Town Supervisor Barriere opened the meeting at 6:45 p.m. by leading the assemblage in the Pledge of Allegiance to the Flag. Privilege of the Floor: Monique Morse of 99 Harvey Hill Road spoke about storm water damage to her property. Julie Schroeder of 909 Bostwick Road spoke about hydro fracking and urged the town board to take some kind of action to protect all of its citizens. Keven Morse of 99 Harvey Hill Road spoke about ditch problems on Harvey Hill Road. Scott Jarvis of 111 Harvey Hill Road spoke about his concerns of future damage from storms to ditches and driveways. Marnie Kirchgessner of Enfield Main Road thanked the town for the clean-up days. She would like the town to consider holding the clean-up days after the community garage sale weekend next year. Bev Rollins of 139 South Applegate Road thanked Supervisor Barriere for the positive difference he has made at town board meetings. Approval of Minutes: Councilperson Teeter moved to accept the minutes of the May 11, 2011 regular town board meeting. Second by Councilperson Clark. Vote: Councilperson Clark aye, Councilperson Teeter aye, Supervisor Barriere aye. Carried Presentation by Enfield Energy: Marguerite Wells gave an update on the Enfield Energy Windfarm project. They are in the midst of their EIS process which is related to the town as lead agency. They are doing studies on birds, bats and plants which need to be done for four seasons. They are working with the grid manager, the New York Independent Systems Operator (NYISO). Enfield Energy will be working with South Dakota Wind Partners, a wind farm that offers stock to community members. Enfield Energy hopes to have a draft Environmental Impact Statement for the town board by late summer or early fall. Correspondence: Memo from Edward Flynn, senior planner for the Environmental Protection Fund with grant application information for NYS Office Parks, Recreation and Historic Preservation which are due September 1, 2011. Agenda and meeting notice for the Ithaca-Tompkins County Transportation Council meeting to be held June 21, 2011 from 2-4 p.m. at 737 Willow Avenue. Enfield Town Board Meeting, June 8, 2011 2 Notice from Association of Towns of the State of New York of 2011 Planning and Zoning Summer Schools to be held this summer at various locations. Notice from United States Department of Commerce thanking town for efforts in making 2010 census a success. Budget Amendments: BA#2011-3 WHEREAS, expenses for the bridge repair of the Enfield Center Road bridge has exceeded the amount allocated in the 2011 budget in the Highway Fund Account, line item DA5120.4, titled “Bridge Repair Contractual”, now therefore be it RESOLVED, that the Bridge Repair savings account be decreased by $8,000.00 and the Highway Fund Account line item DA5120.4, titled “Bridge Repair Contractual”, be increased by $8,000.00. Budget Amendment BA#2011-3 was moved by Supervisor Barriere and seconded by Councilperson Teeter. Vote: Councilperson Clark aye, Councilperson Teeter aye, Supervisor Barriere aye. Carried BA#2011-4 WHEREAS, expenses have exceeded the budget in the General Fund Account, line item A1220.42 titled “Bookkeeper – Contractual”, now therefore be it RESOLVED, that the General Fund Account, line item A1010.4, titled “Town Board – Contractual”, be decreased by $200.00 and General Fund Account, line item A1220.42, titled “Bookkeeper – Contractual”, be increased by $200.00. Budget Amendment #2011-4 was moved by Supervisor Barriere and seconded by Councilperson Clark. Vote: Councilperson Clark aye, Councilperson Teeter aye, Supervisor Barriere aye. Carried Supervisor Barriere explained that in April, Voucher #104 was charged in error to budget line A1110.41 instead of A1110.4. The monthly reports will be changed to correct this error. BA#2011-5 WHEREAS, expenses have exceeded the budget in the General Fund Account, line item A1110.4, titled “Justice – Contractual”, now therefore be it RESOLVED, that the General Fund Account, line item A1110.22, titled “Justice – JCAP Grant Funds”, be decreased by $330.00 and General Fund Account, line item A1110.4, titled “Justice – Contractual”, be increased by $330.00. Carried Enfield Town Board Meeting, June 8, 2011 3 Highway Superintendent’s Report: Highway Superintendent Buddy Rollins called the Tompkins County Waste Enforcement office about tires that were dumped on Fish Road. The officer and crew cleaned up 3 loads of tires from the area. Buddy now has a sign to put up in the area advising of the fine for dumping. During clean up week there were 10 dumpsters filled with garbage, 1 dumpster of steel and ¾ of a dumpster with tires on wheels. The final bill was about $5,000. Being open on Saturday worked well, and Buddy would like to continue that next year. The new radios are in and training will be next Wednesday. Buddy called the county about the road counter and they are willing to let Enfield borrow it. Superintendent Rollins addressed the Harvey Hill Road flooding situation. The first flooding was April 28 and the employees did a good job cleaning up. The culvert pipe seemed to be in good shape, but may be too small when there is above normal rainfall. Other jobs are in progress now, and Harvey Hill will get shoulders cut and ditches cleaned out in the near future. Buddy stressed that the law reads from the road in it is the owner’s responsibility, and the town is not mandated to do repairs, although they usually do. The ditch will need to be dug back to where stakes have been placed. If homeowners want a larger pipe, they can purchase it and the town will put it in. Buddy hopes to get to the project in the next several weeks. County Legislator’s Report: Dave McKenna reported a redistricting commission has been appointed with 9 members. Several budget scenarios have been discussed – one with a 7.8% cut and one with an 11.2% which will be necessary with a 2% tax cap. The new county solid waste center has been started – it will include a new traffic pattern. Dave provided some information for youth summer jobs. Audit Claims: Councilperson Clark moved, with a second by Councilperson Teeter to authorize the supervisor to pay General Fund vouchers #147 to #170 dated June 8, 2011 in the amount of $90,131.08 and Highway Fund vouchers #98 to #112 dated June 8, 2011 in the amount of $44,831.59. Vote: Councilperson Clark aye, Councilperson Teeter aye, Supervisor Barriere aye. Carried Code Enforcement Officer’s Report: Alan Teeter reported that for the month of May there were 7 new building permits, 1 certificate of completion, and 1 certificate of compliance issued. There were 19 inspections and progress checks. There were 2 valid complaints received, 2 letters of voluntary compliance sent, 1 fire and safety inspection for public assemblies. Also, 2 house numbers were issued and installed. Next month looks to be busy also, with 4 new houses planned. Alan reported that open burning used to be regulated by the county health department, but he has been informed that the DEC, which has more restrictive standards, will now be taking complaints. Committee Reports: Planning Board: The last meeting was cancelled. Since Jim McConkey has resigned, there is an opening on the board. Health Insurance Consortium: No report as Herb Masser was not present. Enfield Community Council: Marnie Kirchgessner may look into a grant from the NYS Environmental Protection Funding Grant Program which is in support of recreational facilities. There has been some discussion about moving the old town hall building, The Pig’s Ear, to the new site. This grant is up to $400,000 and may only require a 25% match from the town. There might be tourism dollars available. Supervisor Barriere asked Marnie to get together with Councilperson Owens to help put together a five-year plan. Enfield Town Board Meeting, June 8, 2011 4 Marnie met with Bill Eishenhardt, president of the Enfield Senior Citizens, regarding using computers at Enfield School for joint programming. The Enfield Community Garage Sale Day was a success – the Community Council made a little money. Enfield Volunteer Fire Company: Art Howser reported that in April calls included: 16 EMS, 3 structure fire, 2 carbon monoxide, 5 power lines down, 2 weather and roadway, 2 mutual aid for a total of 30. In May calls included: 17 EMS, 1 motor vehicle accident, 1 four wheeler accident, 1 outside burning – nothing found, 1 severe weather tree in roadway, 1 mutual aid, for a total of 22 calls. Training has included auto extrication, electric car classroom training, rescue training, pipeline safety training. The EFVC sponsored a blood drive in May and had fire equipment out for the public during the community yard sale. Art cautioned everyone that if a power line is down it should be treated as if it is live. Tompkins County election commissioners came to the fire department board and also to the general membership and obtained approval to try holding elections at the fire department this year. Based on how things work out, a five year agreement may be signed. Facilities Manager: No report. Communication Access Committee: No report. Facilities Development: Activity should begin within the next few days. Personnel Committee: Councilperson Teeter reported the next meeting will be June 21. Tompkins County Council of Governments: Supervisor Barriere reported the county budget was the main issue discussed. With a 2% cap, it will be a very difficult budget year. The other topic was the solid waste improvements that are taking place. Old Business: Approval of Direct Deposit for Payroll: Supervisor Barriere reported that the cost to update software for direct deposit would be $395. The bank charge would be $30 per month. Councilperson Teeter asked if there is money in the budget to cover this. Supervisor Barriere reported the town board contractual line would have enough funds this year. Highway Superintendent Rollins said all the highway employees would participate in this program. Councilperson Teeter moved to authorize the town board to purchase the software so the bookkeeper can begin direct deposit of pay checks and pay the monthly fee. Councilperson Clark seconded the motion. Vote: Councilperson Clark aye, Councilperson Teeter aye, Supervisor Barriere aye. Carried Update on Facility Consolidation Plan: The committee and facility manager have met to come up with a plan. Councilperson Teeter passed out a possible floor plan which would mean moving the town hall to the community building. Concerns are space for community programs, which can be gained from food bank space, and food bank needs. The Code Enf orcement Office would be moved to the basement and their current office upstairs would be used for a meeting room. A new door, lights, portable vault, handicap bathroom and supervisor/bookkeeper space would be added. Costs will be estimated and if the plan is feasible it would need to go out to bid. Supervisor Barriere reported Councilperson Owens has been working on a five-year comprehensive plan for future buildings. She plans to have information available to the board in July. Enfield Town Board Meeting, June 8, 2011 5 Update on Road Preservation Plan: Supervisor Barriere met with the supervisors from Ulysses and Caroline and they came up with a possible plan, but will see what the county and other towns will be doing. Newfield has contracted with Delta. Enfield needs to have something in place for road use agreements – it may be a road preservation law that incorporates a road use agreement or we can develop a road use policy and agreement. Highway superintendent Rollins has already been working on compiling records on quality of our roads, and can begin any time now to use the traffic counter for roads which would be possible haul routes. Buddy asked what roads should have the traffic counter. Supervisor Barriere suggested we see what roads have already been done by the county and maybe start with Black Oak Road or Rothermich Road. New Business: Beautification Budget, Including Resolution for Appointment: Supervisor Barriere reported $1,900 was awarded to the town from the county for materials and labor for beautification. Resolution #2011-27 Resolution to Appoint a Celebrations Committee Employee WHEREAS, grant money up to the total amount of $1,900 from the Tompkins County Celebration Committee was awarded to the Town of Enfield for Beautification, and WHEREAS, these funds can be used for related labor and materials, now therefore be it RESOLVED, that Mark Stilwell is hired to work with the Beautification Committee, during the summer of 2011, at the rate of $10.00/hour, not to exceed 50 hours. Resolution #2011-27 was moved by Supervisor Barriere and seconded by Councilperson Teeter. Vote: Councilperson Clark aye, Councilperson Teeter aye, Supervisor Barriere aye. Carried State Aid Agreement for Youth Services and Recreation: Supervisvor Barriere reported funding from the state was reduced; we had anticipated $1,800 from the state and now we will be receiving $1,270. Councilperson Teeter moved to authorize the town supervisor to sign the Agreement between Tompkins County and the Town of Enfield for the Youth Services Program, Contract No: T Enfield 2011. Motion seconded by Councilperson Clark. Vote: Councilperson Clark aye, Councilperson Teeter aye, Supervisor Barriere aye. Carried Announcements: Supervisor Barriere thanked everyone who placed flags in local cemeteries. The town budget process is now underway. Letters will be given to all department heads asking for their budget input. Supervisor Barriere had the privilege of attending the Tompkins County Dairy Promotion Banquet where Abbie Teeter, from the Town of Enfield, was crowned Dairy Princess. Volunteer of the Month: Roy Wollney was nominated for Volunteer of the month by Mary Cornell. Roy has served for 12 years on the advisory board of the County Office of the Aging and is currently serving as president. He is serving on the Gadabout Board, was instrumental in bringing the Bright Red Bookshelf to our community, has served on the board of Forest Home Chapel and has volunteered at the Enfield food distribution for nearly 20 years. Enfield Town Board Meeting, June 8, 2011 6 Executive Session: Supervisor Barriere moved, with a second by Councilperson Teeter, to move into executive session at 8:20 p.m. for discussion of a personnel issue. Vote: Councilperson Clark aye, Councilperson Teeter aye, Supervisor Barriere aye. Carried At 8:35 p.m. the executive session was closed and the town board meeting resumed. Celebrations Grant Agreement for Harvest Festival: Councilperson Teeter moved to authorize the supervisor to sign the Agreement between the County of Tompkins and the Town of Enfield to provide a 2011 Celebrations Grant to assist in funding the Enfield Harvest Festival, number SP11ENHRVST. Second by Councilperson Clark. Vote: Councilperson Clark aye, Councilperson Teeter aye, Supervisor Barriere aye. Carried Councilperson Teeter moved to authorize Alan Teeter, Code Enforcement Officer, to purchase an air conditioner of sufficient size to cool the town board meeting room to be paid half by the Enfield town board and half by the Enfield town justices. Alan Teeter will confirm with a board member that the price of the air conditioner is reasonable before purchasing. Motion seconded by Supervisor Barriere.
