Regular Town Board Meeting Minutes
Enfield Community Building
Wednesday, March 12, 2014
6:30 p.m.
Present: Town Supervisor Ann Rider, Town Councilperson Vera Howe-Strait, Town Councilperson
Beth McGee, Town Clerk Alice Linton. Town Councilperson Virginia Bryant excused due to winter
storm and Town Councilperson Mike Carpenter absent.
Supervisor Rider opened the meeting at 6:30 p.m. by leading the assemblage in the Pledge of
Allegiance to the Flag.
Privilege of the Floor: No one present to speak.
Approval of Minutes: Councilperson Howe-Strait moved, with a second by Councilperson McGee to
accept the minutes of the February 12, 2014 meeting.
Vote: Councilperson Howe-Strait aye, Councilperson McGee aye, Supervisor Rider aye,
Councilperson Bryant and Councilperson Carpenter absent. Carried.
Correspondence: None
Budget Amendments:
Supervisor Rider moved, with a second by Councilperson Howe-Strait to approve Budget Amendment
#2014-15.
Budget Amendment #2014-15
WHERAS, expenses have exceeded the budget line A1220.41 entitled "Supervisor-Contractual", now
therefore be it
RESOLVED, that the General Fund Account, line item A1990.4 titled "Contingent Fund", be
decreased by $625.00 and General Fund Account, line item A1220.41 titled "Supervisor-Contractual"
be increased by $625.00.
Discussion: Supervisor Rider stated these funds were needed to cover her trip to New York City for
the Association of Towns' Annual Meeting.
Vote: Councilperson Howe-Strait aye, Councilperson McGee aye, Supervisor Rider aye,
Councilperson Bryant and Councilperson Carpenter absent. Carried.
Supervisor Rider moved, with a second by Councilperson McGee to approve Budget Amendment
#2014-16.

now therefore be it

RESOLVED, that the General Fund Account, line item A1990.4 titled "Contingent Fund", be
decreased by $600.00 and General Fund Account, line item A1220.42 titled "Bookkeeper-
Contractual" be increased by $600.00.
Discussion: Supervisor Rider stated these funds were needed to pay for annual support for the
bookkeeper's financial program.
Vote: Councilperson Howe-Strait aye, Councilperson McGee aye, Supervisor Rider aye,
Councilperson Bryant and Councilperson Carpenter absent. Carried.
Audit Claims:
Supervisor Rider moved, with a second by Councilperson McGee to authorize the supervisor to pay
General Fund vouchers #69 to #103 dated March 12, 2014 in the amount of $23,211.61 and Highway
Fund vouchers #43 to #62 dated March 12, 2014 in the amount of $27,311.13.
Discussion: Councilperson Howe-Strait mentioned there was no documentation for the voucher
reimbursing Charles Sinclair.
Supervisor Rider stated the payroll amounts for last week's payroll were correct, but the direct deposit
was mixed up between highway employees. She made the decision to reimburse Charles Sinclair as
his amount was short and two other employees will have amounts deducted from their paychecks in
the next pay period. She will attach a note to the voucher with this information.
Vote: Councilperson Howe-Strait aye, Councilperson McGee aye, Supervisor Rider aye,
Councilperson Bryant and Councilperson Carpenter absent. Carried.
Code Enforcement Report: Code Enforcement Officer Alan Teeter was not present, but submitted
his report for the month of February as follows: 3 building permits issued or renewed, 1 certificate of
occupancy issued, 1 final inspection, 1 solid fuel burner inspection, and 12 progress checks.
Committee Reports:
Enfield Volunteer Fire Company: Fire Chief Roger Lauper was not present, but submitted his report
for the month of February as follows: total calls for February, 2014 were 26 which included 19 rescue
calls, 1 MVA, 2 fires, 2 mutual aide calls and 2 service calls. Trainings for March will include grass
and brush fire, NIMS 100 and 700, CPR class. There will be a blood drive on March 18.
New Business:
Cleaner Greener Grant: Councilperson McGee will send an e-mail to board members with information
before the April town board meeting.
Adoption of Tompkins County Hazard Mitigation Plan:
Supervisor Rider moved, with a second by Councilperson Howe-Strait to adopt Resolution #2014-27.
Resolution #2014-27 TO AUTHORIZE THE ACCEPTANCE AND ADOPTION OF THE
MULTI-JURISDICTIONAL ALL-HAZARD MITIGATION PLAN UPDATE FOR TOWN OF
ENFIELD, TOMPKINS COUNTY, NEW YORK

WHEREAS, the Tompkins County Planning Department, with the assistance from Barton &
Loguidice, P.C., has gathered information and prepared the Multi-Jurisdictional All-Hazard
Mitigation Plan Update for Tompkins County, New York; and
WHEREAS, the Multi-Jurisdictional All-Hazard Mitigation Plan Update for Tompkins County, New
York has been prepared in accordance with the Disaster Mitigation Act of 2000 and Title 44 Code of
Federal Regulations (CFR), Part 201; and
WHEREAS, Title 44 CFR, Chapter 1, Part 201.6(c)(5) requires each local government participating in
the preparation of a Multi-Jurisdictional Mitigation Plan or Plan Update to accept and adopt such
plan; and
WHEREAS, the Town of Enfield has reviewed the 2013 Hazard Mitigation Plan Update, has found
the document to be acceptable, and as a local unit of government, has afforded its citizens an
opportunity to comment and provide input regarding the Plan Update and the actions included in the
Plan;
WHEREAS, the Town of Enfield will consider the Tompkins County HMP Update during the
implementation and updating of local planning mechanisms, and will incorporate the hazard
assessment data, hazard vulnerabilities, and mitigation actions in these mechanisms, where applicab le;
NOW THEREFORE, BE IT RESOLVED, that the Town of Enfield, as a participating jurisdiction,
adopts the Multi-Jurisdictional All-Hazard Mitigation Plan Update for Tompkins County, New York,
dated December 2013.
Discussion: Supervisor Rider stated this Plan is an update from 1996. The Plan has had Enfield input
as Supervisor Rider and Larry Stilwell attended meetings, and public hearings were held in different
locations for county residents, although none were held in Enfield. By adopting the Plan, Enfield will
be eligible to apply for pre-hazard mitigation funds. A grant could be submitted for work that still
needs to be done for damages caused by the flood in August of 2013.
Councilperson McGee asked why, if we were part of the Mitigation Plan previously, we couldn't have
applied for a grant already, and why this wasn't communicated to Enfield by Tompkins County.
Supervisor Rider stated she will ask Scott Doyle about this.
Councilperson Howe-Strait mentioned the Emergency Management Institute has disaster training
available on-line. She completed the first part of the training.
Supervisor Rider suggested a list be compiled of what work needs to be done and then have someone
write a grant using this information.
Councilperson McGee suggested Councilperson Carpenter and Highway Superintendent Rollins be
consulted so this process can begin.

Councilperson Bryant and Councilperson Carpenter absent. Carried.

Planning Board Training: Councilperson Howe-Strait suggested some local training might be
available as opposed to training that would be a distance to travel. The Board could possibly borrow a
DVD for on-site training . She spoke with the bookkeeper of the NY Planning Federation and
ascertained the Town of Enfield will have receive a credit of $250 for 2015 dues since we didn't use
the $250 credit for 2014 dues. This credit was due to the website being unavailable to Planning Board
members in 2013. The NY Planning Federation bookkeeper will send something in writing to
Councilperson Howe-Strait stating this. If the Planning Board wants to attend trainings with a fee, the
Town Board could determine if the training was applicable and then grant approval.
Supervisor Rider stated the training requirement for Planning Board members is four hours per year.
Councilperson McGee wants to be sure the Planning Board utilizes as much training as possible. Also,
if any Town Board members hear of training, they can let Planning Board members know.
Councilperson Howe-Strait will go to the NY Planning Federation website and test it for online
training so information can be passed on to Planning Board members.
Supervisor Rider moved, with a second by Councilperson Howe-Strait to support the appointed
Planning Board by encouraging attendance at training sessions applicable to Planning Board business
and will financially support training fees as requests are presented to the Town Board.
Vote: Councilperson Howe-Strait aye, Councilperson McGee aye, Supervisor Rider aye,
Councilperson Bryant and Councilperson Carpenter absent. Carried.
Dog Enumeration: Supervisor Rider stated the Town of Enfield is part of a group of towns
cooperating for dog enumeration. An RFP has gone out looking for an enumerator. The cost to the
town has yet to be determined. Councilperson Bryant has been asked to research dog license fees and
bring information to the Town Board.
Town Website Guidelines: Councilperson McGee asked if the Town Board would like events
happening outside the town to be posted on the website. Everyone agreed this would be fine.
Councilperson McGee stated she hopes to train Sue Thompson to update the website in the near
future.
Clean-Up Days: May13-17, 2014 was agreed upon for the Clean-Up Days. Hours will be Tuesday -
Friday from 9-5 and Saturday from 7-12.
Adjournment: Supervisor Rider moved, with a second by Councilperson McGee, to adjourn at 7:35
p.m. Carried.
