Present: Town Supervisor Ann Rider, Town Councilperson Virginia Bryant, Town Councilperson
Mike Carpenter, Town Councilperson Vera Howe-Strait, Town Councilperson Beth McGee, Town
Clerk Alice Linton.
Supervisor Rider opened the meeting at 6:30 p.m. by leading the assemblage in the Pledge of
Allegiance to the Flag.
Privilege of the Floor: Marnie Kirchgessner of 191 Enfield Main Road noted there were no female
representatives, or residents from "downtown" Enfield on the Facilities Development Committee and
stated her interest in being added to that Committee. Many people are very concerned about
expenditures that happened last year. She noted the trash removal budget line did not reflect the
savings of switching service providers and hoped the budget wasn't padded while increasing the taxes
by 9.4%.
Approval of Minutes: Councilperson Carpenter moved, with a second by Councilperson Bryant to
accept the minutes of the December 11, 2013 meeting.

Councilperson McGee aye, Supervisor Rider aye. Carried.
Supervisor Rider moved, with a second by Councilperson Carpenter to accept the minutes of the
December 26, 2013 Special Town Board Meeting.
Discussion: Councilperson McGee asked if Councilperson Bryant had provided the list of Planning
Board member's training for 2013 to the Supervisor. Councilperson Bryant stated she had not done so
yet, but would do so soon.

Supervisor Rider moved, with a second by Councilperson Carpenter to approve the minutes of the
January 8, 2014 meeting.
Discussion: Councilperson McGee asked if Councilperson Bryant had wanted to be appointed as the
Health Insurance Consortium representative. Councilperson Bryant indicated she did not want to be.

Correspondence: Notice of Tentative Special Franchise Full Value from State of New York

Resolution #2014-24 Planning Board Appointments
Whereas, Planning Board appointments were made after the adoption of the 2014 Organizational
Resolutions at the January 8, 2014 meeting and
Whereas, appointments need to be clear, now
Therefore, be it resolved that the following additions be made to Town Board Planning Board
appointments: Poney Carpenter (2017) and Henry H. Hansteen (2020).

Resolution #2014-25 Facilities Development Committee
Whereas, Barry Rollins offered to be on the Facilities Development Committee at the January 8,
2014 Town Board meeting and Alan Teeter, Norman Smith, Dan Walker, and Art Howser offered to
help and
Whereas, appointments need to be clear, now
Therefore, be it resolved that Barry Rollins, Alan Teeter, Norman Smith, Dan Walker and Art
Howser be added to the Facilities Development Committee.

Supervisor Rider moved, with a second by Councilperson Howe-Strait to adopt Resolution #2014-26.
Resolution #2014-26 2013 Surplus Funds
Whereas, some bills have come in recently which should have come out of the 2013 budget, i.e.
the Celebrations Grant and a bill for gas for the Town owned Code Enforcement vehicle, now
Therefore, be it declared that there are surplus funds from the 2013 Town budget in the amount of
$1,876.12.

Discussion: Supervisor Rider stated this resolution is the best way to handle paying of these 2013
bills per advice of counsel.

WHEREAS, expenses have exceeded the budget in the General Fund Account, line item A1220.42,
titled “Contractual-Bookkeeper”, now therefore be it
RESOLVED, that the General Fund Account, line item A1990.4, titled “Contingent Fund”, be
decreased by $200.00 and General Fund Account, line item A1220.42, titled “Contractual-
Bookkeeper”, be increased by $200.00.
Discussion: Supervisor Rider explained the bookkeeper had an unplanned expenditure for paper.

Supervisor Rider moved, with a second by Councilperson Carpenter to approve Budget Amendment

Budget Amendment #2014-4
WHEREAS, the Enfield Community Council applied for and received a Celebrations Grant last year,
totaling $1,600 and rules require that this be done through the Town of Enfield and
WHEREAS, the Town received this money last August, and
WHEREAS, the Code Officer used gas for his Town owned vehicle which is paid from the Highway
Fund in the total of $276.12, now therefore be it
RESOLVED the 2014 Town budget be amended and the unexpended balance of the General Fund
budget be increased by $1,876.12 and line item A7550.4 titled “Celebrations-Contractual” be
increased by $1,600 and line item A3010.4 titled “Administration-Contractual” be increased by
$276.12.

WHEREAS, 2013 expenses have exceeded the 2013 budget in the Highway Fund Account, line item
DA5142.1, titled “Snow Removal-Personal” by $9,062.99, now therefore be it
RESOLVED, that the Highway Fund Account, line item DA5142.1, titled “Snow Removal-
Contractual”, be decreased by $5,582.42 and Highway Fund Account, line item DA5110.4, titled
“General Repairs-Contractual”, be decreased by $3,480.57 and line item DA5142.1 titled “Snow
Removal-Personal” be increased by $9,062.99.
Discussion: Supervisor Rider stated the December payroll went over the budgeted amount due to
overtime. She also mentioned "Snow Removal-Personal" was changed to "Snow Removal-Personnel"
in the 2014 budget.

WHEREAS, in December, 2013 expenses exceeded the budget in the Highway Fund Account, line
item DA9020.8, titled “Medicare” by $2,306.38 now, therefore be it
RESOLVED, that the Highway Fund Account, line item DA5130.4, titled “Machinery-Contractual”,
be decreased by $2,306.38 and Highway Fund Account, line item DA9020.8, titled “Medicare” be
increased by $2,306.38 in the 2013 budget.
Discussion: Supervisor Rider stated this higher amount is due to the increased payroll figures.
Councilperson McGee stated if residents complain about roads not being plowed enough, and the
highway plows the roads more often, the amount of payroll and associated costs will rise.

Insurance”, be decreased by $69.57 and Highway Fund Account, line item DA9055.8 titled
“Disability” be decreased by $48.60 and Highway Fund Account, line item DA9070.8 titled “Drug
Tests” be decreased by $37.42 and Highway Fund Account, line item DA5130.4 titled Machinery-
Contractual be decreased $106.74 and line item DA9060.81 titled “Medical Insurance” be increased
by $262.33 in the 2013 budget.

be decreased by $3,405.38 and Highway Fund Account, line item DA9950.9 titled “Transfers to
Capital Funds Equipment Reserve” be increased by $3,405.38 in the 2013 budget.
Discussion: Supervisor Rider stated in September, 2013 the highway superintendent requested extra
funds for flood repairs. Funds were taken from the capital fund account with the promise that at the
end of the year if there was an unexpended budget balance the funds would be put in the reserve
equipment fund. This is part of that process, as are the next 4 budget amendments.

WHEREAS, in December, 2013 expenditures did not exceed the budget in line item DA5110.4, titled
“General Repairs-Contractual” now, therefore be it
RESOLVED, that Highway Fund Account, line item DA5110.4, titled “General Repairs-Contractual”,
be decreased by $5,441.98 and Highway Fund Account, line item DA9950.9 titled “Transfers to
Capital Funds Equipment Reserve” be increased by $5,441.98 in the 2013 budget.
Discussion: Supervisor Rider stated this was to zero a budget line and move the funds to the
equipment reserve account.

RESOLVED, that Highway Fund line item DA5110.4 titled “General Repairs-Contractual” be
decreased by $771.86 and Highway Fund, line item DA9950.9 titled ‘Transfers to Capital Funds
Equipment Reserve” be increased by $771.86.
Discussion: Councilperson McGee asked how much money was transferred to cover flood repairs.
Supervisor Rider replied $15,500.

RESOLVED, that Highway Fund line item DA5120.4 titled “Bridge Repair” be decreased by $2, 000
and Highway Fund, line item DA230 titled "Bridge Reserve” be increased by $2,000.

Discussion: Supervisor Rider stated this was the account Highway Superintendent Rollins asked to
have the funds transferred into.

RESOLVED, that the Highway Fund Account, line item DA5130.2, titled “Machinery-Equipment”,
be decreased by $1,708.50 and Highway Fund Account, line item DA9950.9 titled “Transfers to
Capital Funds Equipment Reserve” be increased by $1,708.50 in the 2013 budget.

WHEREAS, the Town Board allocated funds for Capital Funds Equipment Reserve in the 2013
Highway Fund budget, now therefore be it
RESOLVED, that the Town Board authorizes the Town Supervisor to transfer the unused balance of
$16,381.72 from DA9950.9 to the Highway Fund line DA231, “Equipment Reserve”, providing there
is this much money left over from other lines in the Highway budget.
Discussion: Supervisor Rider stated she and the Town bookkeeper have gone over these figures
several times and feel they are accurate.

Audit Claims: Councilperson Carpenter moved, with a second by Councilperson Howe-Strait to
authorize the supervisor to pay General Fund vouchers #22 to #67 dated February 12, 2014 in the
amount of $29,555.22, Highway Fund vouchers #20 to #42 dated February 12, 2014 in the amount of
$27,108.56 and Fire Department Fund voucher #68 dated February 12, 2014 in the amount of
$237,903.00.
Discussion: Councilperson McGee asked what the Fire Department Fund goes towards.

Supervisor Rider replied all towns are required to provide fire protection and the town has a five year
Agreement with the Enfield Volunteer Fire Company.
Enfield Volunteer Fire Company Chief Roger Lauper stated they are required to replace vehicles after
15 years by OSHA mandates. The prices of these vehicles about doubles every 15 years.

US Geological Services Presentation: Ed Buglosi, hydro geologist, gave an update on the Aquifer
Study currently being conducted in the Town of Enfield. He explained the approach they are using. At
this time wells are being mapped with information from water well drillers that is in a Department of
Environmental Conservation data base. They are learning the thickness of Enfield's main aquifer and
trying to determine if there is another less obvious aquifer in the town. They will use soil maps to
determine the surficial geology. For water quality, they will compile available data and collect ground
water samples from wells they select. They will also check water quality in streams as they are
measuring the flow in them. During the upcoming year they will continue to collect data on new
wells as they are dug and look for abandoned wells. Most of the work in 2014 will be field work,
except for getting data and putting that in a data base. A lot of the work will happen during the spring
and summer months. The program used to input and interpret data is ArcMap. A copy of Mr.
Buglosi's PowerPoint presentation will be sent to Councilperson Howe-Strait who will make it
available to the public.
County Legislator's Report: Dave McKenna reported new committees have been formed for 2014.
He is on numerous committees including chairperson of the broadband committee, so should be able
to give the Enfield Town Board regular updates.
Highway Superintendent's Report: Highway Superintendent Rollins was not present.
Code Enforcement Officer's Report: Code Enforcement Officer Alan Teeter reported for January
there was 1 building permit issued, which brings the total for the year to 1. There were no certificates
of occupancy issued, and no certificates of compliance issued. There were 6 inspections completed,
and 7 progress checks. He attended a presentation by the Tompkins County Health Department on
septic permits, completed his NYS annual report, and worked to close out old permits.
Supervisor's Report: Supervisor Rider reported she spoke with a concerned constituent about
possible ways to prevent future fatalities at Miller's Corners and will be making recommendations to
NYS Department Of Transportation and Tompkins Consolidated Area Transit; attended the January
TCCOG meeting; attended a dog control meeting where dog enumeration over the next 3 years was
discussed; convened a special board meeting to discuss the draft Comprehensive Plan and convened a
meeting on Enfield facility development. She has tried to adapt to the new town e-mail and worked
with the town bookkeeper to close the 2013 books. She urged residents to go to the Clarity Connect
website to indicate their interest in receiving new service since in the next 8 weeks all hardware will
be installed and they will hook up homes in areas expressing the most interest first. She has advertised
for, and will interview 5 applicants for, the bookkeeper position as Mary Cornell is resigning as of
February 28; and she will be attending the Association of Towns annual meeting next week in NYC.
Committee Reports:

Planning Board: Planning Board member Ann Chaffee reported the regularly scheduled February
meeting was cancelled due to a snow storm.
Health Insurance Consortium: Supervisor Rider reported there will be new rates in March.
Enfield Community Council: Councilperson Howe-Strait reported youth surveys are available to be
filled out. Copies can be obtained at the town clerk's office and put in her mailbox, or be filled out on-
line. They are due by the end of March and will help in the planning of youth programs. Dates will
soon be available for the Community Yard Sale coming up in May. The Enfield Country Fair will
once again be held in May and the Harvest Festival is scheduled for October 4. Planning continues for
a new community building and fundraising will be getting underway. The ECC Annual Meeting will
be held February 25, 6:00 p.m. at the Community Building.
Recreation Partnership: Carolyn Tschanz reported their organizational meeting was held January 28
where they planned the calendar for the year. She would like to present their annual report to the town
board at their April meeting. The I-PLAYbook of spring programs is now available at the town hall
and Enfield School.
County Youth Board: Supervisor Rider reported their organizational meeting was held in January. The
county youth board is the group asking for the youth survey to be completed so they can make sure
funds are allocated for youth services the way communities want them to in relationship to interest.
Enfield Volunteer Fire Company: Fire Chief Roger Lauper reported the EVFC responded to 41 calls
in January as follows: 22 rescue calls, 10 motor vehicle, 5 fire/co calls, 3 mutual aids, 1 chimney fire.
All OSHA mandated trainings have been completed which are: Work Place Violence, Sexual
Harassment, Blood Borne Pathogens and Right to Know. The next blood drive is scheduled for March
18 at the fire station and the next chicken barbecue is scheduled for March 9.
Facilities Manager: Councilperson Carpenter reported he had two meetings with Highway
Superintendent Buddy Rollins at the new highway facility. There appear to be electrical deficiencies
as far as available outlets. Upon touring the building, he determined the heating system was a poor
design as far as energy efficiency, a lot of things were missed and some were not up to date. The
heating system has problems, and there are issues that he will work on with Buddy in the future. He
has done some research on laws and code on how money can be spent for facility development and
will hold off on replacing the town hall furnace until more decisions are made on the future of the
building.
Aquifer Study Fundraising Group: Nancy Spero provided copies of the Cayuga Lake Watershed
Network News that had a nice article on the Town of Enfield Aquifer Study. So far the group has
raised $8,139.60. Their goal is to have raised $10,000 total by the end of 2014.
Facilities Development: Councilperson Carpenter stated the committee met and did an overview of
properties that the town owns and what is going on with them. They discussed what value the
properties have to the town, possible sale value, and began a discussion of future development.
Personnel Committee: No report.
TC Council of Governments: Supervisor Rider reported she agreed to be the first co-chair. The
Council heard a presentation on NYS tax relief. Cornell received a grant and they are looking for
businesses that fit into the academic green community around Ithaca. Cornell has committed space to

house companies, and will probably choose companies that are compatible with their academic
interests.
Supervisor Rider stated a group in Tompkins County received a Cleaner, Greener Grant which pushes
for energy audits to make their house more sellable. The Town of Enfield can join if they'd like to.
Councilperson McGee looked into this previously and found this grant was to do a study to try to
implement and legislate that homeowners have to get an energy audit done on their property so that
when it is listed for sale they can have a rating. She feels overall the housing stock in Enfield is not
the most energy efficient and would put our residents in a detrimental situation if they are listing and
they are required to have a rating done on their house when it is listed for sale. Councilperson Bryant
sent this information to the TC Action energy auditor, and he had the same feeling on this.
Councilperson McGee feels Enfield should have a voice in discussion of this if it is going to be
county-wide.
Councilperson Carpenter took the contact information and will find out when future meetings will be
held.
Old Business:
Updated Charge on Current Comprehensive Plan: Supervisor Rider stated she has asked three other
municipalities for their charge to their Planning Boards for Comprehensive Plans, but has received no
response. There seems to be confusion on what the Planning Board was charged to do in development
of the Comprehensive Plan for Enfield.
Councilperson Carpenter moved, with a second by Councilperson Howe-Strait to form a working
committee to develop the charge and to develop structure so work can continue on the Comprehensive
Plan, with Councilperson McGee as chairperson, and as many Planning Board members as were
interested and town residents who were interested in working on the Plan. It would be the focus group
to develop and refine the Comprehensive Plan in the form it needs to be to bring to the Town Board
for approval.
Councilperson McGee asked if this group would come together aside from the two boards and create
the process and the sections and ultimately bring them to the Town Board. Councilperson Carpenter
feels the committee would come back to the Planning Board with at least where it's going. His
concern is that if this Plan is completed in a timely manner, hopefully in the next year or so, both the
Town Board and the Planning Board's schedules won't allow that to happen and it doesn't allow for
the larger scope of input from the town to come in. It also doesn't give a unified group of Town Board,
Planning Board and community members to come together to talk.
Supervisor Rider stated that if more than three Town Board members meet to conduct business, it
needs to be a special meeting with an agenda and minutes. She suggested only two Town Board
members be on the committee.
Councilperson McGee asked what the make-up of the committee would be. Councilperson Carpenter
hopes that could be determined in the course of developing the committee. He stated the group would
define its own meeting times and rules; would work with both the Town Board and the Planning
Board; would consist of at least one member of the Planning Board, hopefully more, and as many
town residents as were interested in the process, but it would be up to Councilperson McGee to
decide.

Councilperson Carpenter moved, with a second by Councilperson Howe-Strait to amend the motion
to state no more than two Town Board members can be in attendance at any given meeting of the

Adoption of Tompkins County Hazard Mitigation Plan:
Supervisor Rider moved, with a second by Councilperson Carpenter to adopt the Tompkins County
Hazard Mitigation Plan as follows:
TO AUTHORIZE THE ACCEPTANCE AND ADOPTION OF THE MULTI-
JURISDICTIONAL ALL-HAZARD MITIGATION PLAN UPDATE FOR TOWN OF
ENFIELD, TOMPKINS COUNTY, NEW YORK
WHEREAS, the Tompkins County Planning Department, with the assistance from Barton &
Loguidice, P.C., has gathered information and prepared the Multi-Jurisdictional All-Hazard
Mitigation Plan Update for Tompkins County, New York; and
WHEREAS, the Multi-Jurisdictional All-Hazard Mitigation Plan Update for Tompkins County, New
York has been prepared in accordance with the Disaster Mitigation Act of 2000 and Title 44 Code of
Federal Regulations (CFR), Part 201; and
WHEREAS, Title 44 CFR, Chapter 1, Part 201.6(c)(5) requires each local government participating in
the preparation of a Multi-Jurisdictional Mitigation Plan or Plan Update to accept and adopt such
plan; and
WHEREAS, the Town of Enfield has reviewed the 2013 Hazard Mitigation Plan Update, has found
the document to be acceptable, and as a local unit of government, has afforded its citizens an
opportunity to comment and provide input regarding the Plan Update and the actions included in the
Plan;
WHEREAS, the Town of Enfield will consider the Tompkins County HMP Update during the
implementation and updating of local planning mechanisms, and will incorporate the hazard
assessment data, hazard vulnerabilities, and mitigation actions in these mechanisms, where applicab le;
NOW THEREFORE, BE IT RESOLVED, that the Town of Enfield, as a participating jurisdiction,
adopts the Multi-Jurisdictional All-Hazard Mitigation Plan Update for Tompkins County, New York,
dated December 2013.
Discussion: Councilperson Carpenter stated he was unclear if the citizens of Enfield had an
opportunity to comment as stated. Supervisor Rider stated on a county level they had input.

Councilperson McGee noted it states the Town of Enfield, as a local unit of government has
afforded its citizens an opportunity to comment and provide input regarding the Plan Update.
Supervisor Rider stated if there was a disaster, and we adopt this Plan, we could apply for assistance.
Councilperson Carpenter stated "all hazard" could cover many things and wondered how much was
the county's responsibility and how much was the town's.
Councilperson Howe-Strait requested that more information be obtained, and the board revisit this at a
future meeting. Councilperson Bryant suggested the County Planning Department could provide more
input.
Councilperson Carpenter moved, with a second by Councilperson Bryant to table the motion.

Smoke-Free Policy on Town Property:
Supervisor Rider asked the Board if they would be interested in instituting a smoke-free policy for
town property as suggested by the Tompkins County Health Department.
Councilperson Carpenter stated his concern that if such a policy was instituted, it would need to be
enforced. He felt there was probably no way to enforce such a policy. Councilperson Bryant agreed
there would be no way to enforce this, as did Councilperson McGee and Howe-Strait.
The board decided not to pursue instituting a smoke-free policy at this time.
Dog License Fees: Supervisor Rider suggested the Board should look into increasing dog license fees.
An increase in fees could help offset some of the dog enumeration fees the Town will be payin g over
the next three years.
Councilperson McGee cautioned that raising fees might discourage owner's from licensing their dogs.
Ann Chaffee, DVM, remarked some of the unlicensed dogs are unvaccinated dogs. That is a public
health issue which becomes everyone's responsibility.
The Board agreed to discuss the issue at a future meeting.
Supervisor Rider moved, with a second by Councilperson Howe-Strait to move into Executive
Session at 9:35 p.m. with only Town Board members in attendance to discuss information received
from legal counsel.
