HomeMy WebLinkAbout06-27-18 Special Meeting Town of Enfield Special Town Board Meeting Enfield Community Building Wednesday, June 27, 2018 6:00 p.m. Present: Town Supervisor Beth McGee, Town Councilperson Virginia Bryant, Town Councilperson Mike Carpenter, Town Councilperson Mimi Mehaffey, Town Highway Superintendent Buddy Rollins, Town Clerk Alice Linton. Excused: Town Councilperson Becky Sims. Supervisor McGee lead the assemblage in the Pledge of Allegiance to the Flag at 6:00 p.m. Privilege of the Floor: No one wished to speak. Changes to Agenda: Supervisor added approval of Amended 284 Agreement for the Highway Department and approval of voucher for purchase of new highway truck to the agenda. Consent Agenda: Supervisor McGee moved, with a second by Councilperson Carpenter to approve the Consent Agenda as follows: Budget Amendment #2018-6 Reallocate Assistant Bookkeeper funds to Confidential Secretary WHEREAS the position of Confidential Secretary was established by the Town Board on June 13th, 2018, and WHEREAS the position of Assistant Bookkeeper is no longer being filled, and WHEREAS funding is necessary to pay for the Confidential Secretary, therefore be it RESOLVED that the Town Board authorizes the Supervisor to decrease A1316.11- “Assistant Bookkeeper” by $500.00 and increase A1220.12- “Confidential Secretary” by $500.00. Vote: Councilperson Bryant aye, Councilperson Carpenter aye, Councilperson Mehaffey aye, Supervisor McGee aye. Councilperson Sims excused. Carried Audit Claims: Supervisor McGee moved, with a second by Councilperson Bryant to authorize the Supervisor to pay Highway Fund voucher #137 dated June 27, 2018 in the amount of $67,119.22. Amended 284 Agreement: Supervisor McGee moved, with a second by Councilperson Bryant to sign the Amended 284 Agreement authorizing the highway department to spend additional CHIPS funds. Discussion: Highway Superintendent Rollins explained the Agreement was amended from the document submitted in January as additional funds were awarded by New York State. The plan was amended from three roads to two due to substantially increased costs of oil. Superintendent Rollins still hopes to work on Buck Hill Road, but this Agreement includes only one mile of Aiken Road and one mile of South VanDorn Road. Vote: Councilperson Bryant aye, Councilperson Carpenter aye, Councilperson Mehaffey aye, Supervisor McGee aye. Councilperson Sims excused. Carried Old Business: Community Building Improvements: Supervisor McGee stated there was a recent inspection of the Enfield Food Pantry, but she hadn’t heard how that went. The Highway Department cleaned up all the brush Enfield Town Board Special Meeting, June 27, 2018 2 at the side of the building, and the Fire Department and other volunteers cleaned the inside of the food pantry. Highway Superintendent Rollins reported there was no longer a ditch along the side of the building – it filled in over the years – so water now runs where it wants to. He suggested either digging out the ditch again or putting in a storm drain. He estimated the cost of installing a storm drain would be about $2,000, which would include rental of a small excavator and the pipe. He would start the drain in the area of where a small storage shed is now located and run it into the storm sewer at the bottom of the hill. Supervisor McGee moved, with a second by Councilperson Carpenter to authorize the Highway Department to install a drain pipe and slope the soil away from the Community Building, at a cost not to exceed $2,500, with the funds coming from the General Fund building contractual budget line. Vote: Councilperson Bryant aye, Councilperson Carpenter aye, Councilperson Mehaffey aye, Supervisor McGee aye. Councilperson Sims excused. Carried Clean Energy Community Grant Proposal: Supervisor McGee reported she and Terry Carroll, of Cornell Cooperative Extension, met and put together foundational answers to grant questions. They looked at the numbers provided in three proposals that were submitted, and came up with some estimated numbers. The Town Board then discussed and commented on the draft responses provided, with input from Terry Carroll who was present to assist the Board. It was agreed the Board wouldn’t limit the application responses to ground mounted systems but would leave language open to roof mounted systems. It will also be stressed that the Town hopes this will be a start to reaching our renewable energy goals and in the future will look to making Town buildings more energy efficient. Supervisor McGee agreed to incorporate discussed changes into the application and draft a Letter of Intent. She will put together a Statement of Work and Milestone Payment Table and send the draft to Board members for action at the July meeting. She will also ask Town Attorney Guy Krogh to review the contract agreement. Announcements: Supervisor McGee announced the arrival of Henrietta Mae Sims (daughter of Councilperson Becky Sims and her husband Zach) on June 23. Resident Joe Dawson has some large roof trusses he would donate to the Town if they’d like them for use in a pavilion-type building. They are large enough that a center support would not be needed.
