HomeMy WebLinkAbout9-22-11 Special Meeting.pdf Town of Enfield Special Town Board Meeting Minutes Enfield Town Hall Wednesday, September 22, 2011 6:00 p.m. Present: Town Supervisor Roy Barriere, Town Councilperson Ron Clark, Town Councilperson Chris Hern, Town Councilperson Jean Owens, Town Councilperson Debbie Teeter, Town Highway Superintendent Barry Rollins, Town Clerk Alice Linton. Town Supervisor Barriere opened the special meeting at 6:00 p.m. by leading the assemblage in the Pledge of Allegiance to the Flag. Communications: Supervisor Barriere reported he attended the TCCOG meeting today. He gave Councilperson Hern a notice of a broadband committee meeting to be held September 30 at the Women’s Community Building at 6 p.m. There will also be a public meeting October 7 at the Enfield Town Hall regarding Tompkins County Area Transit fees and routes. Audit Claims: Councilperson Teeter moved, with a second by Councilperson Owens to authorize the supervisor to pay H Fund vouchers #9 to #11 dated September 22, 2011 in the amount of $60,540.39. Discussion: Highway Superintendent Rollins asked why the project manager needed to review the bills before payment could be approved. Supervisor Barriere replied he is responsible to oversee the project and keep the town within our budget. Highway Superintendent Rollins then asked why he wasn’t informed that all bills wouldn’t be paid at the regular town board meeting so that he could notify vendors. Supervisor Barriere suggested he may want to ask for bills to be sent earlier so they can be paid at regular meetings, but there should only be one more month before the project is complete and he will do his best to get bills to the project manager for approval prior to the town board meeting. Vote: Councilperson Clark aye, Councilperson Hern aye, Councilperson Owens aye, Councilperson Teeter aye, Supervisor Barriere aye. Carried Old Business: Discuss propane vendor for new highway facility: Councilperson Owens reported Griffith Energy contacted her and stated they would honor the state bid price on propane and would not charge any extra fees or installation charges. They may want to install (2) 1,000 gallon tanks. If we were to switch providers in the future, Griffith Energy would come and take back their tanks. Councilperson Owens moved, with a second by Councilperson Teeter that the Town of Enfield select Griffith Energy to be the provider of propane for the new highway facility. Vote: Councilperson Clark aye, Councilperson Hern aye, Councilperson Owens aye, Councilperson Teeter aye, Supervisor Barriere aye. Carried Enfield Town Board Special Meeting, September 22, 2011 2 Announcements: Town Clerk Alice Linton thanked Councilperson Clark for obtaining 3 file cabinets for the Town Hall and Highway Superintendent Rollins for moving them into place. Town Highway Superintendent Rollins noted a culvert pipe that needs cleaning, on Enfield Center Road, is out of the right-of-way of the town. He needs permission from the board to talk with the landowner to obtain permission to work on that property. The town is not insured when not working on town land. Supervisor Barriere will get in touch with our insurance carrier, Sprague Insurance to see what the board should do. Buddy will write something up for the landowner to sign giving the town permission to do the job, and include a second paragraph, to be signed by the landowner when the work is done, agreeing that the job is satisfactorily completed.
