6:30 p.m.
Present: Town Supervisor Ann Rider, Town Councilperson Vera Howe-Strait, Town Councilperson
Beth McGee, Town Clerk Alice Linton. Town Councilperson Virginia Bryant excused, Town
Councilperson Mike Carpenter absent.
Supervisor Rider opened the regular meeting at 6:40 p.m. by leading the assemblage in the Pledge of
Allegiance to the Flag.
Budget Amendments:
Supervisor Rider moved, with a second by Councilperson Howe-Strait to approve Budget
Amendment #2015-1.
Budget Amendment #2015-1
WHEREAS, expenses have exceeded the 2014 budget in the General Fund Account, line item
A1220.42, titled “Contractual-Bookkeeper”, now therefore be it
RESOLVED, that the General Fund Account, line item A1220.2 titled “Supervisor-Equipment”, be
decreased by $145.42 and General Fund Account, line item A1220.42, titled “Contractual-
Bookkeeper”, be increased by $145.42.
Discussion: Councilperson McGee asked how long this line item had been overdrawn. Supervisor
Rider checked her records, and then amended her motion to the following:

WHEREAS, the code officer used gas for his town owned vehicle which is paid from the Highway
Fund in the total of $293.49 during the 2014 year, now therefore be it

RESOLVED, that, in the 2014 budget, line item A3010.4 titled “Administration-Contractual” be
decreased by $293.49 and line item DA5110.4 titled “General Repairs-Contractual” be increased by
$293.49.

Supervisor Rider moved, with a second by Councilperson Howe-Strait to approve Budget
Amendment #2015-3.
Budget Amendment #2015-3 Withdrawn
WHEREAS, the Town Justice requested in her 2014 budget request that her 2% pay raise be given to
her Court Clerk and this request was not reflected in the 2014 budget, now therefore be it
RESOLVED, that in the 2014 budget, General Fund Account line item A1110.11 titled “Justices-
Personnel Services-Justice” be reduced by $1,758.00 and line item A1110.13 titled “Justices-
Personnel Services-Court Clerk” be increased by $1,758.00.
Discussion: Supervisor Rider stated she checked in the 2014 organizational minutes and found this
was reflected as her correct salary. Councilperson McGee asked the reason for the $1,850 transferred
last month. Supervisor Rider withdrew her motion.
Councilperson McGee asked if the 2% increase the court clerk received was given in addition to the
2% increase of the judge's salary that was given to the court clerk. Supervisor Rider responded that it
was.

Amendment #2015-3.

WHEREAS, expenses have exceeded the 2014 budget General Fund Account line item A3510.4
titled “Control of Dogs”, now therefore be it
RESOLVED, that General Fund Account line item A1620.4 titled “Buildings-Contractual” be
reduced by $1,331.75 and line item A3510.4 titled “Control of Dogs” be increased by $1,331.75.
Discussion: Supervisor Rider did not know why this account was overdrawn, as the annual contract
with the SPCA did not change. She will ask the bookkeeper to check the expenses taken from this
line.

titled “State Retirement”, now therefore be it
RESOLVED, that General Fund Account line item A1620.4 titled “Buildings-Contractual” be
reduced by $2,357.12 and line item A1910.4 titled “Unallocated Insurance” be reduced by $780.31
and line item A1420.4 titled “Attorney-Contractual be reduced by $2,461.57 and line item A9010.8
titled “State Retirement” be increased by $5,599.00.

RESOLVED, that General Fund Account line item A5132.4 titled “Garage-Contractual” be reduced
by $1,547.92 and line item A3310.4 titled “Traffic Control” be reduced by $180.96 and line item
A9030.8 titled “Social Security” be increased by $1,728.88.

titled “Medical Insurance”, now therefore be it
RESOLVED, that General Fund Account line item A3310.4 titled “Traffic Control” be reduced by
$1,006.31 and line item A1990.4 titled “Contingent Account” be decreased by $1,368.02 and line
item A9060.81 titled “Medical Insurance” be increased by $2,374.33.

titled “Snow Removal-Personnel Services”, now therefore be it
RESOLVED, that Highway Fund Account line item DA5110.1 titled “General Repairs-Personnel
Services” be reduced by$19,604.43 and line item DA5142.1 titled “Snow Removal-Personnel
Services” be increased by $19,604.43.
Discussion: Supervisor Rider stated in 2015 she will decide each pay period which line payroll will
come out of. Overtime will be a separate line item in the accounting records.

RESOLVED, that Highway Fund Account line item DA9020.8 titled “Medicare” be reduced by
$477.45 and Highway Account line item DA9030.8 titled “Social Security” be increased by $477.45.

Amendment #2015-10.

WHEREAS expenses have exceeded the 2014 budget Highway Fund Account line item DA9040.8
titled "Workers' Compensation", now therefore be it
RESOLVED, that Highway Fund Account line item DA9055.8 titled "Disability" be reduced by
$48.60 and Highway Fund Account line item DA9070.8 be decreased by $29.95 and Highway
Account line item DA9040.8 titled "Workers' Compensation" be increased by $78.55.

Highway Superintendent Rollins sent an e-mail stating his records indicated line DA5130.4 was
overdrawn. He felt other highway line items, with the exception of employee benefits, were not
overdrawn. He also questioned DA5120.4, Bridge Repairs, that had $4,500 on November 30 and only
$2,500 on December 31. He asked where the difference of $2,000 went.
Supervisor Rider moved, with a second by Councilperson Howe-Strait to approve Budget
Amendment #2015-11.
Budget Amendment #2015-11 Withdrawn
WHEREAS expenses have exceeded the 2014 budget Highway Fund Account line item DA9060.81
titled "Medical Insurance", now therefore be it
RESOLVED, that Highway Fund Account line item DA9070.8 titled "Drug Tests" be reduced by
$160.81 and Highway Fund Account line item DA5120.4 titled "Bridge Repairs" be reduced by
$271.65 and Highway Fund Account line item DA9060.81 titled "Medical Insurance", be increased
by $432.46.
Discussion: Supervisor Rider stated the Bridge Reserve and Equipment Reserve are not locked until
the town board locks them at this meeting. They are line items that are not in a separate savings
account until the board locks them into reserves.
Councilperson McGee asked how amounts are determined to go into reserves. There was $4,500 in
the Bridge Repair line as of November 30, 2014. This amendment will take $271.65 from that
amount. She confirmed that the remainder of the $4,500 will go into the bridge repair locked reserves
if the board approves it.

Supervisor Rider agreed to do more research, and continue budget amendments at the January 14,
2015 meeting. She withdrew Budget Amendment #2015-11.
Councilperson McGee asked if the negative balance in the Black Oak Wind Farm account had been
taken care of. Supervisor Rider responded that funds had been deposited to cover all incurred
expenses.
Audit Claims:
Councilperson Howe-Strait moved, with a second by Councilperson McGee to authorize the
supervisor to pay General Fund vouchers #1 to #15 dated January 7, 2015 in the amount of
$6,257.54 and Highway Fund vouchers #1 to #3 dated January 7, 2015 in the amount of $984.19.

Supervisor Rider moved, with a second by Councilperson Howe-Strait to approve Resolution #2015-
1.
RESOLUTION # 2015 - 1 Transfer funds to "New Building Fund"
WHEREAS, on January 23, 2014 the Enfield Town Board created General Fund budget line
A9950.9 titled “Interfund Transfer to Building Reserve” and the 2014 Town budget allocated
$7,500.00 to this line, now therefore be it
RESOLVED, that the Supervisor be authorized to transfer $7,500.00 to the savings account titled
“New Building Fund”.
Discussion: Supervisor Rider stated this will lock funds into the account, so they can only be used for
the precise purpose of a new building. There is already approximately $41,000 in the account.

RESOLUTION # 2015-2 Transfer funds to "Code Vehicle Fund"
WHEREAS, line A3010.2 titled “Administration-Equipment Replacement” was created in the 2014
budget under Public Safety-Administration for the purpose of planning for replacement of the Code
Officer’s vehicle, now therefore be it
RESOLVED, that the Supervisor is authorized to place the balance remaining in this line as of
December 31, 2014, in the amount of $2,551.46, in a reserve interest bearing account titled “Code
Vehicle”.

New Business:
Schedule Audit Meeting: The audit meeting to audit the books of the town clerk, town bookkeeper
and town justice was scheduled for Monday, January 12th at 4:30 p.m. at the Enfield Town Hall.
Appointment to Health Insurance Consortium Board: Supervisor Rider moved, with a second by
Councilperson McGee to authorize Supervisor Ann Rider to represent the Town of Enfield on the
Health Insurance Consortium Board, with the understanding that a community member will also be
appointed to this position at the Town of Enfield Organizational Meeting.

New Business:
Update on Black Oak Wind Farm: Supervisor Rider stated Frank Pavia of Harris Beach, the law
firm representing the Town of Enfield in Black Oak Wind Farm matters, will be at the January 14
town board meeting to answer questions regarding the draft Findings Statement which was
presented to town board members.
Dan Walker, chair of the Town of Enfield Planning Board, has read the document and noted there
are 18 issues with a lot of duplication of mitigating measures. He noted Tompkins County will need
to issue a Road Use Permit, and the town can use that document when preparing their own Road
Use Agreement. He feels the actual permitting process for the wind farm is beyond the scope of
Code Enforcement Alan Teeter's responsibilities and suggested the town would want to hire
someone for this permitting process, and also to hire an environmental monitor for the process. This
person(s) would be hired by the Town of Enfield, but paid by the Black Oak Wind Farm. He
doubted a Host Community Agreement would need to be completed before approving the Findings
Statement, but felt it would be a benefit to include the necessity of a Host Community Agreement
as a requirement before permits are issued, even though it is not a requirement in the Town of
Enfield Wind Farm Law.
Councilperson McGee feels it is the responsibility of the town to negotiate a Community Host
Agreement. She has done extensive research and found many towns have received substantial
benefits from their agreements and would like to see Enfield receive a fair benefit, most likely over
multiple years.
Update on Excess Town Property:
Supervisor Rider stated she has a signed purchase offer from John Rancich for purchase of the .584
acres of land across the road from the town hall. The offer, among other details, agrees for the
payment of $100 and obtaining a contract with TCAT for a Park and Ride for 3-15 years on the
property.
Supervisor Rider will check with town attorney, Guy Krogh, to see if wording can be changed in
the purchase offer to insure a Park and Ride will be provided for more than 3 years on this property.
Councilperson McGee noted that if this offer doesn't benefit the town, it would make more sense
for the town to keep the property and negotiate directly with TCAT for a Park and Ride. That way
if TCAT decides to no longer provide service to Enfield, the town would still own the property.

Supervisor Rider stated for the record that there are town materials currently on the property of
John Rancich, and since there is no longer a lease with him for the property where the materials are
stored, she would like those materials to be removed. She also sees a benefit to the town to have the
area improved.
Supervisor Rider has written a letter to the Pellegrinos notifying them their cars must be removed
from town property. Currently the ground is too wet to move the cars, so she has given them leeway
on the time to remove them.
Councilperson McGee has spoken with the New York State Code Enforcement Office and been
given ideas to enforce the state law. As discussed at the December town board meeting, the state
law is more restrictive than the Town of Enfield Junk Car Law, so the NYS building code must be
followed. She will invite a NYS Code Enforcement Officer to speak at the March or April Town of
Enfield board meeting.
