Special Town Board Meeting Minutes
Enfield Community Building
Monday, December 19, 2011
5:45 p.m.
Present: Town Supervisor Roy Barriere, Town Councilperson Ron Clark, Town
Councilperson Chris Hern, Town Councilperson Jean Owens, Town Clerk Alice Linton. Absent:
Town Councilperson Debbie Teeter.
Town Supervisor Barriere opened the meeting at 5:45 p.m. by leading the assemblage in
the Pledge of Allegiance to the Flag.
Approval of Pre-Paid Bills: Town Supervisor Barriere explained there were four bills that
needed to be approved for pre-payment. Voucher numbers will not be assigned until bills are
submitted for payment at the January Town Board meeting.
Councilperson Clark moved, with a second by Councilperson Hern, to authorize the
supervisor to pre-pay a Staples bill, a reimbursement to Jean Owens for postcards, a purchase of
postage stamps and a reimbursement to Jean Owens for beverages purchased for the Open
House at the new highway facility.
Discussion: Councilperson Owens mentioned it might be useful for the town to have a
charge card that could be used for some purchases.
Vote: Councilperson Clark, aye; Councilperson Hern, aye; Councilperson Owens, aye;
Supervisor Barriere, aye; Councilperson Teeter, absent. Carried.
Presentations on Hydraulic Fracturing: Councilperson Owens stated the new highway
facility is being considered as a space to hold further presentations on hydraulic fracturing. Several
hundred chairs would need to be borrowed or rented. A PE system has been offered for loan.
Councilperson Clark felt the building would work from a Code Officer standpoint as there was a fire
alarm system in place and an appropriate number of exits. He reminded the board that there
should be no more than 15 chairs between anyone and an exit.
Adjournment: Supervisor Barriere moved, with a second by Councilperson Owens to
adjourn at 5:55 p.m.
