Bryant arrived at 6:20 p.m. Supervisor McGee lead the assemblage in the Pledge of Allegiance to the Flag at 6:10 p.m. Privilege of the Floor: Clif Gannon of Enfield expressed his concerns regarding vehicles, motorcycles in particular, traveling at high speeds on North VanDorn Road. He has safety and quality of life concerns and would like something to be done. Supervisor McGee mentioned there have been several concerns expressed recently about vehicle speed in Enfield and she will ask the Board to determine an approach for requests going forward. Councilperson Mehaffey asked Mr. Gannon to write a letter to the Tompkins County Sheriff’s office and copy the Town Board on the letter, so concerns would be documented. New Business: Unified Solar Permit: Code Enforcement Officer Alan Teeter provided an updated version of the New York State Unified Solar Permit Application that he recommended the Town Board adopt. Terry Carroll of Cornell Cooperative Extension, who has been helping the Town with solar information, recommended the updated version. The fees can be adjusted by the Town Board. Councilperson Carpenter questioned the necessity of having construction documents stamped and signed by a New York State Registered Architect or New York State Licensed Professional Engineer. It was decided to change the language to state they would only be required if the Code Officer requested they be. At this time Town Councilperson Virginia Bryant arrived. Code Officer Teeter stated the old permit was only for roof mounted systems but the new permit would include both roof and ground mounted systems. Councilperson Sims will make recommended changes in the document and forward it to Code Officer Teeter. Supervisor McGee suggested having a higher fee, but not so high as to impede the desire to install a solar system. The Board agreed $200 would be a comfortable permit fee. Budget Amendment for Insurance Costs: Supervisor McGee moved, with a second by Councilperson Carpenter to adopt Budget Amendment #2018-9. Budget Amendment #2018-9 Move Funds for Insurance Premium Increase WHEREAS, the Highway Department recently purchased new equipment that requires insurance, and; WHEREAS, the new insurance premium exceeds the amount paid in January of this year, therefore be it RESOLVED, the Town Board authorizes the Supervisor to decrease line A1990.4, “Contingent Account” by $497.70, and increase line A1910.4, “Insurance-Property/Auto/Liability by $497.70. Carried Resolution for Bank Account Authorizations: Supervisor McGee moved, with a second by Councilperson Carpenter to adopt Resolution #2018-38. Resolution #2018-38 Authorized Signers for Banking Institution WHEREAS, Town Policy 100.1 designates the Tompkins Trust Company as the official banking institution of the Town of Enfield, and; WHEREAS, the Policy designates the Town Supervisor as the authorized signer on all accounts, and may designate the Deputy Town Supervisor to sign only in her absence, therefore be it RESOLVED, Town Supervisor, Bethany McGee, is the authorized signer on all town accounts through the Tompkins Trust Company and may designate Deputy Town Supervisor, Rebecca Sims, to sign in her absence on accounts determined by Supervisor McGee. Vote: Councilperson Bryant aye, Councilperson Carpenter aye, Councilperson Mehaffey aye, Councilperson Sims aye, Supervisor McGee aye. Carried Old Business: Solar Law Review: The Town Board discussed the sections on Abandonment and Decommissioning, Enforcement, and Fees and Escrow. Surety bonds were discussed along with what leverage the Board would have for enforcement. Once edits are made to the document, it will be brought back to the Board for review. Announcements: Supervisor McGee announced the Town received a grant from Home Depot to renovate the downstairs of the Community Building. In addition to a handicap bathroom being added, the ceiling, walls and floor will be painted. Three large lockable garage style cabinets for Enfield Community Council were included in the grant. October 6 is the date set to renovate, but prior to that thorough cleaning of the space needs to be done. Anyone interested in helping clean the space should contact Supervisor McGee.
