HomeMy WebLinkAbout07-18-18 Special Meeting Town of Enfield Special Town Board Meeting Enfield Community Building Wednesday, July 18, 2018 6:00 p.m. Present: Town Supervisor Beth McGee, Town Councilperson Virginia Bryant, Town Councilperson Mike Carpenter, Town Councilperson Mimi Mehaffey, Town Highway Superintendent Buddy Rollins, Town Clerk Alice Linton. Excused: Town Councilperson Becky Sims. Supervisor McGee lead the assemblage in the Pledge of Allegiance to the Flag at 6:00 p.m. Privilege of the Floor: No one wished to speak. Consent Agenda: Supervisor McGee moved, with a second by Councilperson Bryant to approve the Consent Agenda as follows: Audit Claims: The Town Board authorizes the Supervisor to pay: General Fund Vouchers #155 to 174 dated July 18, 2018 in the amount of $16,644.36 and Highway Fund Vouchers #137 to 158 dated July 18, 2018 in the amount of $71,456.31. Approval of Minutes of June 13, 2018 Regular Meeting and June 27, 2018 Special Meeting Budget Amendment for Final Newsletter Expense: Budget Amendment #2018-7 Newsletter Expense WHEREAS, expenses for the newsletter have exceeded the funds appropriated, therefore be it RESOLVED, the Town Board authorizes the Supervisor to decrease A1990.4, “Contingent Account” by $548.46 and increase A1670.4, “Central Printing and Mailing-Contractual-Newsletter” by $548.46. Authorization for Supervisor to Sign Tompkins County Health Insurance Consortium Management of Online Enrollment Changes Approval of Cemetery Policy Update Motion to Authorize the Town Supervisor to Submit CFA Application for Salt Storage Grant Motion to Authorize the Town Supervisor to Submit the Clean Energy Community Grant Proposal Vote on Consent Agenda: Councilperson Bryant aye, Councilperson Carpenter aye, Councilperson Mehaffey aye, Supervisor McGee aye. Councilperson Sims excused. Carried Old Business: Possible Purchase of Excavator: Highway Superintendent Rollins reported Volvo has a program whereby the highway department can purchase an excavator with a lease to buy through the National Joint Power Alliance. By using this national bid, the Town would not have to bid this piece of equipment. The excavator he would like the Town to purchase would have no payments due for 6 months. The cost would be $231,476 with interest at 4.120% for 5 years. There would be no early payment penalty. The yearly cost would be $51,249.24. Supervisor McGee mentioned it would make sense to just pay for the excavator in full and save interest for 5 years if the funds could be found. Enfield Town Board Special Meeting, July 18, 2018 2 Highway Superintendent Rollins stated there is $136,956 in the equipment reserve and approximately $90,000 should be left in the highway budget at the end of 2018. However, that would leave nothing for emergencies or other equipment. He expects the sale of the old excavator to bring approximately $6,000 to $10,000. The life of the new excavator should be 15 to 20 years. Councilperson Mehaffey asked if this was the most important piece of major equipment to be replaced at this time. Superintendent Rollins said that although other equipment should be replaced, this was currently the top priority. Councilperson Carpenter suggested listening to Superintendent Rollins’ best ideas and try to budget for them. Councilperson Bryant moved, with a second by Supervisor McGee to authorize Highway Superintendent Rollins to enter into an installment purchase contract to purchase a 2018 Volvo excavator, Model EW180E for $231,476. Vote: Councilperson Bryant aye, Councilperson Carpenter aye, Councilperson Mehaffey aye, Supervisor McGee aye. Councilperson Sims excused. Carried Supervisor McGee moved, with a second by Councilperson Carpenter to give Highway Superintendent Rollins permission to sell the old excavator in whatever way he feels is appropriate. Vote: Councilperson Bryant aye, Councilperson Carpenter aye, Councilperson Mehaffey aye, Supervisor McGee aye. Councilperson Sims excused. Carried Disability Premium Deductions Resolution: Supervisor McGee moved, with a second by Councilperson Carpenter to adopt Resolution #2018-37. Resolution #2018-37 Disability Insurance Deductions WHEREAS a resolution was passed December 27, 2017 to require all full-time Highway Department employees and the Highway Superintendent to pay $.60 per week to help defray one-half of the cost of disability premiums, and WHEREAS, on June 9, 2004 the Town Board approved paying the full amount of the premiums for this benefit in the resolution to approve the Employee Handbook, policy #809, and WHEREAS, the Enfield Highway Department staff has reviewed the benefits and disadvantages of not contributing to the cost of Disability benefits and has requested employee policy #809 be adhered to, therefore be it RESOLVED, the Town of Enfield will stop deducting the cost of Disability insurance from eligible employee payroll beginning the first payroll in August, 2018, and further RESOLVED, the Town Board authorizes reimbursement of all deductions taken for Disability expense to all employees impacted retroactive to the first payroll in January of 2018. Discussion: Supervisor McGee reported in the 2004 Town Policy Manual there is provision for the Town to pay 100% of the Disability premium. The highway staff would like to have that policy followed. This will involve a refund to employees of approximately $106.80. Vote: Councilperson Bryant aye, Councilperson Carpenter aye, Councilperson Mehaffey aye, Supervisor McGee aye. Councilperson Sims excused. Carried Enfield Town Board Special Meeting, July 18, 2018 3 Possible Donation of Trusses: Joe Dawson reported equipment is available to take down 25 8’ x 40’ trusses that could be donated to the Town, for the possible use of a pavilion that could be built on Town land. It was agreed these could be stored in the cold storage building for now. Highway Superintendent Rollins will coordinate with Joe Dawson and Councilperson Carpenter for delivery to the Town. Superintendent Rollins would be able to get the trusses into the cold storage building once they are delivered. Supervisor McGee moved, with a second by Councilperson Bryant to authorize the expenditure of up to $500 for hauling fees to move 25 trusses to the Town of Enfield cold storage building. Vote: Councilperson Bryant aye, Councilperson Carpenter aye, Councilperson Mehaffey aye, Supervisor McGee aye. Councilperson Sims excused. Carried Solar Law Review: The Town Board, with guidance from Jude Lemke, member of the Renewable Energy Advisor Committee, discussed possible edits to the draft Solar Law. Ms. Lemke will make recommended revisions and provide a revised draft for the Town Board’s further review. Announcements: Supervisor McGee announced there will be an event on July 19, 2018 at the Enfield Community Building during which there will be discussion about our youth and what programming residents would like to see in Enfield.
