Regular Town Board Meeting Minutes
Enfield Community Building
Wednesday, May 13, 2015
6:30 p.m.
Present: Town Supervisor Ann Rider, Town Councilperson Virginia Bryant, Town Councilperson
Mike Carpenter, Town Councilperson Beth McGee, Town Clerk Alice Linton. Excused: Town
Councilperson Vera Howe-Strait.
Supervisor Rider opened the regular meeting at 6:30 p.m. by leading the assemblage in the Pledge
of Allegiance to the Flag.
Privilege of the Floor: Lee Haefele of Haefele TV, Spencer, NY, informed the board he is
interested in expanding broadband service to Gray Road this summer. Haefele TV has changed
their channel numbers. He suggested the town's telephone bill, which is through Haefele, could be
reduced if we could reduce the number of phone lines we have.
Approval of Minutes: Supervisor Rider moved, with a second by Councilperson McGee to
approve the minutes of the April 8, 2015 regular town board meeting.
Vote: Councilperson Bryant aye, Councilperson Carpenter aye, Councilperson McGee aye,
Supervisor Rider aye. Councilperson Howe-Strait excused. Carried
Supervisor Rider moved, with a second by Councilperson McGee to approve the minutes of the
April 15, 2015 special town board meeting.
Vote: Councilperson Bryant aye, Councilperson Carpenter aye, Councilperson McGee aye,
Supervisor Rider aye. Councilperson Howe-Strait excused. Carried
Budget Amendments: Councilperson Carpenter moved, with a second by Councilperson McGee
to approve Budget Amendment #2015-20.
Budget Amendment #2015-20
WHEREAS, expenses have exceeded the budget in the Highway Fund line DA5142.1 titled "Snow
Removal - Personnel Services", now therefore be it
RESOLVED, that the Highway Fund Account, line item DA5110.1 titled "General Repairs -
Personnel Services" be decreased by $7,577.30 and line item DA5142.1 be increased by $7,577.30.
Discussion: Supervisor Rider stated the budget is divided into snow removal and general repairs.
The snow removal line item had insufficient funds.

Supervisor Rider aye. Councilperson Howe-Strait excused. Carried
Councilperson Carpenter moved, with a second by Councilperson McGee to approve Budget
Amendment #2015-21.

Budget Amendment #2015-21
WHEREAS, expenses have exceeded the budget in the Highway Fund line DA5142.14 titled
"Snow Removal - Overtime", now therefore be it
RESOLVED, that the Highway Fund Account, line item DA5110.1 titled "General Repairs -
Personnel Services" be decreased by $1,032.99 and line item DA5142.14 be increased by
$1,032.99.
Discussion: Supervisor Rider stated there is an overtime line in general repairs, but there isn't a lot
in that line, so the money was taken from personnel services to balance this overdrawn line.

Supervisor Rider aye. Councilperson Howe-Strait excused. Carried
County Legislator's Report: Dave McKenna reported the county determined this year they will
plan to increase the budget by 1.3%. The proposed fireworks legislation did not pass. This would
have allowed the use of sparklers. There should be a decision soon on the use of the old public
library.
Code Enforcement Report: Code Enforcement Officer Alan Teeter reported in April there were 6
permits issued or renewed, with 2 of those for solar installations. He issued 1 certificate of
occupancy and 2 certificates of completion. He completed 26 inspections and progress checks. He
received 3 valid complaints, and completed 2 fire and safety inspections. He attended training on
inspecting solar electric systems and solar hot water systems.
Audit Claims: Councilperson Bryant moved, with a second by Councilperson McGee to author ize
the supervisor to pay General Fund vouchers #147 to #181 dated May 13, 2015 in the amount of
$34,345.87 and Highway Fund vouchers #82 to #102 dated May 13, 2015 in the amount of
$26,417.23.

Supervisor Rider aye. Councilperson Howe-Strait excused. Carried
Correspondence : E-mail from Ed Bugliosi stating $24,000 will be paid by the county for test wells
in Enfield as part of the Aquifer Study. This should be sufficie nt for 4-6 wells.
Letter from Scott Doyle regarding projects for the 2015 Stream Corridor Restoration. Enfield did
not put in any requests.
Letter from Laberge Group offering support for submitting applications for grants and funding.
Information from LaBella Associates offering support for submitting applications for grants and
funding.
Letter from the Comp Alliance regarding Workers' Compensation.
Supervisor's Report: Supervisor Rider spoke with several people about razing the building across
from town hall. She has tried to contact TCAT to see what requirements they have for a Park and
Ride on that site. She contacted NYSEG about taking down the two electric poles on the lot that

have wires to nowhere. She contacted Pellegrinos and found they are working on getting junk cars
off town property so there can be a closing on the property. She talked to the Department of
Environmental Conservation about disposal of the buried fuel oil tank behind the old highway
facility and found no permit was required.
Committee Reports:
Planning Board: Chair Dan Walker reported the last meeting was quiet with no requests for sub -
divisions or site plan reviews. Dan attended a meeting in Newfield where several towns were
represented and there was a discussion of pros and cons of site plan review laws and sub -division
regulations. On-line training is planned for future Planning Board meetings.
Health Insurance Consortium: Supervisor Rider stated several more municipalities have joined and
the group is working on making policies that conform with the affordable care act.
Enfield Community Council: Supervisor Rider reported the ECC received a grant of $24,000 from
Barbara Lifton to go towards construction of the planned new community building.
Recreation Partnership : Carolyn Tschanz submitted her report which showed the 2014 year end
participation statistics for all programs. There will be 3 scenarios created for the 2016 budget
guidelines. The town board must provide guidance to the Recreation Partnership board as to which
budget scenarios would be acceptable. The first would be no change in the budget which would
equal program cuts. Enfield's contribution would be about $5,350 at this level. The second option
would be a 3% budget increase. Enfield's contribution would be about $5,511 at this level. The
third option would be a maintenance of effort which would mean no change in programming or
staffing.
County Youth Board: Supervisor Rider stated they are brainstorming for ways to share services
and have no duplications.
Enfield Volunteer Fire Company: Fire Chief Roger Lauper submitted his report for April showing
35 total calls. These included 2 MVA with no injuries, 5 service calls, 2 CO calls, 12 EMS/Rescue,
8 mutual aide, 5 fire calls and 1 car fire. May trainings will include pump training/driving, station
maintenance and make-up OSHA trainings.
Facilities Manager: Councilperson Carpenter stated his items will be under old business.
Comprehensive Plan Writing Committee: Councilperson McGee reported the committee continues
to work on four sections of the Plan. Seven surveys have been returned from elected officials.
Another meeting is scheduled for May 27 to go over the writing that has been completed thus far.
Aquifer Study Fundraising Group: Nancy Spero reported an information table was set up at the
Country Fair last weekend at Enfield School.
Old Business:
Dog License Fees: Councilperson Bryant has gathered information from other municipalities on
their dog license fees. Supervisor Rider, Councilperson Bryant and Town Clerk Linton will meet
Thursday, May 21 at 5:00 to discuss recommendations for dog license fees.

Highway Building Assessment : Supervisor Rider stated she went through the building specs and
lo oked at old minutes regarding problems.
Dan Walker reported a mechanical engineer from LaBella came out and looked at the building
several weeks ago and confirmed there appears to be a moisture problem. He found the contractor
did not do a neat, good job on construction. Quality control was poor. There may be a batting
insulation problem. If a vapor barrier was put in, it may not have been sealed. The pole building
type of construction is inexpensive, but makes it easier for air and moisture infiltration. It was also
noted that the heat tubes should be serviced annually.
Councilperson Carpenter suggested that it was probably not necessary to take off a few panels from
the wall to see what kind of moisture problem was behind them. It would be better to wait for a
whole building survey, as there could be different problems behind different panels.
Supervisor Rider will put together a list of possible engineers and send to board members to see if
they want to add to the list. An RFP will need to be written for this project
Park & Ride Update: Supervisor Rider has an estimate of $1,200 from Finger Lakes ReUse to take
the building across from the town hall down to the foundation if an asbestos survey is done.
Supervisor Rider will get an estimate on an asbesto s survey.
Town Hall Parking: New signs have been installed next to the town hall for the current Park and
Ride. Supervisor Rider will provide letters to be put on the cars at Park & Ride so drivers will know
the new procedures.
Solar Enfield: A special town board meeting was scheduled for May 21 at 6:30 p.m. to start work
on a Solar Farm Law.
Repairs to Town Hall: Councilperson Carpenter feels there are four categories for this project:
Minor repairs (costing less than $200 each)
Existing non-functional (fuel tank, 2 furnaces to be removed)
Heating and cooling issues
Painting
Councilperson McGee will check with Kevin Black to see if he would be interested in doing the
minor repairs.
Councilperson Carpenter feels that if the building is painted a light gray, only one coat of paint, in
addition to a primer, may be needed. S upervisor Rider feels the town should get bids for painting
the building. An RFP can be prepared and the information can be put on the town's website.
Councilperson Carpenter wants to look at the heating situation before next winter. There is a fairly
new oil furnace that heats the office, but has significant heat loss. Long-term he would like
something such as an air source heat pump to heat and cool the building. He will get pr oposals for
that type of system that would probably be in the $3,000 to $4,000 range, installed.
Supervisor Rider will move the process along to get the underground fuel tank removed. She has
contacted the Department of Environmental Conservation and was told if any stained ground, or a
smell is noticed while removing the tank, DEC needs to be notified and the contaminated soil must
be removed, if necessary. She will ask Highway Superintendent Rollins about assisting with this.

Sub-Division Regulations : Planning Board chair Dan Walker stated the Planning Board has
approved the proposed changes to the Sub -Division Regulations. Changes were made to Section
204. Sections 204.1, 204.2 and 204.3 were rearranged to put sub-divisions with 2 lots first. A
minor sub-division resulting in 3 or 4 new lots, and no new public facilities, would require a public
hearing and would follow the regular sub-division process. A major sub-division would be one
that may require new public streets, utility extensions, etc. and would re sult in 5 or more lots. The
only change is a sub-division into 2 lots does not need to come before the Planning Board. He
would like to pass these regulations as a local law since the town doesn't have a zoning ordinance .
Supervisor Rider moved, with a second by Councilperson Bryant to accept the Enfield Sub -
Division Regulations as presented by the Planning Board, and move them to a local law.
Discussion: Councilperson Carpenter had some questions on the language in the document, but
was willing to discuss the items in more detail after the process began to make the regulations a
local law.

Supervisor Rider moved, with a second by Councilperson McGee to hold a public hearing on the
proposed Sub-Division Regulation Law on June 10, 2015 at 6:15 p.m.

New Business:
Enfield Volunteer Fire C ompany Appointment of Hearing Officer: Supervisor Rider moved, with a
second by Councilperson Carpenter to authorize Supervisor Rider to sign the Appointment of
Hearing Officer in accordance with the provisions of sections 147(f) and 150(c) of the Internal
Revenue Code of 1986, as amended, appointing Dennis Hubbell, President of the Enfield Volunteer
Fire Company, Inc. as Hearing Officer for a public hearing to be he ld at the Enfield Volunteer Fire
Company, 172 Enfield Main Road, Ithaca, New York 14850, on June 2, 2015 at 7:15 p.m. in
relation to the proposed borrowing by the Enfield Volunteer Fire Company, Inc. to refinance a
certain 2010 pumper fire truck and the proposed issuance by the Volunteer Fire Department of an
obligation to either M&T Bank or the Bank of Greene County.
In addition, to authorize Supervisor Rider to sign the Appointment of Hearing Officer in
accordance with the provisions of sections 147(f) a nd 150(c) of the Internal Revenue Code of 1986,
as amended, appointing Dennis Hubbell, President of the Enfield Volunteer Fire Company, Inc. as
Hearing Officer for a public hearing to be held at the Enfield Volunteer Fire Company, 172 Enfield
Main Road, Ithaca, New York 14850, on June 2, 2015 at 7:00 p.m. in relation to the proposed
borrowing by the Enfield Volunteer Fire Company, Inc. to finance the purchase of a certain rescue -
pumper fire truck and the proposed issuance by the Volunteer Fire Department o f an obligation to
either M&T Bank or the Bank of Greene County.

Black Oak Wind Farm: Supervisor Rider stated she had received a proposal from LaBella
Associates for Black Oak Wind Farm Engineering and Monitoring Services. Costs of these services
will be reimbursed by the Black Oak Wind Farm. She will contact attorney Guy Krogh to see if 3
bids are necessary for this service.
Dan Walker submitted a draft Road Use Agreement. The issuance of a permit for the Black Oak
Wind Farm would be contingent on the signing of a Road Use Agreement by both the Town of
Enfield and the Black Oak Wind Farm. A Town of Enfield Highway Permit doesn't exist at this
time, but Dan Walker will talk to Highway S uperintendent Rollins about this.
Heat Smart Tompkins : Supervisor Rider said this group is asking for money from municipalities.
This item will be on the June, 2015 agenda.
TST BOCES Print Shop Services: Supervisor Rider moved, with a second by Councilperson
Carpenter to authorize the supervisor to enter into a contract with TST BOCES Printin g for the
town's printing needs.
Discussion: Supervisor Rider stated our town newsletter can be printed, and there will be no fees
other than the actual cost of printing.

Local Government Efficiency Grant: Councilperson McGee has received information on a grant,
due July 31, 2015 through the Department of State, that can be used for consolidating government
costs. One of the qualifications would be that the town mus t have operated with a deficit budget for
the past three years. She will check and see if we qualify. If we do, a special meeting was scheduled
for May 28, 2015 at 5:30 p.m.at town hall to begin work on the application process.
Surplus Property: Councilperson Bryant will check with the Antique Center to see when payment
for the old gas pumps will be received .
Adjournment: Councilperson McGee moved, with a second by Councilperson Carpenter to
adjourn at 10:20 p.m.
