HomeMy WebLinkAboutTown Board Minutes 2013 03 05.pdf Town of Enfield Public Hearing on Proposed Law To Effect a Prohibition within The Town of Natural Gas and Petroleum Exploration And Extraction Activities, Underground Storage of Natural Gas, And Disposal of Natural Gas Or Petroleum Extraction, Exploration, And Production Wastes Enfield Elementary School Wednesday, March 5, 2013 7:00 p.m. Present: Town Supervisor Ann Rider, Town Councilperson Mike Carpenter, Town Councilperson Chris Hern, Town Councilperson Debbie Teeter, Town Councilperson Vera Howe-Strait, Town Clerk Alice Linton. Town Supervisor Rider opened the public hearing at 7:00 p.m. by introducing elected officials that were present. She asked anyone that would like to speak to first sign in and then limit comments to 3 minutes or less. She also asked everyone to be respectful and not interrupt speakers. She stated that 40 written comments had been received in favor of the ban and 1 written comment had been received opposed to the ban. Rob Sullivan of 68 North VanDorn Road stated he was in favor of the ban and was concerned about water quality. Roy Wollney of 2271 Mecklenburg Road stated he supported the ban and suggested the board read the article in the March, 2013 National Geographic titled "New Oil Landscape". He also suggested the board read the book "Under the Surface" by Tom Wilbur. Kristin Lovelace-Ross of 56 Waterburg Road stated she supports the ban. Chris Martelli of 57 Rothermich Road stated he totally supports the ban. Joseph Prusch of 377 West Enfield Center Road stated he supports the ban and feels the gas will still be underground when it is safe to extract it. Poney Carpenter of 192 South VanDorn Road urged the board to move forward with the ban. Richard Ross of 56 Waterburg Road supports the ban. Larry Boisvert of 429 Hines Road stated he supports a total ban on hydrofracking. Paul Carman of 60 Georgia Road stated he and his wife support the ban and feels as others move away from areas with hydrofracking, our property values will go up. Hannah Utter of 115 West Enfield Center Road stated she supports the ban. Dustin Gideon of 208 Cyprus Court stated he supports a ban, although he is not a resident of the Town of Enfield. Enfield Town Board Public Hearing, March 5, 2013 2 Marsha Sundman of 215 Connecticut Hill Road, and part owner of the Noble House Bed and Breakfast, stated she supports the ban. Phil White of 348 South Applegate Road thanked the board for doing the right thing by moving forward with the ban and stated his concerns regarding infrastructure problems without the ban. Julie Schroeder of 909 Bostwick Road presented a petition signed by 981 residents who support the ban on hydrofracking. Stephanie Haskins of 431 East Enfield Center Road stated she and her partner Jeff Smith support a total ban. Barbara Sadovnic of 190 Halseyville Road stated she supports the ban and read of wastewater haulers illegally dumping waste from drill sites. Beth Mielbrecht of 53 Enfield Main Road stated she and her family support the ban. Laurie Shaver of 147 Connecticut Hill Road stated she supports the ban and thanked the board for their work. Tom Joyce of 598 Hayts Road spoke in favor of the ban as written and suggested looking at other approaches to energy needs. Donna Halloran of 309 Hayts Road stated she supports a ban on hydrofracking, but not all drilling activities. Monica Daniel of 253 North Applegate Road stated she supports the ban and as a health care professional is very concerned about possible health risks of hydrofracking. Marcie Finlay of 277 Enfield Main Road stated she is in favor of a ban and feels gas companies won't be able to enforce extending leases if a ban is passed. Nancy Spero of 68 North VanDorn Road stated she supports the ban as written. She mentioned there has been no evidence in Tompkins County that gas companies have not let people out of leases once they expire. Lori Elrod of 101 Rockwell Road stated she supports the ban as written. Susan Robinson of 772 Bostwick Road stated she supports the ban as written. Torri Bennington of 873 Bostwick Road stated she supports the ban and has seen the problems drilling has brought to her family farm and community in Illinois. Karen Friedeborn of 877 Bostwick Road stated she supports the ban. Mary Jo Lovelace of 2504 Mecklenburg Road stated she supports the ban and would like clear water for her grandchildren and for organic farming. Paula Geary of 664 Bostwick Road stated she supports the ban as written. Enfield Town Board Public Hearing, March 5, 2013 3 Asa Redmond of 184 North Applegate Road stated he supports the ban and would encourage alternative sources of energy. Robert Griffin of 253 Iradell Road stated he and his wife Bonnie are against hydrofracking. Art Godin of 96 Woodard Road stated he and his wife Joanna Green support the ban as written. David Corson of 230 Rothermich Road stated he and his entire family support the ban. Karen Pinkus of 635 Iradell Road stated she and her husband support the ban as written. Supervisor Rider asked if anyone else would like to comment. No one else expressed their desire to comment. Councilperson Teeter moved, with a second by Councilperson Carpenter to adjourn the public hearing at 7:30 p.m. All voted in favor. Respectfully submitted, Alice M. Linton Enfield Town Clerk
