HomeMy WebLinkAbout02-14-18-Regular-Meeting Town of Enfield Regular Town Board Meeting Enfield Community Building Wednesday, February 14, 2018 6:30 p.m. Present: Town Supervisor Beth McGee, Town Councilperson Virginia Bryant, Town Councilperson Mike Carpenter, Town Councilperson Mimi Mehaffey, Town Councilperson Becky Sims, Deputy Town Clerk Sue Thompson, Town Attorney Guy Krogh Supervisor McGee led the assemblage in the Pledge of Allegiance to the Flag at 6:30 p.m. Public Hearing for Second Extension of Town of Enfield Fire Contact Supervisor McGee opened the public hearing at 6:35 p.m. Ann Rider, Enfield, urged the board to refresh their memories regarding the December 27, 2017 Town Board meeting. This meeting was where the Addendum #1, Extension and Modification Agreement by and Between the Town of Enfield and the Enfield Volunteer Fire Company, Inc. was passed by the Town Board. Ann Rider read the resolution from the December 27 meeting. She reminded the board that it was important that f ire protection should be on going for the safety of all residents. Walter Smithers, Enfield, stated he had a lot of displeasure with the Town Board. He feels there are thousands of dollars being spent that could be better spent on other needs of the Town. He feels volunteers in the Town are the strongest resources the community has and if the Town does not appreciate the volunteers they should look into a paid fire company. Supervisor Beth McGee, Enfield, stated that the fire contract was about being transparent and compliant with the law. The Town Board has known since 2007 that laws have changed for fire companies to be more accountable to the residents. Rules have been put in the Enfield Town Policies and Procedure manual but subsequent town boards never carried through with those policies. Accountability for safety and the volunteers (and taxpayer dollars) is important. She stated she thought the negotiations were going well. Supervisor McGee closed the public hearing at 6:40 p.m. Privilege of the Floor Edith Ryan Griffin, Enfield, stated she had recently moved to Hayts Road. She is unhappy with the high traffic speed on the road. She would like to see the speed limit moved to 45 miles an hour, possibly even 35 miles an hour because of farm traffic. She would like to see a speed limit sign put up on the road. Edith Ryan Griffin stated she was told that the Enfield Town Board would have to give approval for changes before the County could address the problem. It was suggested a petition from the residents could be obtained. Walter Smithers stated that a petition was used to get the speed limit changed on Enfield Main Road. Consent Agenda: Enfield Town Board Regular Meeting, February 14, 2018 2 Supervisor McGee asked for changes to the Consent Agenda. She then asked to have a Budget Amendment for moving remaining Highway Funds from 2016 and 2017 to Equipment Reserve added to New Business. Councilperson Carpenter made a motion with a seconded by Councilperson Bryant to approve the Consent Agenda, which included minutes of the regular meeting of January 10, 2018 and the minutes of the Special Audit meeting of January 16, 2018; and Audit Claims and a Budget Amendment. Audit Claims: The Town Board authorizes the Supervisor to pay General Fund vouchers #24 to #60 dated February 14, 2018 in the amount of $24,533.42 and Highway Fund vouchers #23 to #48 dated February 14, 2018 in the amount of $28,604.21. Budget Amendments: Budget Amendment #2018-3 Fire Protection Fund Worker’s Compensation WHEREAS, Worker’s Compensation expenses have exceeded the budget in the Special Fire Fund, now therefore be it RESOLVED that Fire Protection Fund line SF3410.4 titled “Fire Protection-Contractual” be reduced by $844.00, and Fire Protection Fund line SF9040.8 titled “Workman’s Compensation” be increased by $844.00. Vote on Consent Agenda: Councilperson Bryant aye, Councilperson Carpenter aye, Councilperson Mehaffey aye, Councilperson Sims aye, Supervisor McGee aye. Correspondence: A letter from Steve Dewitt, Board of Elections stating that they will be looking for another polling location in the Town of Enfield. They stated they appreciated all the help they received from Superintendent Rollins during the election. A letter from Steve Dewitt, Board of Elections, stating they will be signing a contract with the Living Waters Church to use as the new polling location in 2018. County Legislator's Report: David McKenna, County Legislator, reported all was going well with the County Board. Laura Lewis was placed in the at-large position on the Tompkins County Industrial Development Agency (TCIDA) and there is still a position for at-large open. Councilperson Sims asked how at-large seats were selected on the Board. Legislator McKenna suggested Councilperson Sims could call Martha Robertson, Chair of the Legislator, for more information. He reported sales taxes were up quite a bit - 6.22% from last year. The new County Administrator was there for first legislators meeting. He stated he is on a committee which is working on a study to figure out different spacing for county administration in different buildings. Enfield Town Board Regular Meeting, February 14, 2018 3 Highway Superintendent Report – no report Code Enforcement Report: Code Enforcement Officer Alan Teeter submitted his report that showed there was 1 new home building permit in January. He has a request for replacement of a mobile home on Enfield Center Road to replace the mobile home which burned down in January. He also reported that198 Enfield Main Road was in bad shape. The owner does not have a solution to fixing the home and will probably stop paying taxes on the property. The property will then go to the county and will then go to auction. There has been no interest from the neighbors of the property in purchasing the property. He is now working on condemning the property. Town Clerk Report: Deputy Town Clerk Thompson reported that tax collection has been good. Supervisor Report: Supervisor McGee read her submitted February 2018 report: • Worked with Excellus to resolve dental insurance cancellation from August 2017 • Communicated with committee appointees for Environmental Management Council and Finance Committee • Conducted phone interviews with Planners for Comprehensive Plan review • Attended Environmental Management Council meeting • Attended TCCOG meeting - Streetlight Conversion was the main topic; next month will be a presentation on the new guide to the County’s 239 review process • Met with ECC Middle School youth coordinator Eric Carter about the Community Building space downstairs • Cleaned all Community Building bathrooms and upstairs meeting space twice • Discussed chairs for the meeting space with Judge Poole, who has agreed to contribute 50% of the cost of replacement chairs for the red and blue ones. Looking for chairs that are in good, used condition for around $400 total. • Considered a new runner for Community Building entry way. Low-flow toilets would save water and stay cleaner. Even if we plan to create a new space for town use, small economical improvements should continue to be made to this one, especially if they would be transferable to a new space. The window in the Food Pantry should be done in the spring. A volunteer crew to clean and tend to some of the smaller issues in the community area would make a big difference. • Purchased cleaning and paper supplies for bathrooms and meeting space • Met with Alan Teeter to go over facility issues • Did inventory of heating equipment of all buildings, with hopes to negotiate a service contract with Griffith or other service • Held audit meeting January 16th • Attended Grange “Enfield Talks” dish to pass • Paid Fire Dept. January installment of $60,000 • Planned a Public Hearing for a new extension for the Fire Contract to accommodate delays in the Fire Department’s response to the proposed contract. Communicated with Attorney Guy Krogh and the Town Board regarding the contract. • Met with Councilperson Sims to discuss Comprehensive Plan data presentation Enfield Town Board Regular Meeting, February 14, 2018 4 • Arranged a free hour-long consultation at the AOT annual meeting on Funding opportunities and arranged registration and transportation for Beth and Mimi to attend • Communicated with Tompkins County Human Resources about our Cemetery coordinator/maintenance position and payroll certification • Connected with Highway Superintendent Buddy Rollins on various issues regarding information in the Comp Plan and the man door at the Highway building, dental insurance, and employment policies. Contacted Hybrid Foam Insulation about the man door and determined we may be able to insulate the door ourselves to stop the freezing and condensation. Buddy will consider this. • Communicated with Jean Owens of the Food Pantry to obtain the insurance binder for the pantry, food pantry use of the community area, cleaning needs, and attendance. ▪ Distribution is open to clients on Sundays from 11:30 until 1:00 and Mondays from 12:30 until 3:30. There are 4 hours or more of preparation and cleanup for each pantry. There are 100 plus volunteer hours per week. In December they averaged serving 370 adults, 255 children ages 18 and under, and 50 seniors in just over 200 households A WEEK distributing over 10,000 pounds of food A WEEK to those families. They serve around 25% of our Enfield resident s at some point during the year. (An invitation has been extended to Town Board members to join them any time to see the Food Pantry operation.) • Met with the bookkeeper regarding highway transfers, health insurance payment problems, payroll and budget concerns. Committee Reports Planning Board: Dan Walker, chairperson, was not in attendance but reported to Supervisor McGee that the February meeting was cancelled due to weather conditions and no project concerns. He is planning more training sessions for the Planning Board and keeping in touch with progress on the Comprehensive Plan and Energy Law Committee. Enfield Seniors: Pat Dougherty thanked the Town Board for their continued support. She introduced the new president, Pat Baker and thanked Bill Eisenhardt for his time as President. She reported that for 2018 Bill Eisenhardt is Vice President, Linda Stillwell is Treasurer and Secretary is Bonnie Huff. The support the Seniors receive helps the group take trips on a bus they otherwise might not be able to go on because a lot of seniors no longer drive. The Senior meet the 3rd Wednesday of each month at 11:30 for lunch at the Living Waters Church, Enfield Main Road. It is a dish to pass with a “lunch basket” donation of $1.00. Enfield Volunteer Fire Company (EVFC): Alan Teeter read the submitted February report from the EVFC. Total Calls for January 2018: 33; EMS Calls 15; MVA’s 1; Service Calls 5; Fire Calls for Enfield 12; Mutual Aid Given: Danby 2, Newfield 2, Trumansburg 3. February 2018 Trainings: 2/1 General meeting; 2/8 Work Detail and Truck Checks; 2/15 Fire training; 2/22 Open: possibly CP and OSHA Training; 2/27 New Officer’s Meeting; 2/11 Chicken Barbeque. Enfield Town Board Regular Meeting, February 14, 2018 5 Renewable Energy Advisory Committee: Councilperson Carpenter reported he had not attended the last meeting and asked Councilperson Mehaffey to report on the meeting. Councilperson Mehaffey reported they did not get further on their work. They did look at the Danby solar law and discussed and made revisions in response to the Danby law. The Committee is working on the decommissioning of solar panels. Councilperson Carpenter asked about a deadline for the Committee. Supervisor McGee asked if they felt they were on a good track. Both Councilpersons Carpenter and Mehaffey felt that the solar law has moved ahead very well. Councilperson Mehaffey thought the board should get comfortable with the draft before it goes to the Attorney. She thought the Committee could have a draft of the solar law by March. Councilperson Sims asked if they could have a draft with comments as to why they chose the wording and how it works. Jude Lemke, attorney and member of the committee, has been looking at the legal aspects of the law to save time and money for the town. Cayuga Lake Intermunicipal Organization (IC) Councilperson Sims reported she attended the January meeting of the IC. She plans on continuing to attend meetings. The Committee was excited as this was the first time a representative from Enfield has attended. The Committee is an intermunicipal organization to address Cayuga Lake watershed issues. The Town of Enfield paid dues of $600 in August 2017. The Committee gets most of their funds from Towns and it supports lake-wide water quality projects; workshops, and the floating classroom. The main topic was grant funds and encouraging towns to apply for a grant. Enfield could apply for a grant for the salt storage barn, or other projects to improve water quality. There will be a grant workshop in April in Seneca Falls, and highway departments are encouraged to attend. Councilperson Bryant stated she would like to go the workshop. Old Business: Appointment of Environmental Management Council (EMC) Representative. Maureen Bolton was recommended for the EMC Representative position. Councilperson McGee. introduced Maureen Bolton. Maureen Bolton reported she was from Wyoming County and was very involved in agriculture and rural lands. She received her Master’s Degree at Cornell in Landscape Architecture. She was on a Conservation Advisory committee which looked at the development plans for towns. Councilperson Carpenter made a motion and Councilperson Bryant seconded to accept Maureen Bolton for the EMC Representative position. Supervisor McGee asked for any discussion or questions. There was no further discussion. Vote on EMC Representative Position: Councilperson Bryant aye, Councilperson Carpenter aye, Councilperson Mehaffey aye, Councilperson Sims aye, Supervisor McGee aye. Councilperson Carpenter asked Maureen Bolton to report back to the Board about the EMC Council. Supervisor McGee will send emails to other candidates who were interested in the at-large committee member positions. Appointment of Finance Committee Member: Supervisor McGee introduced Debbie Parsons as a candidate for the Finance Committee. Debbie Parsons stated she had Enfield Town Board Regular Meeting, February 14, 2018 6 recently retired as the Chamberlain for the City of Ithaca. She is very familiar with the budgeting process. She feels she has expertise she can bring to the town. Supervisor McGee made a motion and seconded by Councilperson Bryant to appoint Debbie Parsons as a member for the Finance Committee. Vote on Finance Committee Member: Councilperson Bryant aye, Councilperson Carpenter aye, Councilperson Mehaffey aye, Councilperson Sims aye, Supervisor McGee aye. Hiring of a Planner for Comprehensive Plan Review: Supervisor McGee stated they had two applicants for the Planner position. She forwarded the resumes of Cody Jenkins and Matt Johnson to Town Board Members. She then introduced Cody Jenkins. He stated he has been planner for over 7 years. He has helped in reviewing and creating master plans for towns. Councilperson Carpenter asked Cody Jenkins if he could give a short evaluation of the Enfield comprehensive plan. Cody Jenkins responded that he had read quickly through the Plan and that the principles were going in the right direction. He said that he thought it was a good size for people to want to read. He noticed there were no maps included and wondered if they would be added. Supervisor McGee said yes that Dan Walker, Planning Board Chair, would be adding them later. Councilperson Carpenter asked if he felt the Plan looked to the future enough? Cody Jenkins replied he could not answer that without looking at the Plan closer. He stated it was a good question to address on how far in the future 5, 10 years, etc. they wanted to look. Councilperson Sims asked what he saw as the most important function to having a Comprehensive Plan. Cody Jenkins answered that it is a core document, which can be used to create plans for your town. It can be used as a basis in looking for grants for the town. Supervisor McGee stated that Cody Jenkins had some limitations as he is moving in the coming months and would need to do some work though telecommunications. Councilperson Carpenter asked what the Town Board has to decide in order to make a decision on hiring a planner. Supervisor McGee stated Cody Jenkins would charge $25 an hour. A contract would have to be developed on what the service would be and what the limits would be. Attorney Krogh stated that because it was for a specialized skill no competitive bidding was needed. Councilperson Carpenter made a motion to hire Cody Jenkins as the Town of Enfield Planner. Supervisor McGee seconded the motion. It was pointed out that out of fairness Matt Johnson should also be interviewed. Supervisor McGee pointed out that Matt Johnson was local and had valuable experience for the position. Councilperson Carpenter withdrew his motion. Matt Johnson could not be at the meeting tonight because he was giving a presentation in the Town of Caroline. Arrangements will be made to meet with Matt Johnson. Supervisor McGee asked Cody Jenkins if it was necessary, would he be able to work collaboratively with another Planner. Cody Jenkins said yes he would be able to. Supervisor McGee thanked Cody Jenkins for coming. Enfield Town Board Regular Meeting, February 14, 2018 7 Attorney Guy Krogh arrived at this time. Contract with Enfield Volunteer Fire Department: Supervisor McGee stated that the Town Board has agreed that Councilperson Mehaffey, Supervisor McGee and Attorney Krogh will meet with two Fire Company board members and their attorney Mark Butler. They have received answers regarding the contract and most of it was acceptable. Attorney Krogh reported that Attorney Butler was not currently available. Attorney Krogh stated the Fire Company has yet to agree to Addendum # 2 but there is a clause in Addendum # 1 that allows for continued services in the event of any lapse. Supervisor McGee reported that there are some bits of information still needed, accountability and compliance is still being discussed. Supervisor McGee made a motion to accept the Addendum #2 Second Extension and Modification Agreement. Supervisor McGee read Addendum #2 Second Extension and Modification Agreement by and Between the Town of Enfield and the Enfield Volunteer Fire Company, Inc. ADDENDUM #2 SECOND EXTENSION AND MODIFICATION AGREEMENT BY AND BETWEEN THE TOWN OF ENFIELD AND THE ENFIELD VOLUNTEER FIRE COMPANY, INC. WHEREAS, the Town of Enfield ("Town") and the Enfield Volunteer Fire Company, Inc. ("Fire Company") operate cooperatively under and pursuant to a certain services agreement dated January 1, 2013 (the " Agreement"); and WHEREAS, the Agreement expires by its terms upon December 31, 2017 and contains no automatic extender or renewal clause; and WHEREAS, the Town and the Fire Company have engaged in discussions about the 2018 contract, whether as a short-term or multi-year contract, and discussions and negotiations have not proceeded at a pace as will result in a new contract by January 1, 2018; and WHEREAS, the Town must have fire protection and the Fire Company must serve its territory, such that, until an agreement was reached the Town and Fire Company had previously agreed to extend services and the 2017 contract through February 28, 2108, upon the terms and conditions as stated in such first Addendum and extension; and WHEREAS, February is days away and the Fire Company has not issued any reply to the draft 2018 contract as delivered by the Town in December, 2017; and WHEREFORE, based upon the foregoing and the terms hereafter set forth, the Town and the Fire Company agree as follows: 1. This addendum shall be labelled as Addendum #2 and appended to the Agreement. 2. The Fire Company will provide fire protection services as outlined in the Agreement, for the payments and other consideration made and to be delivered by the Enfield Town Board Regular Meeting, February 14, 2018 8 Town, all as set forth in and required by the Agreement, from March 1, 2018 through April 30, 2018. 3. This addendum will automatically renew and extend through December 30, 2018 upon May 1, 2018, to ensure adequate services are provided, and any formal notice or termination of the Agreement (as extended) or services under the Agreement shall comply with the notice requirements of Town Law S 184. 4. This addendum and the Agreement will be terminated and replaced when the Town and the Fire Company reach an accord as to the terms of a new contract governing services and payments (the "2018 Contract"), and the 2018 Contract must be duly authorized by the Town and the Fire Company, including by the making of required public interest determinations and holding of a public hearing thereupon, prior to the termination of the Agreement and its Addendums. It is the express intent of the Town and Fire Company that this provision be construed, interpreted, and applied to ensure that at all times during the calendar year 2018 a fire contract is in place and fire protection services are duly provided. 5. The Town and the Fire Company shall communicate and meet in good faith to update the Agreement and develop, authorize, and execute a 2018 Contract. 6. The Town shall pay the sum of $25,381.70 per month on or before the 15th day of each month of this Addendum #2 for fire protection and related services under the 2017 contract, as extended and so amended by Addendum #1 and Addendum #2. 7. After the requisite public hearing and as authorized by law, the Town agrees that any increase in compensation for calendar year 2018 shall be retroac tively paid to the Fire Company for that portion of the 2018 calendar year during which fire services were provided under these Addendum extensions to the Agreement. However, in limitation thereof, the 2018 Contract shall be required to expressly state such payment as an element of approved consideration for the 2018 Contract, as required by Town Law S 184. In agreement herewith and thus amending and extending the Agreement, the Town and the Fire Company have duly executed this Addendum #2, with the same to be and become immediately effective upon midnight upon February 28, 2018. Councilperson Sims seconded the motion made by Supervisor McGee. Corrections were made: Fourth paragraph February 28, 2108 be changed to February 28, 2018. Fifth paragraph WHEREAS, February is days away and the Fire Company has not be changed to WHEREAS, March is days away and the Fire Company has not. Councilperson Mehaffey asked if they could pass the Addendum #2 without an answer from the Fire Company. Attorney Krogh answered yes. The Fire Company will get back with an answer but they, the town, have to extend the contract somehow. There is a “savings” clause in Addendum #1 just like Addendum #2 that carries you through. This will guide the town to authorize to pay for the service. If the Fire Company continues with addendum #1 they would not get the increase of money. This gives an incentive to move forward and come up with a contract. . Supervisor McGee stated Councilperson Mehaffey and Attorney Krogh will set up a meeting time with the Fire Company. Councilperson Mehaffey thought the Town Board and Fire Company needs to meet even if it’s not with lawyers. It was stated that the Town does appreciate the Fire Company's service and the town needs to manage the fire protection district with due diligence. Enfield Town Board Regular Meeting, February 14, 2018 9 A vote was asked for to give permission for Supervisor McGee and Deputy Town Clerk, Sue Thompson, to sign Addendum #2 Second Extension and Modification Agreement by and Between the Town of Enfield and the Enfield Volunteer Fire Company, Inc. Vote on Addendum #2: Councilperson Bryant aye, Councilperson Carpenter aye, Councilperson Mehaffey aye, Councilperson Sims aye, Supervisor McGee aye. Update on Street Light Conversion Supervisor McGee stated that at the TCCOG meeting there was discussion on converting street lights to LED’s. She said NYSEG owns two street lights at the Enfield Highway Department and two at the Town Hall; the rest are owned by the town. NYSEG wants Towns to sign a confidentially agreement (non-disclosure agreement) which says Towns cannot disclose the cost of purchasing the lights. Attorney Krogh stated the contract was a good legal contract. He will send Supervisor McGee a non-competitive contract. Supervisor McGee stated that former Supervisor Ann Rider had submitted a letter with purchase offer for the lights and that conservation is the goal. Supervisor McGee will put together the cost of the lighting now. She wants someone to look at lights owned by the Town to see how to convert the lights to LED’s. A warranty follow up should be included in the work according to Attorney Krogh. Attorney Guy Krogh left the meeting at this time. New Business Requests to Move Funds to Equipment Reserve by Highway Superintendent. Supervisor McGee stated that requests were made by Superintendent Rollins in 2016 and 2017 to move remaining appropriated funds to Equipment Reserve at the end of each year. Information regarding those funds: Remaining 2016 money is $42,904.20 and 2017 money is $62,233.23, totaling $105,137.43. At the end of December 2017, $100,000 was moved from highway savings to equipment reserves per former Supervisor Rider, but no board resolution to do that. Does the board want to transfer $105,137.43 or just $5,137.43 because $100,000 already moved? This is just moving money from savings to savings in the highway fund. Debit DA231 – Equipment Reserves and Credit DA201 - Highway Savings. Supervisor McGee motioned and seconded by Councilperson Bryant to accept Resolution #2018-24Highway Equipment Reserve. Resolution #2018- 25 Highway Equipment Reserve WHEREAS, the Highway Superintendent requested the Town Board place leftover highway funds at the end of December 2016 and December 2017 in Account DA231, titled “Equipment Reserves” and; Enfield Town Board Regular Meeting, February 14, 2018 10 WHEREAS the amount of leftover funds were $42,904.20 in 2016 and $62,233.23 in 2017, for a total of $105,137.43, and; WHEREAS funds totaling $100,000 were moved from line DA201, titled “Highway Savings“ in December of 2017 in error without a resolution, to DA231, “Equipment Reserves”, therefore be it RESOLVED that line DA201, titled “Highway Savings”, be reduced by $5,137.43, and line DA231, titled “Equipment Reserves" be increased by $5,137.43. Vote on Resolution #2018–24: Councilperson Bryant aye, Councilperson Carpenter aye, Councilperson Mehaffey aye, Councilperson Sims aye, Supervisor McGee aye. Dental Insurance Contract: Supervisor McGee stated the dental insurance for the town employees has been cancelled because of non-payment in August of 2017. She stated they couldn’t do a reinstatement, they had to have a new contract. Councilperson Carpenter made a motion seconded by Councilperson Bryant to authorize Supervisor McGee to sign a dental insurance contract for current full time employees and retirees. Discussion: Supervisor McGee will obtain signatures from employees regarding insurance. She said the dental insurance was not purchased through the Consortium Insurance as it was too expensive. She also advised that the Board should address the insurance policies in the town policy manual. Vote on Dental Insurance: Councilperson Bryant aye, Councilperson Carpenter aye, Councilperson Mehaffey aye, Councilperson Sims aye, Supervisor McGee aye. Clean Earth Septic Service: Councilperson Carpenter motioned with a seconded by Councilperson Bryant to sign the contact with Clean Earth Septic Service. Discussion: The funds for this service will come out of the general fund. The service is for drainage of the separate holding drain tank at the highway department. Vote on Clean Earth Septic Service: Councilperson Bryant aye, Councilperson Carpenter aye, Councilperson Mehaffey aye, Councilperson Sims aye, Supervisor McGee aye. Recommendation by Insurance Company Supervisor McGee stated that the Town Insurance requested a few items for the policy. One was a Certification of Insurance from the food pantry which she has received. The other request was for the Community Building,182 Enfield Main Road, to have an awning placed over the back entrance. The Board questioned why and if it was really needed. Supervisor McGee said she had already arranged with Superintendent Rollins to get calcium and a new shovel for taking care of the sidewalk. The Board decided to let the insurance company know this awning discussion was pending. Supervisor McGee will contact the insurance company about the decisions. Enfield Town Board Regular Meeting, February 14, 2018 11 Privilege of the Floor Edith Ryan, Enfield, restated she was upset about the traffic speed on Hayts Road. She would like to receive a recommendation from the Town Board to change the speed limit. Ithaca has already requested a lower speed limit for the road and it was denied. She said she would do a petition for a 35 mile an hour or 45 mile an hour limit for a 6 mile stretch. Supervisor McGee said if Edith Ryan brought a petition to the board she would look into what, if any, action the Town Board could take if they were willing. Announcements Councilperson Sims announced the Enfield grange monthly Potluck Dinners are open to all of the community. They occur the third Sunday of the month from 5 to 7 pm and everyone brings a dish to pass if they can. This coming Sunday, February 18,Fire Safety will be discussed. Pat Dougherty announced that on May 16 the Assessment Review will be held at the Enfield Town Hall from 3 to 6 p.m. May 2 is training for the Assessment Board.
